1 City of Layton City Council Meeting Thursday, October 2, :00 p.m. Layton City Hall Layton, Florida Minutes 1. The meeting was called to order at 7:00 p.m. 2. The Mayor led those assembled in the Pledge to the Flag. 3. An invocation was made by Skip Haring 4. Roll call was taken: Present were, Mayor Norman Anderson, Vice Mayor Clark Snow, Councilwoman Katie Scott, Councilman William Murchie, Councilman Philip Porter, Councilman Greg Lewis, Mayor s Administrative Asst. Skip Haring, and City Clerk Mimi Young, City Attorney Theron Simmons 5. Mayor Norman Anderson welcomed Captain Gene Thompson of the MCSO. Mayor Anderson presented City Clerk Mimi Young with her national accreditation as a Certified Floodplain Manager. The Association of State Floodplain Managers (ASFPM) has established the national program for certifying floodplain managers. This program recognizes continuing education and professional development that enhances the knowledge and performance of local, state, federal, and private-sector floodplain management professionals. Mimi will assist in the daily implementation of Layton s loss reduction activities including enforcing the community s flood damage prevention ordinance, updating flood maps, plans, and policies of the community, and any of the activities related to administration of the National Flood Insurance Program (NFIP). Layton has been a member of the Community Rating System through the National Flood Insurance Program since 1998, and currently the citizens receive a 10% discount for their flood insurance premiums.

2 Page 2 City of Layton City Council Meeting October 2, Approval of Agenda Councilman Murchie motioned to approve the agenda the motion was seconded and approved unanimously. 7. Approval of previous meeting minutes Vice Mayor Snow motioned to approve the minutes from the regular Council meeting and first Budget hearing from September 4, 2014, as well as the Final Budget Hearing minutes from Tuesday September 16, 2014, meeting. The motion was seconded and approved unanimously. 8. Mayor, Committee and Staff Reports A. Mayor, Norman Anderson The Mayor reported that the District One Fire-Ambulance Board of Governors Meeting will be on October 15, 2014 in Key West beginning at 9:30 am Vice Mayor Snow and Mayor Anderson reported that at the previous District One Fire-Ambulance Board of Governors Meeting is was discussed that Monroe County Fire may propose a ½ cent sales tax increase to cover the costs of fire/ambulance services. It was explained that the millage increases for this service began after Islamorada and Marathon left the district. It was also reported that nearly 85% of all emergency calls within Monroe County were for tourist related emergencies, so by implementing the sales tax, the tourists would help fund these costs and lift the burden somewhat from property owners. 2. The Mayor announced that Staff continues to work with the contractors for the Restaurant renovation at Lime Tree Bay. No completion date has been set. 3. The Mayor mentioned some interest in the community to move our Monthly Council meetings to 5:00pm instead of 7:00pm. No motion was made to discuss.

3 Page 3 City of Layton City Council Meeting October 2, Staff continues to research the installation and monitoring of a street camera system. Staff is having a very difficult time having the installers or dealers of security cameras to keep their appointments to give us an estimate. Staff reported we have another meeting scheduled with ADP next week. However, staff can t guarantee they will show up. 5. The Mayor requested that staff compare Building Department fee from neighboring municipalities and Monroe County and bring a report when complete to Council. B. COMMITTEE REPORTS- None C. City Clerk Report, see attached report D. City Attorney, no report 7. New Business A. Consider and take action on replacement of flag pole and solar flag light at North Layton Drive. Cost not to exceed $3, The funds to be received from Restricted Infrastructure funds. Councilman Porter motioned to discuss. The motion was seconded. Mayor Anderson asked if there was any comment from the public. None were received. After the Council s discussion, the motion to replace the flag pole and solar light at North Layton Drive cost not to exceed $3, The funds to be received from Restricted Infrastructure funds were approved unanimously. B. Consider and take action on replacement of the roofing on the information board at City Hall, cost not to exceed $ The funds to be received from Restricted Infrastructure. Councilman Murchie motioned to discuss. The motion was seconded. Mayor Anderson asked for public comment. None were received. After the Council s discussion, the motion to replace the roofing on the information board at City Hall with a cost not exceed $1, from Restricted Infrastructure funds was approved unanimously.

Consider and take action to refinish roof of the City of Layton sign at North Layton Drive with costs not to exceed $1, funds to be received from Restricted Infrastructure. Councilman Porter motioned to discuss, the motion was seconded. Mayor Anderson asked for public comment. None were received. After the Council s discussion, the motion to refinish roof of the City of Layton sign at North Layton Drive with costs not to exceed $1, funds to be received from Restricted Infrastructure, was approved unanimously. 8. Comments and Announcements from Citizens Eric Peter of 132 Zane Grey Creek Drive reminded staff to continue in then effort to install security cameras within the City Streets. He feels it will be good for the community. Suzanne Murchie, of 109 South Layton Drive and President of the Layton Garden Club announced that Skip and Rita Haring of Overseas Hwy is the Winner of the October yard of the Month. She also announced that the next Garden Club meeting will be held on October 13, 2014 at 12:30 in City Hall. Everyone is welcome. 9. Comments and Announcements from the Mayor and City Council Councilman Porter requested Staff invite the Mosquito Board to our next meeting as he has many questions as well as others he has spoken to. Vice Mayor Snow thanked everyone for coming to the meeting. Councilman Murchie also thanked everyone for coming out tonight. He also mentioned that the RESTORE Board has reconvened after a six month hiatus and is currently reviewing over 1800 pages of projects within the Keys utilizing funds from the BP Oil Spill. It should prove to be some time before and decisions or funding is made. Councilwoman Scott thanked everyone for coming out.

Please motor slowly and cautiously through our canal system. Mayor Norman Anderson thanked everyone for coming out tonight. 10. Adjournment of Regular Council Meeting Councilman Lewis motioned to adjourn; the motion was seconded, approved unanimously. The meeting adjourned at 7:27PM.
