If site is lined, the landfill cap must have same permeability as the liner, per N.J.A.C. 7:26-2A.7(i). Add l requirements (i.e., leachate & gas mngt, run on/run off, etc.) on a case-bycase basis.

Demonstrate through hydrologic & hydraulic analysis that postconstruction peak runoff does not exceed preconstruction peak runoff for 2, 10 and 100-year storm events & that any increased volume or change in timing will not result in increased flood damage at or downstream of the site;

Design stormwater management measures so that the postconstruction peak runoff rates for the 2, 10 and 100-year storm events are 50, 75 and 80%, respectively, of the preconstruction peak runoff rates * New stormwater criteria are currently being developed. Until completed, approval of stormwater mngt systems will be done on a site-specific basis.

USDA Natural Resources Conservation Service (NRCS) methodology (description included in TR-55) 2.)
