11 REMARKS ON 06 and 0602 The chapter 06 covers goods (including seedling vegetables) of a kind commonly supplied by growers, nursery gardeners or florists for any kind of planting or for ornamental use; nevertheless, it does not include potatoes, onions, shallots, garlic or other products of Chapter 7. In general the structure fits with categories used in international trade. heading 0602 contains disparate products for which is not simple to distinguish between ornamental and non-ornamental outputs. 19 MAIN PROPOSALS TO MODERNISE NC CHAPTEL 6 Create a code for ornamental trees, shrubs, and bushes containerised and another one for ornamental trees, shrubs, and bushes in soil (now within code ); In this way fruit trees destinated to gardens are included in this code; to create a code for conifers without specification of ornamental; to create a code for outdoor ornamental plants; to introduce a supplementary unit (items or pieces) for young plants, trees, bushes, etc. At present it exists only for cut flowers and it s not used from extra Eu exporters. 19
