2 EVOLUTION OF THE SCHEME: Recognition of Prior Learning (RPL) of Construction Workers
3 CURRENT SECTOR & SKILLS SCENARIO CONSTRUCTION INDUSTRY Third largest employer in India after agriculture and manufacturing Holds 8.1% share in the GDP More than 4.22 Crore workers are employed States of Uttar Pradesh, Rajasthan, Madhya Pradesh, Tamil Nadu, Telangana and Andhra Pradesh account for 50% of total construction workers Capacity to train construction workers is 0.44 lakh per year at present Demand for construction workers will rise to 1.5 Crore in the current year CONSTRUCTION WORKERS Predominantly male workers (about 85%) Belong to rural areas (about 76.4%) Age group of years About 28.4% of male workers have received Primary education and 13.6% workers from rural areas possess formal or non-formal skills About 62.1% of female workers have received Primary education and only 5.3% of them from rural areas possess formal or non-formal skills Amongst workers from urban areas, 21.8% male workers and 11.8% of female workers possess formal or non-formal skills
4 Need of RPL of Construction Workers Scheme Low level of skills of the construction workers leading to lower productivity and poor wages An urgent need to upgrade and mainstream the skills of the construction sector workers so that they can earn better wages and live with dignity. Decision taken by the Government to utilize 20% of the BOCW Cess funds for skill development activities for construction workers and their families.
5 Origin of the Scheme A Working Group on Construction Sector was constituted by DGET, M/o Labour & Employment, to evaluate the strategies for skill upgradation of workers engaged in construction sector nationally This was in partnership with the State Construction Welfare Boards (CWBs) considering the informal nature of the sector, large workforce and limited access to training and certification. Director (SDI), Member- Secretary
6 Origin of the Scheme Contd.. The recommendations for evolving the RPL Scheme of Construction Workers were discussed and finalized in the meetings held by the Working Group. Thereafter government accepted the recommendations of the Working Group and based on the recommendations, a scheme Recognition of Prior Learning of Construction Workers has been developed for skill up-gradation and recognition of skills of the workers in the construction sector based on a competency The Scheme was also discussed during the meeting held with State Labour Ministers on

Final Assessment. 6. Declaring of Result and issuing of Certificates. 7. Submission of bills to BOCWs Cess Board by Training Providers and Assessing Bodies.
9 Empanelment of Training Providers (TPs) Training Providers are empanelled centrally by DGET, M/o Labour & Employment in order to ensure uniform standards and quality. States may also send proposals for empanelment of Training Providers. Criteria for empanelment of TPs: 1. Having 1 Crore turn over from training in last 2 years 2. Having positive net worth on application date. 3. Should have trained overall 5000 candidates in last two years with minimum 1000 candidates in construction sector alone 4. Should have conducted vocational training of minimum of 50 hrs. modules recognized by NCVT/SCVT/Sector Skills Council or Training Programs sponsored/ recognized by any State or Central Government department/ministry/ NVEQF 5. Should have Trainers with 5 years of industry experience including 2-3 years as trainers.
10 Empanelment of Assessing Bodies Assessing Bodies are empanelled centrally by Directorate General of Employment & Training, Ministry of Labour& Employment in order to ensure uniform standards and quality. States may also send proposals for empanelment Assessing Bodies Criteria for empanelment of ABs: 1. Having one Crore turn over from training in last 2 years 2. Having positive net worth on application date 3. Should have Assessed overall 5000 candidates in last two years with a minimum 1000 candidates in construction sector alone 4. Should have Ten Assessors with relevant qualification and at least 3 years of industry experience preferably in assessments.

13 Trades under the RPL Scheme This training will be aligned to the NaGonal Skills QualificaGon Framework (NSQF) and incorporates the trade- wise competencies designed in the MES courses. The skills up- gradagon will span the 2 entry level roles in the following trades : Bar Bending Masonry ShuQering Carpentry Plumbing PainGng Scaffolding These trades account for the maximum strength of workers across any construcgon site
14 Process for carrying out various activities of RPL Scheme ( in detail) 1. Empanelment of Training Providers and Assessing Bodies (i) Training Providers and Assessing Bodies are empanelled centrally by, Directorate General of Employment & Training, Ministry of Labour& Employment. (ii) Applications are shortlisted based on pre-set criteria. 2. Identification of Site (i) (ii) Training Providers to seek approval from Building and Constructions Welfare Board about the site and starting RPL scheme. After approval, Training Provider to set up Training Centre on the approved site. (iii) Informing RDAT and BOCWs Welfare Board about the setting up Training Centre.
15 Process for carrying out various activities of RPL Scheme 3. Pre-assessment RDAT to allot Assessing Body for pre-assessment after receipt of information from Training Provider. Checklists for pre-assessment have been developed with the assistance of industries involved in construction sector. Assessment grading is as follows: Grade InterpretaBon Result A B C > 75% in both core( technical) and supporting competencies section > 75% in core(technical) NOS, < 75% in supporting competencies < 75% in both core (technical) & supporting competencies section Certification Partial skills recognition Skill gap training in Supporting competencies + Final assessment+ Certification Partial Skills recognition Skill Gap Training in Core (technical) and Supporting competencies + Final assessment+ Certification D < 30% in both core (technical) & supporting competencies section Fail To undergo complete course training (competency based)
16 Process for carrying out various activities of RPL Scheme 4. Skill Gap Training Based on the outcome of the pre-assessment, Training Provider provides skill gap training. Modules for the skill gap training have been developed in consultation with industries involved in construction sector. Training Provider provides 50% of skill gap training in training centre set up at constructions site and remaining training on the work place. 5. Final Assessment Based on the date of completion of skill gap training, RDAT allots Assessing Body for final assessment. 6. Declaring of Result and issuing of Certificates i. Assessing Body will upload the outcome of the assessments on the SDI portal within 3 working days of the assessment. ii. RDAT will declare the result within 3 working days of the uploading of assessments by the Assessing Body. iii. RDAT to issue certificates to the Training Providers. iv. Certificates issued under SDI scheme will be issued to successful workers.
17 Process for carrying out various activities of RPL Scheme 7. Submission of bills to BOCWs Cess Board by Training Providers and Assessing Bodies. Training Provider will submit bills along with aqendance sheets of candidates to Cess Board ater the result is declared by RDAT. Training Provider will claim reimbursement of training at the rate Rs per hour per candidate. Training cost will increase at the rate of Rs per hour per candidate at the start of every financial year stargng from 1st April. Training Provider will submit bill for compensagon of wage loss of workers at the rate of Rs. 35 /- per hour per candidate. Assessing Body will submit the bills along with aqendance sheet of candidates and photos taken during assessments to Cess Board ater the result is declared by RDAT. Assessing Body will claim reimbursement of assessment fee at the rate of Rs per candidate each for pre- assessment and final assessment. Cess Board will thereater, release the payment within 15 days.
