1 JOB DESCRIPTION TITLE: Executive Director Southeast Michigan Regional Center (SERC) Michigan Area Health Education Center (MI-AHEC), hosted by the Greater Detroit Area Health Council (GDAHC) FULL-TIME POSITION: Salary negotiable depending on experience REPORTS TO: GDAHC President and CEO Expected Start Date: March 18, 2013 (or earlier) BACKGROUND: MI-AHEC is a program of the Wayne State University School of Medicine and College in Nursing in partnership with the Wayne State University School of Social Work, the Wayne State University Eugene Applebaum College of Pharmacy and Life Sciences, and the University of Detroit School of Dentistry. Once fully implemented, there will be five regional AHECs in Michigan. The primary purpose of the MI-AHEC is to increase access to primary care health professionals throughout Michigan. The primary goals of the MI-AHEC are: 1) Recruitment increase the recruitment of underrepresented minorities and disadvantaged students in Michigan to health professions; 2) Rotations improve access to clinical education in primary care urban and rural settings, medically underserved populations, and health professional shortage areas in Michigan; and 3) Retention improve the knowledge, skills, and retention of health professionals in rural and urban health processional shortage areas. In January 2013, the MI-AHEC announced the selection of GDAHC to host the SERC of the MI-AHEC. PURPOSE: The primary objective of this position is to provide overall programmatic and administrative leadership to the Southeast Regional Michigan AHEC Center and its staff. The SERC of the MI-AHEC will be located in the offices of the GDAHC in Detroit (Wayne County). The SERC will serve the region including the nine counties of Genesee, Lapeer, Livingston, Macomb, Monroe, Oakland, St. Clair, Washtenaw and Wayne, with a particular emphasis on areas designated Medically Underserved Areas (MUA) and Primary Care Health Professionals Shortage Areas (HPSA), Nursing Shortage Areas (NPSA), Mental Health Professional Shortage Areas (MHPSA), Dental Health Professional Shortage Areas (DHPSA) and Pharmacy and Other Allied Health Professional Shortage Areas (PAPSA). 1
2 RESPONSIBILITIES: Executive Management The Executive Director has primary responsibility for planning, organizing, directing and evaluating all aspects of the SERC, including finances, program development, and personnel. The Executive Director will develop and coordinate programs with a variety of academic and community partners, and measure program effectiveness longitudinally. The Executive Director will work in concert with and will ensure compliance with commitments to the MI-AHEC program office. The Executive Director will interact with GDAHC staff, members and constituents; hospital, health system, physician organization and other medical personnel, and residency program faculty and students throughout the southeast Michigan AHEC region; professional organizations, community and business leaders; and various health care constituencies, agencies and providers. The Executive Director will participate in the expansion of health sciences programs throughout the region and will also participate in statewide MI-AHEC program planning initiatives. The Executive Director is responsible for developing the SERC MI-AHEC Advisory Council; this includes coordination and facilitation of meetings, regular communication and information sharing, presenting budgets and program plans for discussion and approval, assembling materials, leading meetings, ensuring that the members are engaged and committed, etc. Program Management Plan and direct programs with academic and community partners based upon needs analysis. Ensure compliance with rules and regulations; document impact on health and health professionals. Influence partners regarding goals and ensure objectives are equitably achieved within the region. Develop and monitor annual work plans. Ensure consistency with the AHEC mission, area needs assessment, and state/federal rules. Involve staff, academic and health care partners in need assessment and communicate same with the MI-AHEC. Review and revise plans as necessary based upon identified needs and resource availability. Develop and manage staff and master project plans that meet proposed project deliverables, budget, and coordinate tasks and schedules. Administer and manage the overall operations of the SERC including budget/finances, staff recruitment and development, contract negotiation and management, program priorities/ coordination and institutional/public relations. Advance the program s commitment to diversity and multiculturalism among the staff, and with the community outreach, relevant programs, goals, and activities. Serve as the primary liaison and advocate for the SERC with the various health care provider constituencies, associations, academic institutions, and state/federal agencies; coordinate all activities related to public information concerning the AHEC; develop and be primary liaison with the SERC AHEC Advisory Council and such other individuals or groups required by agreement or contracts. Plan, develop, implement and evaluate a broad range of activities in the SERC catchment area. Such programs are to be consistent with the mission and goals of the MI-AHEC, and consistent with contractual agreements with funding agencies and institutions, to include assurance of meeting federal requirements for AHEC Centers. 2
3 Lead project teams to identify time frame, limitations, methods for accomplishing the project and allotment of available resources. Identify potential risks and oversee mitigation strategies. Continuously evaluate projects to make certain the contract commitments to sponsors are met and adjusted as necessary to changing expectations. Personnel Management and Staff Development Select, train, and direct staffing to support program objectives. Assign duties, supervise performance, and maintain standards. Assign personnel to achieve goals within fiscal constraints. Coordinate staff activities as appropriate. Guide personnel to ensure that they achieve goals; personal goals as well as the SERC goals. Financial Management and Funding Approve expenditure of AHEC grant funds Manage the financial aspects of the program, including planning, implementing, and monitoring budgets, forecasting needs, and adjusting goals as needed. Ensure budget integrity, accurate reporting to state and federal agencies, and appropriate use of financial resources. Maintain fiscal control and implement fiscal policies in keeping with MI-AHEC Program Office and GDAHC requirements. Develop strategies for long term fiscal self-sufficiency. Identify dependable, long-term funding sources for the SERC, work with MI-AHEC to influence legislators, identify grants, and find sources of funding. Community Connection, Communication and Outreach Coordinate communication, marketing, and public relations for the SERC, in conjunction with the MI-AHEC program office. This will include media relations, advertising, brochures, staff recruitment, fundraising, and community relations at the local, state and national levels. Maintain communication and clear goals to maintain trust of external partners. Provide regular communications to various key constituencies including appropriate GDAHC staff and the MI-AHEC Program Office as requested. Data Sharing and Reporting Provide necessary documentation, tracking and evaluation reports to the MI-AHEC Program Office. Communicate proactively with partners so they understand the need and use of data they supply. Supervise data collection and analysis. Ensure data is accurate and presented clearly in order to gain cooperation of external partners. Maintain SERC MI-AHEC key stakeholders database. Maintain SERC MI-AHEC Regional Center Access Database and track programmatic success stories and numbers of people served; maintain reporting requirements with the MI- AHEC program office. Other Perform other duties as assigned. Extensive travel throughout southeast Michigan and to Lansing may be required. 3
4 BACKGROUND AND COMPETENCIES: Minimum Qualifications Bachelor s degree in business administration, public administration, healthcare administration, education administration, community/workforce development, or other health-related field with interest in education. Six years of experience in the development, delivery and evaluation of health care services, or related community educational or administrative services. Familiarity with community development techniques and experience in delivering technical assistance to rural and underserved communities/health systems and evaluation of educational programs related to heath care professions. Demonstrated ability to work collegially and collaboratively with diverse internal and external constituencies. Experience in community health affairs, needs assessment, and health program development. Demonstrated planning skills. Demonstrated ability to write grants and secure funding from external sources as needed. Demonstrated positive interpersonal skills. Demonstrated ability to communicate effectively and project a positive image. Ability to perform the essential functions of the job with or without reasonable accommodations. Desired and Preferred Qualifications Master s degree in business administration, public administration, healthcare administration, education administration, community/workforce development, or other health-related field with interest in education. Three years of experience in the development, delivery and evaluation of health care services, or related community educational or administrative services. Familiarity with the communities of the SERC catchment area. Experience with foundations, fund development, or grantsmanship. Health care administrative experience. Prior experience in rural health care systems. Expertise in a variety of education delivery modes, including telecommunications. Familiarity with the development and delivery of educational programs to adult and nontraditional learners. Experience with multicultural health care environments and under-privileged populations. Advanced experience in community development, health professions education and training, or provision of health systems related technical assistance. ADDITIONAL INFORMATION The Michigan Area Health Education Center (MI-AHEC) was established in 2010 to improve access to primary care for all Michigan residents, many of whom live in areas that have too few health professionals. Through recruitment and retention initiatives and special clinical education programs, MI- AHEC seeks to improve primary care by exposing more disadvantaged students to health care opportunities, by expanding the number of underrepresented minorities in health professions training and practice, and by encouraging students and health professionals to work more effectively by enhancing their knowledge and skills. The national AHEC program was created by Congress in
