1 The State Auditor's Office's State Classification Team partnered with the Office of the Comptroller of Public Accounts to produce a manual to assist agencies with changes the 84th Legislature made to the State s Position Classification Plan (Plan). This manual explains the changes and the necessary payroll actions agencies must make during the end-of-year conversion process. The following legend is provided to assist agencies with interpreting the conversion manual. Label Description, Classification,,, Classification Title Reflects job classifications as approved for the biennium. Classification,,, Classification Title Reflects job classification changes approved for the biennium. Reallocation Reallocations occur when a job classification needs to be assigned a higher or lower salary group (for example A09 to A10). If the reallocation is to a group with a lower minimum salary, no additional money may be given to the employee. Type of Change (Refers to the type of change occurring with each job classification. In some situations, more than one change may affect a job classification.) Type of Action (Refers to whether the change in the payroll system will be automatic or manual.) Deletion Title Change Class Number Conversions Conversions Deletions occur when a job classification is underused or not used at all. job classifications are added to address gaps in the current Plan and provide agencies with positions that more closely distinguish work being performed. Title changes provide a better description of the functions of a job, reflect current industry terminology, or are made to renumber a job classification series in situations when a level was added or deleted. class numbers occur when the job classification number has changed to address the addition of a new job classification series or changes to the existing job classification series. Agencies that use the Centralized Accounting and Payroll/Personnel System (CAPPS) or the Uniform Statewide Payroll/Personnel System (USPS) do not need to manually process classification or title changes in this category. Agencies that report to the Standardized Payroll/Personnel Reporting System (SPRS), including CAPPS Hub agencies, should adhere to the reporting instructions in the Fiscal Policies and Procedures (FPP) related to SPRS conversion instructions. Agencies will need to manually code information for deletions and new job classifications in this category. Agencies should determine the appropriate job classification based on employees' duties and responsibilities and agencies' organizational structures.
