1 POSITION TITLE DEPARTMENT SUMMARY OF DUTIES SUPERVISED BY EDUCATION. EXPERIENCE MAJOR RESPONSIBILITIES COORDINATOR, WATER/WASTEWATER COMPLIANCE OPERATIONAL, PLANNING and DEVELOPMENT SERVICES The Coordinator Water/Wastewater Compliance will assume responsibility for the implementation and ongoing management of the Compliance Program for the Public Works Department. This includes the development and maintenance of the Drinking Water Quality Management System (DWQMS) and all responsibilities of the Quality Management System Representative role as described in MOE s DWQMS Standard (October 2006). See attached for further details Utilities Supervisor University degree or college diploma relating to compliance and/or Information Technology or 2 years experience working with municipal water/wastewater services. 2 years experience working with municipal water/wastewater. Experience working with the DWQMS. (The following sets out the principle functions of the position and shall not be considered as a detailed description of all work requirements) PROGRAM/SERVICES 1. Be responsible for the development, implantation and management of the DWQMS and similar applicable legislation. Be given the responsibilities of QMS Representative as described in DWQMS Standard. (See attached for further details) Ensure that the Public Works Department remains compliant with the accreditation body as a Water Operating Authority through the Drinking Water Quality Management Standard.

2 Assurance of compliance with legislation and regulations including the Safe Drinking Water Act, O. Reg. 170/03, O. Reg. 128/04, O. Reg. 129/04, Ontario s Municipal Drinking Water Licence Program (including MOE s DWQMS Standard). Responsible for tracking and staying current with legislative requirements related to Public Works Department operations. Control and maintenance of Water/Wastewater documentation including Water /Wastewater Standard Operating Procedures, Operational Plans and Emergency Response Plans relating to the Public Works Department. Control of Water/Wastewater records according to legislative, regulatory and municipal requirements. Development and maintenance of the Internal Auditing Program which shall also satisfy Element 19 of the DWQMS, including oversight of corrective actions identified as a result of internal audits. Ensure that follow-up requirements are carried out as required, and that all related documentation and records are readily retrievable. Facilitate Top Management reviews of the DWQMS. Including written reports to Top Management and Council regarding status of DWQMS. Provide compliance related training to water/wastewater staff as necessary. Provide Utilities Supervisor with assistance regarding sampling, testing and monitoring of Water/Wastewater documents and reports. Contribute in the creation and development of job descriptions as they pertain to Water/Wastewater legislation. HUMAN RESOURCES 2. The position works under the general supervision of Utilities Supervisor. On occasion the position will be required to lead staff workshops regarding applicable legislation. The position could potentially have to supervise summer students or staff. SKILL AND EFFORT 3. Knowledge Knowledge of Risk Assessment and Emergency Preparedness Knowledge of applicable legislation and requirements including DWQMS Database Management skills Document control procedures Ability to manipulate data from multiple data types and sources including but not limited to: GIS, CAD, MDB/ACCDB and NSF Knowledge of AutoCAD, Manifold, ArcGIS, computer programming, MS Windows operating system, MS Office Suite, Lotus Notes

3 4. Physical Skill and Effort Frequent periods of visual, mental concentration Job involves walking, sitting, climbing and driving 5. Decision Making and Judgement Ability to understand both written and oral direction Judgement is exercised in: Deciphering legislation requirements Setting realistic goals in the creation of an Operational Plan as per Provincial legislation requirements 6. Interpersonal Skills/Contact Must have good oral and written skills Must have excellent organizational skills Detail oriented Internal Must be able to communicate effectively with all staff in order to exchange pertinent information. External Meeting and exchanging information amongst likeminded professionals from neighbouring municipalities. Represent the City at Regional meetings regarding DWQMS and other legislation. Act as liaison between the DWQMS Accreditation Body, MOE and City s Public Works Department in regards to DWQMS and other accreditation audits. General contact with public and staff from other departments. WORKING CONDITIONS 7. Environment Works in an office setting. Out of office duties may be required. 8. Control Over Work Schedule May be required to work in excess of normal working hours.

4 DWQMS Element 4 QMS Representative What does it mean? Element 4 describes specific requirements for a special role in the QMS the Quality Management System Representative who is appointed by top management. Element 4 requires that the operational plan identifies a QMS representative. The responsibilities and authorities for that specific role are prescribed in parts a) to e) of the DO component. The QMS representative is generally responsible for the QMS, and channels important QMS information to top management. The QMS representative may be, but is not required to be, from top management. The QMS representative can also be the same person as your QMS Implementation Lead. PLAN The Operational Plan shall identify a Quality Management System representative. DO Top Management shall appoint and authorize a Quality Management System representative who, irrespective of other responsibilities, shall: a) Administer the Quality Management System by ensuring that processes and procedures needed for the Quality Management System are established and maintained, b) Report to Top Management on the performance of the Quality Management System and any need for improvement, c) Ensure that current versions of documents required by the Quality Management System are being used at all times, d) Ensure that personnel are aware of all applicable legislative and regulatory requirements that pertain to their duties for the operation of the subject system, and e) Promote awareness of the Quality Management System throughout the Operating Authority.
