BACKGROUND TERMS OF REFERENCE For Web Development and Management Targeted Rural Initiatives for Poverty Termination and Infrastructure (TRIPTI) is an IDA (World Bank) assisted livelihood project to be implemented in the State of Orissa. The project will emphasize on strengthening and creation of organizations of the poor SHGs and Federations at Panchayat, Block and District levels with distinct roles and responsibilities. Focus will be on Microfinance through provision of financial services to poor and under-served communities with avenues for stimulating rural economic development through local enterprise. The Project is implemented through the Orissa Poverty Reduction Mission, a State level registered Society. The project will be implemented in 38 blocks in ten districts of Angul, Balasore, Bhadrak, Cuttack, Jagatsinghpur, Jajpur, Kendrapada, Khurda, Nayagarh, and Puri. The project is expected to directly benefit about 1.5 million people belonging to 300,000 households. The Project s Development Objective is to enhance the socio-economic status of the poor, especially women and disadvantaged groups in selected districts. The project has four components: (1) Community institution building, which improves the capacity of the community based organizations of the poor and vulnerable in management of their own institutions and livelihood activities; (2) Community Investment Fund, which helps households plan and meet their credit demands for household and investment plans; (3) Livelihood Fund, which increase the share of the poor in the value chain leading to enhanced incomes; and (4) Implementation support and monitoring, which supports effective project and knowledge management and learning replication. 2. JUSTIFICATION The web development and its management is essential for maintaining the transparency and accountability of the project.the process involved in each and every aspect of the activity will be disseminated to all the stakeholders at every level, so common understanding regarding the project can be maintained in the project TRIPTI. Thus it will be the challenge for the project functionaries and resource agency to dovetail with other functional teams of Government and Non government sectors for meeting their needs.

2 In order to achieve this, the project will develop a portal for dissemination of the information. 1. Right to Information the direct target beneficiaries as women, public in general and their representatives can access the information about the project. 2. Web based information on the progress and management information system (MIS) data. 3. Periodical dissemination of Annual reports, case studies and other related documents of the project. 4. Progress at the Gram Panchayat, Block, District and Sate level will be displayed. 5. Display of articles in Oriya and English for better reach out to the stakeholders. 3. OBJECTIVES Development of TRIPTI web page for better disseminations of information and data base. The portal will give information about the project and its activities, partners, key stakeholders and other information. Monthly/quarterly updation of data, based on need.. Ensure accountability and transparency for the project related activities for all its stakeholders. 4. SCOPE OF THE ASSIGNMENT The scope of developing Web development and its management is very wide. However at present the portal have the scope to disseminate the following information which will be modified at regular interval. Project Implementation Plan and Community Operation Manuals Funds released to the Gram Panchyat Level Federation (GPLF) and periodical progress reports Newsletter and bulletin board Maintain the database of resource organization, appraisers and resource persons, marketing outlets which can be useful for the community. Intranet mail for the staff and community. Online Grievance Handling System Registration and verification of different members and officials of communities and offices. Managing different plans, schemes and scheduling meetings Keep track of different expenditure details Managing all the transactions with bank Daily/Periodic invoice generation Reducing the paper work Easy way of data entry Easy to use 4.1 STATE PROJECT MANAGEMENT UNIT (SPMU)

3 Register himself as the member Create other member for the SPMU and define their access scope Create links with District and Block and GP level offices. Define various plans and schemes and their timeline. Transfer funds to district, block and GPLF Keep track of all bank transaction with the head office Collect periodic invoice from the District and Block offices and their expenditure details Approve the plans and schemes prepared by District and Block offices Generate periodic invoice. 4.2 DISTRICTAND BLOCK LEVEL PROJECT MANAGEMENT UNIT Create other members for its district/block and for the sub branches working under the district/block. Register and create GPLF members. Create new plan and schemes and send them for approval to the head office Monitor the fund flow from the state to the Gram panchayat Keep track of all the bank transaction with the district /block office Collect periodic invoices from its sub branch offices Generate periodic invoice. 4.3Gram Panchayat Office members [GPFL]: Work under the district /block office Create communities and approve the SHGs investment plan Solve disputes of the community members Generate periodic invoices Keep track of the bank transaction with the branch 4.4 Self Help Group/Community members [SHG]: Receive fund from gram panchayat offices and invest the fund to complete the plan Create community and register the members. 4.5 Community members: Work as the part of the SHGs or the community 5. METHODOLOGY

4 The methodology would include use of tools like Flash and other multi media techniques to make the website attractive, simple and informative. The agency would be required to obtain domain name as required by TRIPTI and maintain the site periodic interval as per the request by the client. 6. TASKS NEEDS TO BE CARRIED OUT Task 1: Conduct background scoping and research work on at-least 5-6 website for projects of similar nature and present their salient features and innovations as part of Inception Report. Task 2; Obtain a domain name as per client s request and register it for five years initially. Task 3: Create a comprehensive bilingual (English and Oriya) website with menus, sub menus providing all information about the project. Task 4: Provide links to appropriate related sites as required by the client. Task 5: Update and maintain the web site for a period of one year and renew it on mutual consent after one year. 7. TIME SCHEDULE The entire work should be completed within 30 days after the award of contract. The time schedule for completing the activity are mentioned below. ACTIVITIES TIME FRAME i) Inception report and registration of domain name - 5 days ii) Interim report with draft details of portal along with presentation - 14 days iii) Draft final report incorporating changes suggested by the client - 21 days iv) Final report with uploaded information - 30 days v) Maintenance - Every quarter 8. CONSULTANT S QUALIFICATION The agency should have previous experience of creating, developing and maintaining portals for organizations implementing similar type of projects for a period not less than three years. The team leader should have professional/post Graduate in Information Technology with exposure to multi media applications. The website content will be developed in collaboration and consultation with TRIPTI. 9. OWNERSHIP The contents of the portal will not be altered, updated or deleted without the prior permission from the client. The agency shall not use the domain for any advertisements and personal use without the prior permission of the client. The portal will be under the direct supervision of the State Project Director of TRIPTI
