TheOfficeofAlternativeLicensureactivitiesfor andbeyondarealignedwith theboyermodelofscholarship,western squalityenhancementplan(qep),stewardsof Placemodel,andtheMillennialInitiativewithUNC Tomorrowasanoverarchingguide. MissionStatement TheOfficeofAlternativeLicensureassistswiththeimplementationofUNC Tomorrow Recommendation4.3.1and4.3.2QualityandQuantityofPublicSchoolTeachers:UNCshould improvethequantity,quality,andgeographicdistributionofpublicschoolteachersand UNCshouldhelpaddresstheshortageofscienceandmathteachers,especiallyinrural areas. Tothisend,themissionofOAListorecruitcandidatesintoWestern salternativelicensure programs(withspecialattentiontotherecruitmentofhigh needareas:math,science, middlegrades,specialeducation,andotherlicensureareasasidentifiedbyleas),answer inquiries,andprocessapplications.theoalalsoinitiatescontactwithandsolicits applicationsfromcurrent1 st yearlateral entryteachers;servesastheprimarycontactfor LEAsandforcandidateswhohaveservedorareservinginthemilitary.Inaddition,the OfficeofAlternativeLicensuretracksandsystematicallyfollowsupwithprospects, applicants,candidates,programcompleters,andemployedlateral entryteachers. 1
2 VisionStatement TheOfficeofAlternativeLicensurewillcontinuetoassistwithimplementationoftheUNC TomorrowrecommendationsandwillserveCEAPalternativelicensurecandidatesinevery phaseoftheprocess,frominitialinquiriestoemploymentinn.c.publicschools.theoffice willberesponsivetotheneedsandconcernsofcandidates,programcoordinators,and otherofficeswithintheuniversity.thestewardsofplacemodelwilldrivethepartnership betweenoalandwncpublicschoolsystemsleadingtoeffectiveengagementinavariety ofuniversityandcommunitypartnershipsthatinclude,amongothers,thepublicschools, CollegesofArtsandSciencesandFineandPerformingArts,stateNCTEACHoffice,andthe NorthCarolinaModelTeacherEducationConsortium. TheOfficeofAlternativeLicensurewillimplementtheBoyerModelofScholarshipand Western squalityenhancementplantoprovideresearchopportunitiesinthescholarship ofapplicationforthedirectoroftheofficeofalternativelicensuretocollaboratewith WesternCarolinaUniversityfacultymembersandstudents.OALwillcontinuetotrack retentionandsurveywestern salternative entryteachersinanefforttoidentifyfactors thathavecontributedtotheirpersistenceintheprofession. TheOfficeofAlternativeLicensurewillseektosecureexternalandinternalresourcesto enhanceitsprogramsandmeetitsmission. ExternalStrengthsandLimitations Strengths WesternCarolinaUniversity sreputationforpreparingexcellentteachersiswell knowninthestate. Westernistheseventh largestproducerofteachersinn.c. Westernhasdevelopedanaggressiveteachereducationrecruitmentplanin conjunctionwithgeneraladministration.thisplanfocusesonimprovingboththe numberandqualityofteachereducationcandidates(includingalternative licensure)leadingtoretentionofthebestteachersintheclassroom. WesternCarolinaUniversityhasalonghistoryofestablishedpartnershipswiththe publicschoolsystemsinthewesternregion. Thereisastrongdemandforteachers.RegionalLEAslooktoWesternCarolina Universityforstaffingtheirschools. Therearegraduateprogramsineducationandotherfieldsofferedintheregiononly bywestern. Limitations Externalmandatesbylegislativebodiesandtheestablishmentoflicensingagencies outsideoftheuniversitysystemcreateadrainonfaculty/stafftime,aphilosophical tensionbetweenthemissionoftheuniversityandthedemandsofsuchgroups,a threattocurricularintegrity,andadrainonalreadytightfinancialresources. 2
3 Fiscalproblemsatbothstateandnationallevelshavecreatedrevenueshortages resultingininadequatesupportforfacultyprogramsandservices. Inadequateteachingsalariesinsummerschoolcoupledwithotherrestrictionssuch aslossoffteunitsreducefacultyincentivestoteachsummerschool,aprimetime forlateral entryteacherstotakecourses. Reducedorunpredictableopportunitiesforexternalgrantsandtheresultant increaseincompetitionforavailablefundsmakeobtainingexternalfundinga formidablechallenge. Thereisalackofsufficientscholarshipsandout of statetuitionwaiversfor alternativelicensurestudentswhowillworkineducationinnorthcarolinaupon graduation. InternalStrengthsandLimitations Strengths Thereisanexcellentteachingfacultycommittedtosuperiorteachingandtrainingof teachers.thefacultymembersarewidelyrespectedbyareaschoolteachers, administrators,andagencypersonnel. Thefaculty'scommitmenttoalternativelicensurestudentsisdemonstratedthrough theteachingofeveningclassesincullowheeandasheville. TheCollege'srelationshipswithothercollegesandofficesacrossthecampusare strengths. Westernhasbeenpreparingalternativeentryteacherssince2000throughtheNC TEACHprogram. Western sncteachprogramwasselectedtopilot NCTEACHOnline in2004. RetentiondataobtainedfromtheNorthCarolinaDepartmentofPublicInstruction showthattheretentionofwculateralentryteachersishigherthanthetotalnc lateralentryteachersandtotalncfirst timeteachersforthosehired2000/ /07. ThereisanexistingtaskforceonteachersupplyanddemandatWesternCarolina University. AnincreasingnumberofCEAPfacultyaredevelopinganddeliveringonlinecourses andprograms. TheOfficeofAlternativeLicensurehasanadvisoryboardwithuniversityfaculty, administrators,andexternalstakeholderstoguideoalplansandactions. Limitations TherearehighdemandsonfacultyduetocourseofferingsinCullowheeand Ashevilleaswellasthedemandsofprogramdeliveryviadistanceeducation 3
