1 POSITION DESCRIPTION PROGRAM OFFICER DATA AND INFORMATION TECHNOLOGY FOCUS GORDON AND BETTY MOORE FOUNDATION Palo Alto September 2015 The Opportunity The Gordon and Betty Moore Foundation is seeking candidates for a newly created position - Program Officer Data and Information Technology within its Patient Care Program. This position will focus on advancing the data and information technology line of inquiry of the Patient Care Program s new investigation of future focus areas. The Program Officer will collaborate with other members of the team to identify, test, and refine the Program s hypotheses for how the Foundation could improve the experience and outcomes of patient care through the effective use of data and information technology. The Patient Care Program Officer will provide programmatic, strategic and implementation support to the Patient Care Program. The Program Officer will collaborate with other members of the team and engage in strategy development, grant development, grants management, internal and external communications and relationship building, and will contribute to the overall effectiveness of the Program. The ideal candidate has: 1) a Master s degree in a relevant field is required (Public Health, Health Services Research, Business, Economics, Engineering, Computer Science, Statistics, etc.); clinical degree (e.g., MD, RN, RT, etc.) is beneficial, but not required; 2) experience in technology, data science, computer science, or engineering, with experience in applied data and technology in healthcare strongly preferred; 3) a background in healthcare, technology, and/or data science (7-10 years) in a foundation, provider organization, academic research organization, health insurer, strategic consulting firm, healthcare consulting firm, healthcare technology company, venture capital, or start- up; 4) demonstrated knowledge of issues, organizations, facts, and trends in the data and technology sector, particularly as applied to healthcare; and 5) a record of working on complex partnership or multi- stakeholder projects, with experience in engaging stakeholders, designing convenings, and fostering collaboration.

2 Patient Care Program The goal of the Patient Care Program is to improve the experience and outcomes of patient care. The Program has focused on improving care for patients for more than a decade. In 2004, the Foundation launched the Betty Irene Moore Nursing Initiative with the goals of addressing the nursing shortage and improving care in adult acute care hospitals in the San Francisco Bay Area and Greater Sacramento. The Foundation also launched the Betty Irene Moore School of Nursing at the University of California at Davis dedicated to educate, train and prepare nurse leaders in new care models that will enhance and advance overall health care for generations to come. Through the work of the Foundation s partners, preventable harms in local hospitals dropped significantly from infections to medication errors and readmission rates have decreased at the same time. The success of this work led to the creation of the Patient Care Program in 2012, which extended the Foundation s work nationally. With the goal of improving the experience and outcomes of patient care, the Patient Care Program has been working to redesign ICU care and to promote patient and family engagement. Most recently, the Foundation launched three new areas of investigation into how it can improve the experience and outcomes of Patient Care. These include end- of- life care, goal- based care and the effective use of data and information technology. For more information about the Foundation and Program, visit: Key Responsibilities Specific responsibilities include: Strategy Further build and synthesize solid knowledge of the field and key emerging trends in data and information technology. Summarize literature and identify implications for the Program. Identify, size, and assess potential opportunity areas for how the Program could improve the experience and outcomes of patient care through the effective use of data and information technology. Identify and engage subject matter experts and other stakeholders. Set goals at strategy and grant- level and measure progress and achievements against those goals.

3 Build and manage relationships with key players in the healthcare field, specifically data and information technology stakeholders, while managing expectations about the Patient Care Program s future investments. Synthesize findings, create internal strategy presentations, and as needed, draft external communications. Identify white space in which Foundation funding is needed to achieve its aim. Contribute to the ongoing refinement Program strategies. Proactively identify funding opportunities that align with Program strategies and can deliver measurable outcomes. Develop strategic and operational plans for sub- strategies. Grant development and management: Identify and analyze potential grants for impact and fit within Program strategy. Complete internal grant summaries and documentation. Manage a portfolio of active grants and make new grants. Coordinate with internal staff to complete grantmaking and monitoring processes. Manage relationships with grantees; identify and make recommendations to resolve issues. Take responsibility for ensuring grant success and mitigating any challenges that arise. Internal and External Communications Periodically communicate both informally and formally about the Foundation s activities. Partner with Communications Officer to develop materials for the Program. Collaboration Plan convenings, focus groups and other activities as appropriate to enable the field to collaborate towards a common purpose. Program Management Develop and participate in periodic presentations to the Board, senior management, and other Foundation staff. Contribute to the development and maintenance of processes and tools to enable the Patient Care Program to operate effectively. Qualifications Experience and Education A Master s degree in a relevant field (Public Health, Health Services Research, Business, Economics, Engineering, Computer Science, Statistics, etc.) is required. Clinical degree (e.g., MD, RN, RT, etc.) is beneficial, but not required.

4 Experience in technology, data science, computer science, or engineering, with experience in applied data and technology in healthcare strongly preferred. A background in healthcare, technology, and/or data science (7-10 years) in a foundation, provider organization, academic research organization, health insurer, strategic consulting firm, healthcare consulting firm, healthcare technology company, venture capital, or start- up. Demonstrated knowledge of issues, organizations, facts, and trends in the data and technology sector, particularly as applied to healthcare. A record of working on complex partnership or multi- stakeholder projects, with experience in engaging stakeholders, designing convenings, and fostering collaboration. Competencies Personal motivation and passion for improving the healthcare system. Demonstrated strategic planning skills, with ability to identify and rigorously evaluate new opportunities. Strong project management skills, with demonstrated ability to manage projects and budgets, set realistic goals and objectives, and balance multiple priorities. Demonstrated strong interpersonal skills, with ability to develop productive relationships with colleagues, grantees, stakeholders, and other. Collegial and energetic working style. A flexible positive approach to problem solving in a collaborative team environment. Comfort with ambiguity and willingness to be flexible and adaptable to changes in the needs of the Program. Demonstrated comfort with and experience in public speaking and, meeting organization/facilitation. Excellent written and verbal communication skills. Strong business acumen. Ability and interest in traveling at least once a month to out- of- town grantee meetings, site visits, and national conferences.
