1 A very famous quote:- The 19 th century was a century of empires, the 20 th Century was a century of nation states. The 21 st Century will be a century of Cities. KARNAL:- Pride of Haryana My Dream City Karnal My city, Karnal City is the most fascinating, marvelous and pleasing city of Haryana State. Words fall short to define its beauty and the generosity of its citizens. The city is continuously growing and developing to be in line with the major cities of India. The present elected Chief Minister of Haryana Sh. Manohar Lal Khattar is from Karnal only and is continuously working to make Karnal, a developed and a recognized city in India. From Karna Lake to Haveli, from Noor Mahal to Rajgharana, from Atal Park to Supermall,from NDRI to Kalpana Chawla Medical College, with numerous temples and gurudwaras, my city Karnal is continuously growing and attracting large number of tourists all over the world. Through my this article, I would like to highlight areas which needs to be significantly looked upon to make Karnal:- A Smart City and the possible solutions which can be worked upon to keep it in pace with the recognized cities of India. To begin with well, my vision for Karnal as a Smart City is the Green City, with no pollution, healthy life and housing for all. Employement oppurtunities should be created, no poverty, adequate infrastructure, maintainenece and conservation of cultural heritage, education for all and superior quality of life for all of its citizens, upliftment of standards of life and most imporatanlty the involvement and participation of all its citizens to make it a smart city.
2 Our Hon. Prime Minister Sh. Narendra Modi launched the Smart Cities Mission. Under the Smart Cities Mission, 100 new smart cities, which would promote adoption of smart solutions for efficient use of available assets and enhance the quality of urban life, would be made. CLEAN & GREEN CITY First of all as a citizen we should all be together to keep our city Clean and green and healthy to live in. This move is very important and should be in line with the Swach Bharat Abhiyan which has been initiated by our Hon. Prime Minister. A pleasant and the hygienic city is always a smart city. For a bright and a fresh city, eco-friendly clubs should be made in which people should actively participate. Rewards should be there for the participation. We all in a group can arrange for seminars, awareness sessions, workshops, contests to increase contribution of people towards the environment. Weekend programs should be organized like cleaning the city on weekends. Spittoons by the road side should be made available. Cleaners should be hire for each and every area & should be properly rewarded for keeping the city clean and green. Most importantly fines should be imposed so that people think twice before destroying the beauty of Karnal City:- A smart move. HOUSING FOR ALL The another area is housing for all, especially the poor people residing on foot paths. In a smart city, everyone should have a house.schemes should be launched for development of houses and the same should be made available at affordable prices to the people. Assured water and electricity supply facility should be there.
3 PUBLIC TRANSPORT Arrangements should be made for public transport so that use of private vehicles is minimized which will ultimately lead to efficient use of resources and will make Karnal:- A pollution free city. For this buses should be made available in the city like the DTC Buses in the capital etc. With an efficient public transport system, the need for cars will go down, reducing the pressure on roads and need for flyovers, etc. EDUCATION A city should work on the theme education for all to be a smart city. Education should be made available to all. Facilities should be made available to make people realize the importance of being educated especially the poor children. Some cheap and affordable schools should be set up so that everyone from poor to rich can avail the education facility. Scholarships should be given. Repudiated colleges should be set up so that citizens should not move to capital or other areas for graduation and post graduation. An educated city is always a smart city. EMPLOYMENT Employment opportunities should be created for the people so that a maximum use of labour intensive resources can be made. For this small industries should be set up. People should be encourage to work in them with the fixation of basic wage rate. Employment programs should be launched on weekends. It will ultimately reduce poverty levels in the city. SECURITY A city is a smart city where there are efficient and high security systems. Special security systems should be made available especially for the girls, women and children. Police force should be asked to discharge their duties towards their city in a responsible manner.
4 Arrangements should be made for cameras at each & every place so that the city is crime free. An initiative towards this has already been taken by my Karnal city by setting up a Women Police Station. Proper lighting systems should be there on roads. A women helpline number should be provided and immediate action should be taken after receiving a call. A city is always a smart city where all its citizens can move freely especially at night and there is no fear in their minds. OTHERS A city can be made a smart city with a good and attractive infrastructure. Roads should be properly constructed and maintained on regular basis. An affordable water solution based on extensive rainwater harvesting and recycling of waste water. Smart parking, intelligent traffic management system, IT connectivity, roads Trade facilitation centers, Skill Development centers. E-GOVERNANCE It means the application of Information & communication technology for delivering government services, exchange of information communication transactions etc. the concept of e-governence should be implemented in the city to make it a smart. The same can be done through Grievances Redressal Cells, Electronic service Delivery, Citizens engagement, Video Crime monitoring etc. The problems of people should be solved on immediate basis. An app named Karnal Helpline should be launched by which people can easily put their quarries and problems and an immediate solution is made available to them through online systems. Minimun use of paper should be there and most the things like payment of electricity bill should be made online. A city is a smart city where the resources are used efficiently..
5 Apart from this, I would like to suggest one Global Practice which can be brought in Karnal and that is:- Municipality should control the traffic flows in the city by constantly monitoring over 1000 cross points and more than 100 information panels through its traffic control centres. CONTRIBUTION AS A SMART CITIZEN As a citizen of my beautiful city, I will make sure that my city is always green and clean. I will try to make maximum use of public transport instead of my own transport. In addition to this, I will continuously work on finding out smart business practices and oppurtunities which can be brought in Karnal to make it competing and recognizing, not only in India but also in World. I will make the best possible use of all the resources which have been provided to me by my city and will take initiative to organize seminars, workshops to make people aware and to encourage them to make their city look beautiful and smarter in terms of each and everything. CONCLUSION Every city can become smarter. Smart cities start with smart systems, working for the benefit of both residents and the environment..electric grids, gas distribution systems, water distribution systems, public and private transportation systems, commercial buildings, hospitals, homes these form the backbone of the city s efficiency, livability, and sustainability. It is the improvement and integration of these critical city systems done in a step-by-step manner that become the cornerstones to making a smart city a reality. Along with the necessary support facilities, like community centers, hospitals, schools, children s play areas, police stations, fire stations and electric sub-stations, this would help meet the needs of all residents and create a completely new high-density urban neighborhood in the heart of the city.
