1 Summer 2015 Human Resource Administration Syllabus Rutgers University, Campus at Newark School of Public Affairs and Administration Course Delivery Fully online Human Resource Administration 20:834:523:T5 Summer 2015 Instructor Srinivas Yerramsetti Office Hours for appointment Course Description The course addresses public personnel administration from multiple perspectives, including theoretical, legal, political, policy and practical. Students are expected to fully participate in discussions and exercises. Course Objectives Upon completion of the course, students will be able to 1. Select and explain statutory and constitutional law for public employees that apply to current public personnel administration issues. 2. Apply human resource management skills that demonstrate effective skills in leadership, communications, and motivation. 3. Relate theory about public personnel administration to current issues.

New York: Longman Press. Online Course Site This is a fully online course, which can be accessed through the Rutgers blackboard site at starting the first day of class. You will need your Rutgers NetID username and password to log into the blackboard. The Help Desk can be reached at (973) or help@newark.rutgers.edu Course Requirements Assignment Key dates Allocation Class Participation (Including Discussion Board posts, exercises May 26 July 31, % and cases) One-page proposal due July 13, 2015 Presentation July 20, % Final paper July 31, %
3 Assignment Key dates Allocation Final Exam August 3-7, % Assignments Class participation: This will constitute 15% of your grade. In Week 1, you are expected to post a short bio and introduce yourself to the other students. Student participation will be judged on involvement in Discussion Boards, exercises, and cases. Participation must be relevant to the topic, demonstrate evidence of critical thinking, and help to expand new ideas, factual information, or resources. Every student is expected to make comments on the other s responses. The deadline for student s responses is Wednesday. The deadline for comments on other s responses is Friday. All assignments, discussions questions/ their responses should be completed by Friday of every week. Presentation: Students are also required to develop a PowerPoint presentation of their final paper. It should be concise with slides in the presentation. It should offer an outline of the final paper and include the key ideas and arguments to be presented in it. o This requirement is due on July 20, 2015, and accounts for 15 percent of your overall grade. Final Paper. Students are required to write and electronically present a paper addressing a public personnel/human resources management issue (worth 50 % of the course grade). The topic is the student s choice, but make sure it is a public personnel administration issue/topic. You will write a final paper based on any of the covered topics in the course. The paper must be double-spaced; between pages long, and include at least 8 references in the bibliography. Also, you
4 may choose to write a case study revolving around your place of employment. Your paper must conform to APA style. Also, make sure to include a cover page with the course name, semester, your name and date. Number all pages of your assignment. The key dates for the final paper and presentation are as follows: o Week 8: One page proposal/ outline for final paper to be sent by by July 13, o Week 9: Check your draft paper for original content and plagiarism by July 24, 2015 using Turnitin and make appropriate changes before submitting final paper for grading. o Week 10: written version of the paper is due on July 31, 2015 and accounts for 50 percent of your overall grade. Final exam: The final exam will cover topic from week Students will be asked to answer 2 out of 10 questions. The exam will be accessible from August 3 7, Grading Scale Final grades will be assigned according to the following scale: A B B C C D F 64 or below Submission Policy Unless otherwise noted, all written assignments, group projects, etc., are due at the time and date listed in the syllabus. No student should post a weekly
5 assignment ahead of the dates mentioned in the syllabus. If you experience an unavoidable personal situation that prevents you from completing work on time, please inform the instructor prior to the date the work is due. Late work will result in points taken off, a lowering of the assignment grade, and/or an F, depending on the assignment. Time Commitment To be successful in this course, you will need to commit to at least 9 hours of coursework per week for the full semester. Some weeks will require more time, some less.
