2 2015 International Surf Rescue Youth Challenge 2015 Tri Nations Challenge 2015 Trans Tasman Challenge Section 1: Event Conditions: The following contains information with reference to the organisation rules and regulations pertaining to the, the 2015 International Surf Rescue Youth Challenge, the 2015 Tri Nations Challenge and the 2015 Trans Tasman Challenge together with the conditions governing each event in the programme. Introduction: Surf Life Saving Australia is pleased to announce that it is the event organising authority for the 2015 International Surf Rescue Challenge event. The Challenges will be held at Maroochydore, Queensland, Australia, as an event that helps celebrates 100 years of National Surf Life Saving Championship competition in Australia. The following lifesaving countries have accepted to attend the : Open Age Teams: Australia Japan New Zealand South Africa USA To be eligible to compete in the open age competitors shall be a minimum of 16 years of age in 2015 i.e. Competitors who turn 16 years of age before 31 December 2015 are eligible to compete in the International Surf Rescue Youth Challenge. Competitors who turn 15 years of age in 2015 are not permitted to compete in the Open age Challenge. Youth Teams: New Zealand Youth Team Australian Youth Team To be eligible to compete in the 2015 International Surf Rescue Youth Challenge competitors shall be aged 15 to 18 years of age in 2015 i.e. Competitors who turn 15, 16, 17 or 18 years of age before 31 December 2015 are eligible to compete in the International Surf Rescue Youth Challenge. Competitors who turn 14 or 19 in 2015 are not permitted to compete. The is based around a comprehensive competition programme conducted over three tests, which includes swim, surf board, surf ski and beach events. The event was first conducted in An overall point score will maintained in both the Open Age and Youth categories with the winners being declared the Open and Youth Champions. The Trans Tasman Challenge will be incorporated into the competition and will continue the tradition of surf life saving competition between Australia and New Zealand that was first commenced in Only an Open Age Division will be contested. 2
3 The Tri Nations Challenge will also be incorporated into the competition and will continue the tradition of surf life saving competition between Australia, New Zealand and South Africa that was first commenced in Only an Open Age Division will be contested. The 2015 Trans Tasman Challenge and the 2015 Tri Nations Challenge will be conducted over the same set of events as the. Traditional team trophies will be given to the winning countries. Team Size and Composition: All teams in the may be represented by: A maximum competition team of 12 Athletes (consisting of 6 Males and 6 Females) in any one Test A Manager A Coach A Medical/Para Medical Officer A Chaperone A Competition Official All Teams may, at their own discretion, add up to an additional two male and two female athletes to their team but no more than 6 males and 6 females may participate in any one test. All Teams may, at their own discretion, add additional members to the Management Team but the medals shall be limited to the Athletes, Manager and Coach. The usual host courtesies etc. will be limited to the Athletes and a maximum of five support staff plus Competition Official. Additional personnel traveling with the team are permitted and it is left to the discretion of each country. Team make up for each test will be left to the discretion of each country. All selected competitors must be proficient lifesavers in their country and have met their country s membership obligations in regards to competition eligibility. Team Configuration / Team Changes: Team Managers are requested to complete team sheets and submit to the Host Country one (1) month prior to the first challenge (by Monday, 3 August 2015). It is also the Team Manager s responsibility to ensure that the changes to their competing teams, prior to and throughout the competition, have been registered with the Event Manager. Note 1: Team composition may change between each Test. A change of a team member must be advised to the Event Manager prior to the commencement of the first event of the relevant Test. Note 2: As soon as any one Test has begun no country may change the composition of their team for that Test although the teams may substitute their competing members within the events being conducted upon advising the Event Manager of the change. Changes of members within a team contesting an event is permitted up to and including marshalling. However, to assist with administration Team Managers are requested to advise the Event Manager as soon as a change has been decided. Entry Fees Entry fees are non-refundable. If the Challenges are cancelled with no postponement before the first event is conducted, 75% of all entry fees will be refunded to all countries (25% including GST, will be retained for administration costs). Entry fees of AU$1,000 (per country, per team) are required to be paid one (1) month prior to the first challenge (by Monday, 3 August 2015). In the attached team sheets Countries are requested to provide the SLSA accounts department with their invoicing details. 3
4 Programme: The events will be conducted in the order listed. The programme will be subject to alteration by the Referee if weather or surf conditions warrant. Teams will be notified of any change. Note: The Event Referee, after discussion with Team Managers, reserves the right to change the order of events or delete any events on the day of competition if safety, weather conditions, programming or other conditions warrant. Briefings and Competition Times: The Referee shall conduct a briefing with the Team Management and selected officials on Wednesday, 2 September at 5.00pm at the Maroochydore Surf Life Saving Club. The Referee shall conduct a briefing with all appointed officials at the beach one hour before the commencement of competition on each day. Officials can then assist with finalisation of the competition set up. The First Test shall commence at 9.00am on Thursday, 3 September It is anticipated that this test shall conclude at 3.00pm (approx.) Teams shall be required to assemble in team uniform at Beach Marshalling area at 8.00am for an opening ceremony prior to the First Test which shall include the playing of National Anthems, a brief welcome, competitor and officials oaths. All appointed officials will also participate in the opening ceremony. This ceremony shall commence at 8.30am. A further Team Manager Briefing shall be conducted, as required, immediately following the conclusion of competition. The second Test shall commence at 8.30am on Saturday, 5 September The third Test shall commence at 8.30am on Sunday, 6 September A Presentation Function shall be conducted for all International Teams, officials and guests at Maroochydore SLSC from 6.00pm on Sunday, 6 September Please note that only limited alcoholic beverages will be available and that no alcohol will be served to competitors under the age of 18 years. Event Conduct: The is an event sanctioned by the International Life Saving Federation (ILS). Unless otherwise specified in this document the International Surf Rescue Challenge, Tri Nations Challenge and the Trans Taman Challenge shall be conducted as per the rules contained in the current edition ILS Competition Manual plus any amending Bulletins or circulars. Refer: Organising Committee: The Event Organising Committee has been established and is responsible for the logistical pre-planning and operational delivery of the. The Event Organising Committee is responsible for planning the event but not the conduct of actual competition. 5 Safety and Emergency Coordinator Venue Manager Technical Adviser Gear and Equipment Coordinator First Aid/Medical Coordinator Maroochydore SLSC Representative Greg Allum OAM Competition Committee: A Competition Committee has been established for the International Surf Rescue Challenge with functions similar to the ILS Event Management Committee. The Competition Committee will direct all matters relating to the actual conduct of the competition. The Committee may, subject to the rules in the current edition ILS Competition Manual, any subsequent amending bulletins and circulars and these event rules, may postpone, cancel and/or alter any or all Championship events, and alter the venue of the competition. The Competition Committee may consult and seek advice from appropriate officials, athletes and other personnel on local weather, surf conditions and safety issues when required. The Championships Competition Committee shall appoint the various sub committees and panels as required for the Championships (for example, Disciplinary Committee, etc.). The C ompetition Committee is responsible for enacting the contingency plan for the International Surf Rescue Challenge. The Challenge Referee and the Safety and Emergency Services Coordinator are responsible to the Competition Committee for recommendations concerning competition safety. The Safety Operations Manual developed for this event is to be applied by the Championship Referee in considering and making recommendations, in consultation with relevant emergency services and lifesaving authorities. The chair of the committee shall be the Safety & Emergency Services Coordinator. Safety and Emergency Management Coordinator Championship Referee First Aid/Medical Coordinator Powercraft Coordinator Maroochydore SLSC Representative Santo Della Bianca Ralph Devlin Dress of Competitors: Teams are required to be attired as detailed in the ILS Competition Manual. This includes the wearing of correct competition attire including swimsuits and caps (including optional helmets). Teams are required to wear hi visibility vests in all water events and when handling craft in the water. It is each team s responsibility to provide these vests for handlers, competition vests will be provided by SLSA. 5
6 More information pertaining to competition attire can be found at: Competition Equipment and Specifications: Each team shall be responsible for the provision of their own equipment, such as boards and surf skis, rescue tubes and fins. Assistance will be made available on request to obtain equipment within the host country should it be required. All equipment used in competition is to (dependent on the country of manufacture) comply with ILS specifications. Random or deliberate scrutineering may be undertaken at anytime during the International Surf Rescue Challenge. Team Managers/Athletes shall be advised if equipment is to be scrutineered. Draws and Event Conduct: The Event Manager prior to the event will undertake a draw positioning for the first water event and first beach event then rotate the position down by one position (i.e. position one to two, two to three and so on) for each subsequent event in each area. Where there is more than one starter in an event the draw will separate each country s competitors (i.e. if there are seven countries in the ISRC the first competitor may be allocated position one and the competitor position 8 and so on). Where practicable, Open Age and Youth competitors will participate in the same race to enhance timetabling and event presentation. The exception to this is the Beach Flags and Beach Sprint events where separate races will be conducted. Details will be confirmed. A separate draw will occur for Youth and Open and, when events are conducted together, all Youth competitors shall compete in a block after the end of the Open competitor s positions. The Referee will undertake any further draws (e.g. Ironman/Taplin Relay Draw) required at the Team Managers briefings or on the beach on the day of competition. Arena: An arena layout consisting of one water area and a beach area will be established for all 2015 International Surf Rescue Challenge events. Time Limits: When warranted, the Referee or Sectional Referee shall fix a time limit for races. Such a time limit shall be advised to competitors prior to the commencement of the event. Where practicable, disqualifications due to the time limit being exceeded shall be advised to the competitor by the Referee or Sectional Referee or the Course Judge-in-Boat. Protests and Appeals: All protests shall be lodged with the appropriate carnival official in accordance with the procedures set down in the current edition of the ILS Competition Manual and shall identify the specific sections/clauses in the Manual and/or event rules upon which the protest is based. A sample Protest Form is contained in this document and further forms will be available from the administration centre and/or from the Competitor Liaison Officers. 6
7 An appeals fee of AU$ (incl. GST) must accompany all protest appeals when submitted to the Jury of Appeals for adjudication. If an appeal is upheld the fee shall be returned forthwith. The decision of the Jury of Appeals is final and there is no right of appeal against that decision. More information pertaining to protests and appeals can be found at: Point Scores: International Surf Rescue Challenge Pointscore Two separate ISRC point scores shall be conducted one for the Open Age Teams and one for the Youth Teams. The point scores shall be based on the number of countries participating in each of the Open Age and Youth s. On the basis that there are five teams participating, the point score shall be 5, 4, 3, 2 and 1 for all events conducted in the. If there will be six teams participating, the point score shall be 6, 5, 4, 3, 2 and 1 for all events conducted, if there are four teams competing the point score shall be 4, 3, 2 and 1 and so on. Only the first competitor/team from each country to correctly finish will score points i.e. no block-out will apply. If a team or individual is disqualified in an event they will score 0 points towards their country s overall points for placing calculation purposes. Where event rules allow 2 persons or teams from a country to start then countries are required to enter into the spirit of the event and ensure 2 genuine competitors contest the event. This will ensure that the level of competition befits the standing of the event. Dead heats will be declared as such with both countries splitting the combined points for the two placing e.g. based on five countries competing in the equal 1 st will receive 5 points each with 3 rd placing receiving 3 points and 4 th place receiving 2 points, etc. A result will be declared for each of the Tests. Each country s total points from each Test will be added together at the conclusion of all three tests to decide the overall winner of the 2015 International Surf Rescue Challenge. The winner of the Perpetual Trophy for Open Age teams will be the country with the highest overall point score. The winner of the Perpetual Trophy for Youth teams will be the country with the highest overall point score in that division. If a count back is required to determine a test or overall Challenge result, this shall be determined based on the number of first places gained by a country. If teams cannot be separated on this basis then the second places will determine the winner and so on. If, after an exhaustive review, teams cannot be separated a tied placing/result shall be declared. After all places have been reviewed then joint winners/placings shall be declared. Tri Nations Point score A separate point score shall be maintained for the Open division of the Tri Nations Challenge with points being scored on a 3, 2, 1 basis for the actual relative placing of the first Australian and New Zealand and South African team member/team. All other conditions shall be as described above. Trans Tasman Point score 7
8 A separate point score shall also be maintained for the Open Division of the Trans Tasman Challenge with points being scored on a 2, 1 basis for the actual relative placing of the first Australian and New Zealand team member/team. All other conditions shall be as described above. Presentations: Teams will be competing for the International Surf Rescue Challenge, 2015 Tri Nations and Trans Tasman Perpetual Trophies. All Teams competing in the will receive a memento of their participation from Surf Life Saving Australia. Teams placing 1 st, 2 nd and 3 rd in the Open and Youth will receive medallions for all recognised team members. Presentations shall be conducted for all 2015 International Teams at Maroochydore SLSC commencing from 6pm on Sunday, 6 September Team managers will be notified of further details of the presentation format. Competitors may be asked to wear sponsors T-shirts and/or caps during the presentation of medals and trophies. If the sponsor is an alcohol sponsor any competitors under 18 years of age will not be required to wear such items. Apart from the items identified above, no items giving commercial identification shall be worn during the dais presentation ceremony. Thus teams must be clean of any sponsorship while official presentations are taking, with no country sponsor identification, unless the team is sponsored by the event sponsor. Sponsorship: In the event of countries having conflicting sponsorship with the event sponsors, as the event sponsor, the host association s sponsorship policy must be adhered to. When entering the marshalling arena and competing competitors must be clean in competition gear with no sponsor s identification unless the country has given naming rights to the event naming rights sponsor. Should the event naming rights sponsor provide vests (Lycra s) or other competition apparel for the series, then the teams will be required to wear the event naming rights sponsors competition apparel (excluding competitors under the age of 18 years), or in the event of a conflict with a countries team sponsor, compete in a neutral branded apparel. Should countries wish to acknowledge their own sponsors on competition vests then this may be achieved (subject to approval of the sponsor). In this regard the appropriate artwork is to be forwarded to the host country and any additional costs associated with additional printing etc. must be met by the country. Countries are also required to notify the host country of any competitor Under 18 years of age within teams so that, if in the event of an alcohol sponsor, appropriate arrangements can be made. At the conclusion of events, place getters may be offered items of apparel identified with the event sponsor. It may be possible that interviews will be undertaken with prominent competitors, and in such cases, they may be asked to wear one of the official sponsor T-shirts and/or caps. Competitors Under 18 years of age will not be required to wear such items if the event sponsor is an alcohol sponsor. Further, competitors may be required to carry event sponsor logos on fins and other equipment. Where physically possible, no signage will be covered. Any equipment with rival event sponsors to the event sponsor will not be required to display event sponsors signage and/or to cover the rival sponsor s signage. Media Statements: 8
9 Countries shall be permitted to promote the event and or their team within their own country. However, no competitor, team manager, or official or spokesman for a country shall make media statements which could bring their associations, the Challenge series, the event sponsor(s), or officials into controversy. Any such statements may be deemed to be a breach of event discipline and may be dealt with accordingly. Complaints regarding the organisation of the championship, or any other matters, should be directed through the appropriate SLSA channels, and will be dealt with by the responsible section, or officers. Such official complaints will be acknowledged. Drug Policy: ILS condemns the use of performance enhancing drugs and doping practices in sport. A policy of drug free competition with possible drug testing has been adopted and endorsed for all events. The host country Anti Doping Policy will be enforced for the series. This policy is consistent with the ILS and WADA policies and competitors are liable for testing under the Anti Doping Policy of the host country. Competing teams are advised that any event conducted by Surf Life Saving Australia or its States or Branches is subject to random drug testing, without prior notice. The very strict procedures laid down for the testing for drugs will be observed, and competitors refusing to submit to a drug test will be subject to prescribed penalties as prescribed by ILS and WADA. Theft/Damage/Misconduct: Those in attendance are reminded of ILS Codes of Conduct and Misconduct clauses as detailed in the current edition ILS Manual. Any reports of damage or misbehavior by any individual or team either in the competition arena or before, during or after the International Surf Rescue Challenge will be brought to the attention of the Organising and/or Competition Committee. Similarly, any person/s found stealing any equipment owned by another person, an association, or its sponsors will be immediately reported to the appropriate authority Any charges against the person/s shall be referred to the Disciplinary Committee established for the event. General: Countries will be responsible for the selection of their representative teams and make the appropriate arrangements regarding transport, accommodation, sustenance, equipment, outfitting etc for the team. The host country will provide assistance in arranging the above if required. In addition, upon request the host country will arrange for an appointed team liaison officer to assist teams. Insurance is the responsibility of the individual competitor or team management. The host country is not liable for any loss, damage or theft of equipment. It is incumbent upon each Country to ensure all management, team members and officials are fully conversant with the contents of this manual. As the ILS Competition Manual is available via the ILS website and this document is available in electronic form via the SLSA, it is the responsibility of each Country and Official to provide its own paper based manuals. 9

The number of competitors in the following events differs to those detailed in the ILS Competition Manual: Event 5: Mixed Board Relay Race Event 6: Mixed Surf Ski Relay Race Surf Board and Surf Ski Relay events shall be conducted under the general rules of the Surf Board and Surf Ski Relay events contained in the ILS Competition Manual except that teams shall consist of one male and one female competitor who may choose which order in which they compete.
