5 Partnership for Nuclear Security (PNS) PNS seeks to establish a self-sufficient nuclear security culture, ingrained in partner countries nuclear technical community. PNS joins with nuclear scientists, technicians, engineers (STEs) and academics to promote technical cooperation and enhance nuclear security and related safety best practices. PNS activities include: Human Reliability Program (HRP) Implementation Nuclear Security Culture Development Applied Nuclear Security Culture for STE Nuclear Security Culture for the Next Generation of STEs Partners Algeria Brazil Egypt India Indonesia Jordan Libya Morocco Nigeria Saudi Arabia South Africa Tunisia UAE Yemen

6 International Nuclear Safeguards Engagement Program Mission: Collaborate with international partners to strengthen safeguards at all stages of nuclear development. The International Nuclear Safeguards Engagement Program (INSEP) is a key component of the United States Next Generation Safeguards Initiative. INSEP cooperates bilaterally with 25 IAEA Member States and two regional inspectorates. Ongoing engagement is underway with several other Member States through regional workshops and initiatives. 6

7 International Emergency Management and Cooperation The mission of the Office of International Emergency Management and Cooperation (IEMC) is to provide policy and technical assistance to foreign governments and international organizations in developing effective emergency management programs and infrastructure to respond to nuclear/radiological incidents and emergencies and to counter nuclear terrorism. IEMC provides technical assistance to ensure nuclear/radiological emergency management systems worldwide are effective, efficient, and harmonized. IEMC collaborates with more than 80 foreign governments bilaterally and with 10 international organizations to improve emergency management infrastructure worldwide. 7

11 Peaceful Uses Initiative Projects For Infrastructure Development Largest Single Contributor to IAEA s Technical Cooperation Fund In 2014, this contribution amounted to almost $23 million Additional Contributions for Infrastructure Development through the Peaceful Uses Initiative include: Over $3.4 million to date for 6 regional TC projects in all regions Over $3.1 million for 15 national TC projects Over $900,000 to date for INPRO and INPRO Dialogue Forum Over $7.4 million to date in additional funding for 11 PUI projects to build the IAEA s capability to respond quickly and effectively to Member State requests Additional Extrabudgetary Support towards Training, Fellowships, and Cost-Free Experts in the area of Infrastructure Development 11

13 Nuclear Science and Engineering Education NCSU R-1 Reactor s: shift towards nuclear engineering programs at U.S. universities 1950: first university program at North Carolina State University (NCSU) 1960s, 1970s: commercial nuclear power plants increased demand for nuclear engineering education Today: Over 80 nuclear engineering / engineering related programs at universities in the U.S Nuclear Engineering Departments undergrad/1500 grad students - Nuclear physics, Medical/health physics etc universities have a research reactor - 20 universities have a particle accelerator 13

15 Education is for More than Engineers: Two-Year Technician Programs Technicians: major component of the workforce at a nuclear power plant 2-year technician programs are also open to international students Generation-III and Generation-III + reactors require advanced training. Several 2-year community colleges and technical schools (with nuclear utilities) established programs for non-licensed operators, electrical and electronic technicians, mechanical techs, instrumentation and control, and health physics/radiation protection. Continuity and uniformity among programs guaranteed through National Uniform Curriculum Project (NUCP). 15

16 Industry and Academia: Cooperation to Meet the Need NPI is a partnership of universities, 2-year technical and community colleges, industry, high schools and junior highs, teachers, communities, stakeholders, elected leaders, and state, federal, and international agencies. 16

17 University Programs: International Participation Nearly all nuclear science and engineering university programs in the U.S. are open to international students Approximately 400 current graduate and undergraduate Graduates have returned to home countries to become leaders in the development and implementation of nuclear technology. Others have remained in the U.S. to rise to key leadership positions in academia, national labs, government and industry. 17

18 Specialized International Program: NCSU Internet Reactor Labs PULSTAR reactor available to external (U.S. and international) academic institutions for demonstrations of nuclear reactor operations and kinetics. Distance learning laboratory participants interact with PULSTAR reactor facility personnel through audiovisual communication links; can direct remote control cameras in the reactor control room. 18

19 Specialized International Program: MIT International Nuclear Leadership Education Program (INLEP) Course developed with support of INPO and in consultation with IAEA: focuses on governance strategies, operational practices, and technologies required for a successful nuclear energy program Participants: those who have/will have broad responsibilities for managing and regulating civil nuclear energy activities (by invitation only) 19
