2 PROJECT ABSTRACT (No more than 20 lines. Every word over 20 lines will constitute a one point deduction.) As a follow up to the previously funded Innovative Grant titled The Greening of Events and Venues, the City of Tampa would like to implement phase II of the grant. In the first grant, we focused on 3 major entertainment venues and Gasparilla, the third largest parade in the US. Events and venues generate enormous amounts of waste and recyclables in short periods of time, but much of it still ends up in the trash. A great deal has been learned about recreational and entertainment venue recycling in the first year of the grant. Especially that festivals, events, and parades have many challenges associated with picking up recyclables and litter. Events/festivals need seed money to help them with their programs. The City is requesting funding for a second phase of the project with a focus in the following areas: events/festivals in City parks; continuation of recycling and waste reduction efforts at the Gasparilla parade; and further development of the recycling efforts at Raymond James Stadium, including Greening Superbowl XLII in The City Parks and Recreation Department (P&R) sponsors 15 special events a year, and co-sponsors over 900 events yearly. The grant would provide the opportunity to develop a P&R Special Event and Venue recycling program similar to City s Department of Solid Waste current program. Currently there is little opportunity for recycling at these events. A variety of educational materials and contractual language for waste reduction and recycling will be developed for municipal parks and recreation departments and will continue to be transferable to events, festivals, sports venues, and parade managers, waste professionals, and recycling coordinators throughout Florida. 3 PROJECT DESCRIPTION City of Tampa Solid Waste Department will develop phase II of the special events and venues grant by partnering with City of Tampa Parks and Recreation Department (P&R) to target City-sponsored special events and festivals. City will continue to work with several large venues/gasparilla as well. The project will involve the following components to develop and implement a commercial and institutional (C/I) collection and outreach program: Technology Evaluation: Continue work with P&R and Stormwater Department to pilot an after parade recyclable materials collection from the streets. Stadium/Superbowl Recycling Program: Continue development and implementation of a waste reduction and recycling program within Raymond James stadium to maximize collection of recyclables and prepare for Suberbowl XLII Gasparilla 2008: Continue development and implementation of a waste reduction and recycling program for the 3 rd largest parade in the country. Parks and Recreation (P&R) Department Recycling Program: Inventory the number and types of events held in City parks to determine quantity of recyclables generated at these events and how waste/recyclables are currently being handled and the associated costs. Included in this should be types of vendors participating at the special events, which will help determine waste and recyclables. Utilize what was learned in the first grant to develop forms and criteria for event managers who will be requesting recycling at their events. Included in this will be the purchase of a variety of containers for P&R to be used at their events or rented to event organizers. Marketing and promotional materials will be an essential part of the program development. Host a local special event and festival workshop in conjunction with P&R staff and develop educational and outreach kits for the participants. Develop vendor tip sheets and display signs for vendors to advertise that they are participating in a waste reduction and recycling program. Develop sample contract language that event organizers can use with event vendors to require waste reduction and recycling practices. Require all vendors to use the same type of recyclable cups, glasses, or food containers. Work with them to identify suppliers and markets for the recyclables. Purchase a trailer to haul all required special event equipment (containers, signage, bags and other necessary equipment). Vendors can purchase reusable containers and sell refills at reduced prices. Signs should be prominently placed to advertise reusable cup program. FL Festival and Events Association (FFEA): Partner with FFEA to offer $100 to $500 grant funding or seed money for small and medium-sized events/festivals. Festivals/events would submit and justify a request for recycling funds to assist their event with signage, promotionals, or containers to reduce and recycle waste. The City would award this funding to individual events by working with the FFEA, which is a nonprofit organization. Page 3

4 1: TECHNOLOGIES or PROCESSES (20 points) The range of scoring is between 0 and 20 points, with up to 10 points for meeting one of the following subcriteria and up to 20 points for meeting two. Note: applicant may adjust space used to address each sub-criteria. Sub-criteria 1 Novel application of an existing technology or process. We have learned through our work in the first grant that there is no comprehensive waste reduction education program in Florida for this portion of the C/I sector. We focused primarily on several large venues and a very large parade in the first grant, and want to target the 900 events co-sponsored by the City of Tampa yearly in Phase II. This project proposes to make special event waste reduction programs more common in order to divert from disposal the estimated hundreds of thousands of tons of waste generated by these commercially and institutionally operated events and venues. Sub-criteria 2 Overcoming obstacles to recycling/waste reduction in new or innovative ways. A recycling collection program and source/waste reduction education program has been developed and implemented and targets C/I entities, suppliers/vendors and residents/tourists in Phase I and will be expanded to include P&R. 5 Criteria 2: TARGETS (10 Points) Demonstrate innovative processes to collect and recycle or reduce materials targeted by DEP. Note: if the proposed project also includes materials other than those targeted by DEP, the project will receive less than the maximum 10 points allocated for the criteria. A variety of MSW materials are generated at special events and have the potential to be recovered and collected from attendees, volunteers, vendors, contractors, exhibitors, and sponsors. These materials include the following: Special Event, Stadium, and Parade Materials (Pre-, During, Post-) 1. Plastic, Aluminum, Steel Cans, or Glass Food and Beverage Containers: Drink stations are set up throughout the event site and the type of containers used and sold can vary. 2. Mixed Paper: Napkins, programs and handouts. 3. Old Corrugated Cardboard Boxes: Boxes are generated by exhibitors, contractors, food vendors, and volunteers. 4. Food Waste: This can either be food preparation scraps or post-consumer food. 5. Construction & Demolition Debris: Generated during pre-event set-up and post-event take-down. 6. Packaging Material and Supplies: Packaging supplies are usually contained within the cardboard boxes. 7. Ferrous & Non-Ferrous Metals: Contractors during pre- and post-event set-up generate various metals from electrical and construction work and take-down. 8. Textiles: Most events sell merchandise such as t-shirts, caps, towels, etc. 9. Special Waste: Animal manure, oil, hydraulic fuels, tires, and batteries. Additionally, it is also important to have the event management office practice what it preaches and initiate an office recycling program. (B) Target Sectors (Commercial Sector Generators): Events can have hundreds of vendors/subcontractors that manufacture, sell, or distribute various commercial supplies needed for the event. This project will directly target the commercial business sector selling to these events. The project will prepare a special BMP guide designed to teach EPP concepts, Resource Management concepts, and supply chain management concepts to reduce waste prior to entering the event and possibly help to establish new markets with manufacturers or reverse distribution programs with distributors. In addition, most special events utilize sponsors either for funding, volunteers, or promotion. These are private commercial businesses that will be targeted to implement waste reduction programs at events, including: Event Planners, Attendees, Vendors, Suppliers, Sponsors, Exhibitors, Volunteers, Media. 6 Criteria 3: BENEFITS/ COST-EFFECTIVENESS (25 points) Demonstrate the potential economic, environmental, and cost-effectiveness of the program s approach. Note: applicant may adjust space used to address each sub-criteria. Sub-criteria 1 - Environmental Benefits (5 points). Methodology Encourage waste reduction by developing contract language to help reduce the amount of waste generated by special event vendors. Vendors can eliminate packaging when applicable, and require all plastic cups and packaging be the same type of plastic so they can be collected and recycled; sponsors and vendors can sell or distribute items not packaged individually. Reuse should also be encouraged. Many event cups are taken home for reuse; materials left after an event can be donated. Encourage vendors to buy recycled content bags, supplies etc. Make recycling available and easy to do at events. Where appropriate and workable, implement food and other organic waste composting programs. Toxicity Special events can purchase non-toxic cleaning supplies, and packaging and printing materials made with recycled content. Recycling activities alone help reduce greenhouse gas emissions through reduced disposal. A brochure designed specifically with special events in mind will be produced and distributed through event organizers in pre-event informational packets. The City s brochure, A Citizen s Guide to Clean Neighborhoods, which highlights safe handling and disposal of hazardous household chemicals and electronics, as well as information regarding the City s Solid Waste Enhanced Environment Program (S.W.E.E.P) for bulk trash items and debris removal, will be made available to vendors and event organizers. Information regarding the City and County s Household Chemical and Electronics Collections will also be distributed. These materials will be distributed to vendors through event organizers in pre-event packets as well as being posted on event bulletin boards in common event set-up areas. Sub-criteria 2 Economic Benefits (5 Points). By recycling, event organizers may be able to reduce their level of trash service and cost for these services. By increasing recycling participation and reducing contamination issues, recycling processing and disposal costs should also be reduced. (If loads are contaminated, then as per the City s contract language, revenue for those loads is lost approximately $500 per load). Revenues from the sale of recycling commodities should be greater due to both the improved quality and quantity of recyclable materials being generated for collection at citywide special events and festivals at parks, the local football stadium, and a parade. Sub-criteria 3 Cost-Effectiveness (15 Points). Cost Reduction: By recycling, event organizers may be able to reduce their level of trash service and possibly frequency of collection depending on volume of recyclables collected. For example, the St. Pete Times Forum diverts 6 tons of co-mingled recyclables and 5 tons of cardboard each month during season (October to May) for a savings of $71/ton. Their recycling is less off season. That equates to savings of over $1000 annually, and diversion of over 100 tons of waste to recycling. Through education and increased recycling participation, there should be a reduction in contamination issues, recycling processing and disposal costs. Revenues from the sale of recycling commodities should be greater due to both the improved quality and quantity of recyclable materials being generated for collection. Payback period: The City of Tampa already provides collection and devotes significant ongoing resources to collection within the City. The increase in recycling participation and associated increase in the quality and quantity of materials collected at targeted large events will result in making the recycling program more cost-effective upon initiation of these services. 7 Criteria 4: SUSTAINABILITY: (do not delete instructions on this page) (25 points) Demonstrate the sustainability of the proposed program. Tampa is committed to increasing recycling participation wherever possible, and funding has been requested to continue recycling at high profile (e.g. Gasparilla Parade) special events (and venues hosting continuous events e.g. Raymond James Stadium) that occur on an annual basis creating an ongoing need for recycling services. Through effective marketing and education, the goal of making recycling more cost-effective and sustainable will be achieved. The operational infrastructure to implement recycling at these events and venues is already in place and funding will help make implementation a reality and sustainability achievable. PARTNERS: 1) Florida Festival and Events Association: In our first grant the City established a strong partnership with the FFEA. They have committed to continuing this relationship and promoting waste reduction and recycling practices to their members. A sign of their commitment was that their 2007 conference went entirely paperless and they intend on uploading recycling and waste reduction information generated from these grants onto their website for their members. 2) Tampa Downtown Partnership an organization that takes the lead in working with both the public and private sectors to encourage the influx of investment and development that downtown Tampa is currently experiencing. The Partnership works to provide a cleaner, safer and friendlier environment for workers, residents and visitors to the area. They are excited by the opportunity to partner with the City on this project and have already agreed to partner with us on the Race to Recycle Innovative Grant. 3) Tampa Bay Convention & Visitors Bureau: The Tampa Bay Convention & Visitors Bureau is the official tourism marketing corporation for Hillsborough County, creating economic impact for our community through tourism. In 2005, an estimated 18 million visitors came to Tampa/Hillsborough County, and spent $3.1 billion in our local community. They too, have agreed to partner with the City to provide exposure for our waste reduction and recycling programs at events and venues and tourists coming to the City generating waste. 4) Recycling Vendors: We will be partnering with the following recycling vendors to increase materials recycling at the processing facilities: Recycle America (Waste Management) where all commingled materials are processed, and Smurfit-Stone where all paper is processed. 5) Gasparilla: The third largest parade in the Country has committed along with Annheuser Bush recycling to continue expansion of its waste reduction and recycling program indefinitely. 6) Raymond James Stadium - home to the Tampa Bay Buccaneers, holds more than 65,657 spectators and has over 600 points of sale for food, beverages and merchandise, a ratio of one point for every 103 seats. A wide variety of concessions are available, from hot dogs and sodas to gourmet pizzas and cappuccino. 7) City Staff Recycling Coordinator and Waste Reduction Manager, existing collection Department for solid waste and recycling. Parks and Recreation staff will provide project support. City of Tampa The Department of Solid Waste and Environmental Program Management and the Parks and Recreation Department will continue to work together and have already established a relationship from Gasparilla s Green program. The City will incorporate pickup of recyclables from events and venues as part of its ongoing collection program. The buy-in achieved from parks and recreation coordinators as well as event organizers and festival managers, will continue to be established.. With increased promotion of recycling opportunities for events and festivals, participation will continue to grow from year-to-year and as communities realize that waste reduction is a huge concern for everyone. The necessity to ensure that events and venues are planned and executed in an environmentally-conscious manner will increase, encouraging even those who are most resistant to implementing recycling. With the added support of these numerous organizations, sustainability will be assured. Page 7

8 Criteria 4: TRANSFERABILITY (10 Points) Demonstrate transferability of technology and processes and specify how the project will promote transferability. Note: applicant may adjust space used to address each sub-criteria. Sub-criteria 1 Transferability of technology and processes (5 points). Collectively, Florida s cities and counties host thousands of events annually, and each houses some sort of entertainment or sports complex(es). The Municipal Model will transfer the following items to all local governments in Florida because every jurisdiction has special events and festivals and Tampa s experience can be shared. The following technology and process will be transferred: 1) Technology: the outcome of the research between the recycling and stormwater department will be provided for equipment that will assist with collection and source separation of recyclables off the street. 2) Workshop in partnership with Parks and Recreation for special event and festival recycling. 3) Vendor waste reduction and recycling tip sheet and display signs. 4) Sample contract language to promote recycling and waste reduction. 5) Best management practices waste reduction and recycling guide for parks and recreation department and special events and festivals. Sub-criteria 2 How project will promote transferability (5 points). The project will promote transferability in the following manner: Partnerships: The City has established solid partnerships in the previous grant with the FL Festival and Event Association (FFEA) and FL Facility Managers Association (FFMA) and the same relationship will continue in this grant. That existing relationship transfers to festivals and events throughout the state of FL. The FFEA partnership allows for awarding seed money to small and medium festivals and events in Florida and for uploading on their website the waste reduction and recycling material produced in this grant. Presentations: The City will continue to make presentations about the successes, challenges and materials developed at the following association conferences: local Parks and Recreation Department meetings, Florida Facilities Management Association (FFMA), Florida Festivals and Events Association (FFEA) state conferences, and at the Recycle Florida Today state conference. Articles: Waste reduction and recycling articles will be published for related trade journals of these organizations. Page 8
