3 Skyline College Transportation Study Motivation Explore feasibility of a campus shuttle to closest BART station Relieve demand for on-campus parking during peak hours Reduce GHG emissions from single-occupancy vehicles (SOVs) Methodology Use survey sampling to reveal transportation mode usage, identify prevailing attitudes on alternative transportation, and determine awareness of alternative transportation resources Use geographic information systems to determine residential commute origins, identify service area coverage of existing transit infrastructure, and reveal geographic trends among survey responses

4 Skyline College Transportation Study Transportation Survey 16 questions Online survey administered over a 4-week period to employees via an link Paper survey administered to students in class selected from a stratified sample of 50 on-campus courses Sample size: 837 students (5.2%) 168 employees (30.8%)

Overall, the sample of survey respondents were representative of the overall campus population. 15 What is Service Area? A transit station s service area is the walkable area from the station into the surrounding community (and vice versa) within a specified amount of time using publicly accessible roadways. For example, a transit station s 5- minute service area encompasses all locations that can be walked to within 5 minutes (a quarter-mile walk) using the network of streets leading away from the station.

21 Summary of Findings 75% of survey respondents drive alone (SOVs) to campus while only 18% take SamTrans. Less than 5% take BART. 38% of SOV respondents would be encouraged to take public transportation if discounted transit passes were available, the second highest response after more direct bus service (48%). A direct shuttle between campus and local BART stations would encourage 23% of SOV respondents to take transit (fourth highest response). 71% of the campus population live within a 10-minute walk of any SamTrans bus stop, and 24% live within a 10-minute walk of a SamTrans bus stop along a direct service route. Only 6% live within a 10-minute walk of any BART station.

22 Conclusions and Recommendations Survey and spatial analyses suggest that collaborating with SamTrans to improve bus service and offer discounted fares (e.g. U-Pass) would affect a much larger proportion of the campus population and encourage greater use of transit than offering campus transit shuttles to local BART stations. Proposed campus shuttle to the closest BART station (San Bruno BART) would only have a fraction of the impact of offering shuttles to the four local BART stations within North County. The proposed shuttle also duplicates service of an existing SamTrans bus route. Financial incentives (e.g. cheaper parking permits) seem to be the best incentive to encourage carpooling, but ride-matching difficulties appear to be the biggest barrier.
