5 Landfill Closure N.J.A.C. 7:26-2A.9 Minimum capping requirements: Pre-1982 Landfills: Must be covered with at least 2 of clean soil. If site is lined, the landfill cap must have same permeability as the liner, per N.J.A.C. 7:26-2A.7(i). Add l requirements (i.e., leachate & gas mngt, run on/run off, etc.) on a case-bycase basis.

6 Minimum Capping Req ts continued NJAC 7:26-2A.7 Post 1982 Landfills: Final Cover - designed to minimize infiltration of liquids into the landfill throughout closure & post closure. Elements to be considered: Cover System Drainage (designed in conjunction with use of HELP Model to determine depth & type of layers, permeability of each layer, etc.)

7 Minimum Closure Req ts continued NJAC 7:26-2A.7 Slope Stability (stability analysis with F.S.>1.5 required) Materials: (Clay = 12 inches + 6 drainage layer + 12 compacted soil + 6 vegetative layer; geomembrane = 30 mils except HDPE = 60 mils + 12 drainage layer + 6 compacted soil + 6 ) Vegetative Layer: (Minimum 6 top soil; seeded, mulched, etc. in accordance with the Standards for Soil Erosion & Sediment Plan Control, N.J.A.C. 2:90

19 Stormwater Requirements Construction Activity Stormwater General Permit (5G3) (required when more than one (1) acre of land will be disturbed) Stormwater Run-off Quantity & Control Requirements* Minimum design & performance standards require compliance with one of the three standards listed below:

20 Stormwater Requirements continued 1.) Demonstrate through hydrologic & hydraulic analysis that post-construction runoff does not exceed preconstruction runoff for 2, 10 and 100-year storm events;

Demonstrate through hydrologic & hydraulic analysis that postconstruction peak runoff does not exceed preconstruction peak runoff for 2, 10 and 100-year storm events & that any increased volume or change in timing will not result in increased flood damage at or downstream of the site;

22 Stormwater Requirements continued 3.) Design stormwater management measures so that the postconstruction peak runoff rates for the 2, 10 and 100-year storm events are 50, 75 and 80%, respectively, of the preconstruction peak runoff rates * New stormwater criteria are currently being developed. Until completed, approval of stormwater mngt systems will be done on a site-specific basis.

23 Stormwater Requirements continued Stormwater runoff must be calculated in accordance with the following methods: 1.) USDA Natural Resources Conservation Service (NRCS) methodology (description included in TR-55) 2.) Rational Method for peak flow & the Modified Rational Method for hydrograph computations (description included in Appendix A-9 of the Standards for Soil Erosion & Sediment Control in New Jersey )
