3 3 Intrductin In determining hw activities are funded the Cuncil is bliged t equitably share the csts f delivering services acrss different users as well as ensuring equity between current and future generatins. In deciding hw t fund each activity, the Cuncil must cnsider the nature f the services prvided and wh benefits frm thse services. It takes int accunt: Cmmunity Outcmes - the Cmmunity Outcmes are defined under the Lcal Gvernment Act 2002 as the utcmes that a lcal authrity aims t achieve in meeting the current and future needs f cmmunities fr gd-quality lcal infrastructure, lcal public services, and perfrmance f regulatry functins. Each activity is ranked frm lw t high accrding t the cntributin it makes t the Outcmes. This assessment takes int accunt the relevance f the activity t the Outcmes as a whle, the number and range f Outcmes it cntributes t and the strength f its cntributin twards the Outcmes verall. The Cmmunity Outcmes are set ut in the Annexure. the beneficiary pays principles - the distributin f benefits between the cmmunity as a whle, identifiable parts f the cmmunity and individuals the intergeneratinal equity principle - the perid during which the benefits are expected t ccur the exacerbatr pays principle - the extent t which actins, r inactins, f individuals r grups cntribute t the need t undertake the activity, and the csts and benefits f funding the activity distinctly frm ther activities. After making these cnsideratins, the Cuncil may als cnsider the verall impact f any allcatin f liability fr revenue needs n the cmmunity. Any determinatin it has made abut revenue liability n an activity-by-activity basis can be reviewed taking int accunt the wider impacts n the cmmunity as a whle. This dcument prvides a detailed assessment f the abve criteria fr each f the Cuncil's activities (as prpsed in its Draft Lng Term Plan 2015/2025). The Cuncil's decisins n which funding surces t use fr bth peratinal and capital expenditure were made after cnsidering and weighing up these criteria n balance. Fr peratinal expenditure, funding prtins cntributing t each activity are expressed as ranges, frm lw t high. These ranges equate t the fllwing percentages: Lw: Medium: High: 0-33 per cent per cent per cent Capital expenditure funding cntributins are identified. 4 4 Cmmunity Assistance Cuncil aims t wrk with its cmmunities t supprt the scial and ecnmic develpment f the district. Thrugh this acitivity it wrks with, rather than fr the cmmunity t assist them with the develpment and prvisin f cmmunity facilities and services. This includes supprting vlunteering and making funding available t supprt their activities. This includes, fr example, the purchasing f services frm the Kauri Cast Cmmunity Pl Trust and Surf Life Saving NZ. Which Cmmunity Outcmes des the activity primarily cntribute t? This activity cntributes t all three Cmmunity Outcmes, primarily t Easy t jin in as set ut belw. Cuncil prvides grants t varius cmmunity rganisatins that can best deliver the services required t reach a greater spread acrss the District. 7 7 Reserves and Open Spaces Cuncil prvides a netwrk f pen spaces t cater fr physical exercise, visual amenity, and envirnmental prtectin. The netwrk includes 165 parks and reserves, cemeteries, public tilets and camp grunds. Which Cmmunity Outcmes des the activity primarily cntribute t? Lcal cmmunities are the primary beneficiaries f pen spaces in their lcal area as they have the best access t lcal parks and reserves, and because these spaces cntribute t each cmmunity's "sense f place". It wuld hwever be unreasnable t charge lcal cmmunities targeted rates fr lcal space fr the reasn that lcal cmmunity space is well distributed acrss the District prviding a generally similar level f service t each cmmunity. Sme cmmunity spaces are leased t sprting, recreatinal, cultural and cmmunity grups and thse grups may have sle right f use t that particular facility at all r at particular times. It may be pssible t recver fees and charges frm these grups fr the benefits they enjy. While visitrs and turists benefit frm and cause capital expenditure in mst f the District's cmmunity facilities and infrastructure, including cmmunity spaces, expenditure cannt be csteffectively determined r recvered frm these grups. The ccupiers f new develpments are an identifiable part f the wider cmmunity that can benefit frm additinal capacity being prvided in cmmunity spaces. Des the activity benefit individuals (and if s, wh)? The availability f cmmunity spaces benefits individuals in a variety f ways. Activities such as sprts, tramping, bird watching, picnicking, relaxing, and passive recreatin can all ffer individual benefits. Hwever, identifying and charging individuals fr the enjyment f pen spaces is nt practical r desirable. What is the perid in, r ver which benefits will ccur? The Cuncil is cmmitted t prviding pen spaces t its cmmunities and cntinues t add t its stck f reserves land by requiring develpers t cntribute pen spaces as apprpriate. The benefits will therefre cntinue t ccur in the freseeable future. 15 15 Libraries The prvisin f libraries is a discretinary activity and is cnsidered a cre service f lcal gvernment. Cuncil perates the Dargaville Library. It als prvides financial supprt thrugh grants funding t the fur vlunteer libraries in Papara, Maungaturt, Kaiwaka, Mangawhai, and the jint schl/cmmunity library in Ruawai fr bks, subscriptins and in sme cases perating csts. All libraries share a catalgue and cllectin and all libraries except Ruawai use the same cmputer system. Which Cmmunity Outcmes des the activity primarily cntribute t? The Lcal Gvernment Act 2002 requires the Cuncil t prvide free library membership t all residents f the District if the Cuncil, r a Cuncil cntrlled rganisatin, prvides a library fr public use. Therefre, anyne living n the Kaipara District can benefit frm the services prvided by the Dargaville Library. The services prvided by each library are mst likely t be accessed by thse living lcally. The District library activity als benefits the lcal cmmunities. While visitrs and turists benefit frm and cause capital expenditure in mst f the District's cmmunity facilities and infrastructure, including libraries, expenditure attributable t these grups cannt be cst-effectively determined r recvered frm them. The ccupiers f new develpments are an identifiable part f the wider cmmunity that can benefit frm additinal capacity being prvided in the libraries asset.

Hwever, these individuals cannt be fully charged fr the service, as the Cuncil is required by law t prvide free membership t all District residents. Further, the Cuncil recgnises that there are affrdability issues fr many individuals and cnsiders it inapprpriate t charge the full cst f prviding the service. What is the perid in, r ver which benefits will ccur? The Cuncil currently has a cmmitment t cntinue t prvide the library services t residents and ratepayers f the District fr the freseeable future. If it requires develpment r financial cntributins fr the libraries activity, the Cuncil is able t extend the perid f recvery f capital expenditure t ensure that develpers in the Lng Term Plan perid d nt meet the full csts f that expenditure and that a prtin f it is attributed t future develpers. Custmers f the libraries can be charged t brrw items and the Cuncil cnsiders it apprpriate t charge fr magazines, sme fictin and audivisual material, and t use phtcpying and interlan services. It is als apprpriate t levy fines n verdue items. Custmers wh reside utside f the District are currently charged an annual subscriptin fee f $30 per annum.
