2 Dear City of Texarkana: It is hard to believe that it has been four years since residents of Texarkana began a new recycling program one that saw recyclable material increase from under 200 tons per year to nearly 1,600 tons per year. Waste Management is proud of our contributions toward helping the City of Texarkana, TX to reach its sustainability goals. A clean, healthy environment is a vital part of a vibrant community. As North America s largest environmental service provider, Waste Management is working to help Texarkana residents recycle more than ever. The recycling efforts on the part of the citizens of Texarkana have saved 17,798 trees by recycling 1,581 tons of material in 2013 and have had the equivalent environmental impact of conserving 472,870 gallons of gasoline. In addition, to the residential curbside recycling program, we have worked together to keep green waste, such as leaves and grass, out of the landfill and to a compositing facility where it can be beneficially re-used. Normally, new recycling programs see reduced volumes and participation after the initial excitement of the first year of service. However, citizens of Texarkana have shown their commitment to recycling by continuing their strong participation in recycling efforts for the past four years. Since 2010, participation has averaged over 65% with set out rates on any given week averaging as high as 58%. Recycling material volume in 2013 reached 1,581 tons the second most since the program began. Waste Management is also proud to have been partners with the City in community clean-up and special events such as our sponsorship efforts with Earth Day events each Spring as well as annual events such as the Easter Egg Hunt, Walk for Life and Heart Walk. In addition, we worked with the City to collect bulky waste in blighted neighborhoods designated by the City. We hope this annual report demonstrates the direction that Texarkana is going, and Waste Management is excited to provide the services to help you get there. 4 Sustainability Update As a company, Waste Management is working towards four aggressive sustainability goals: To Increase our renewable energy production from powering 1.1 million homes in 2010 to 2.2 million homes in 2020; To increase the volume of recyclable materials we process from 8.5 million tons in 2010 to 20 million tons in 2020; To invest in cleaner technologies improving fleet fuel efficiency by 15 percent and reducing emissions by 15 percent by 2020; To protect 25,000 acres of wildlife habitat across North America. These goals have important impacts in the areas where Waste Management provides solid waste and recycling services to our valued customers. For the sixth consecutive year, Waste Management in 2013 was named one of the world s most ethical companies by the Ethisphere Institute, a research-based organization advancing recognition of corporate social responsibility, business ethics, anti-corruption and sustainability best practices. One hundred and forty-five companies representing over three dozen industries were listed on their 2013 WME Index, with Waste Management the only environmental services or waste industry company to be named. Waste Management is a champion of sustainable growth. At the close of 2013, Waste Management has already achieved two of its four aggressive sustainability goals, including providing wildlife habitat at our landfills 10 years ahead of schedule, and exceeding our 2020 goal to reduce carbon dioxide (CO₂) emissions from our fleet. As of mid-2012, Waste Management has a fleet of over 1,600 natural gas powered collection vehicles - the largest heavy-duty natural gas fleet in the country. This enables WM to further improve efficiency and reduce emissions of nitrogen oxides (NOₓ), particulate matter, and other greenhouse gasses. As we rise to meet the rest of our goals, WM looks to you, our customers. Together we can use less, reuse more, and commit to a cycle of sustainability and turning waste into a resource. Our business has never been more relevant to the world we live in. In partnership with municipal and business leaders, we will continue to strive to find new and better ways to provide our customers with valued environmental solutions.

5 Fleet Update Compressed Natural Gas (CNG) Waste Management set a goal to invest in cleaner technologies improving fleet fuel efficiency by 15 percent and reducing emissions by 15 percent by We are proud to announce that we exceeded our 2020 goal of reducing our fleet emissions by 15 percent. By year-end, we will have more than 2,000 Waste Management natural gas trucks on the road. Unlike diesel and gasoline, you can t just pull up to a filling station and get CNG. So, we have been building our own. In 2013, we saw WM s 50 th natural gas fueling station open in Jackson, Mississippi. Of the 50 CNG fueling stations across North America, 18 are accessible to the public. One publically accessible CNG fueling station opened in May of 2012 in Conroe, Texas. WM s fleet of nearly 2,200 CNG and liquefied (LNG) vehicles is the largest in North American waste industry. In 2012, natural gas vehicles represented 80 percent of Waste Management s annual new truck purchases and will continue to for the next five years. Each heavy-duty diesel collection vehicle Waste Management replaces with natural gas reduces diesel use by an average of 8,000 gallons per year and cuts annual greenhouse gas emissions by an average of 22 metric tons. CNG reduces particulate matter emissions by 94 percent, carbon monoxide emissions by 75 percent, nitrogen oxide emissions by up to 49 percent, and carbon dioxide emissions by 25 percent. As an additional benefit, CNG trucks run 50 percent quieter than diesel trucks. Waste Management currently operates the largest fleet of CNG recycling and waste collection trucks in North America.

6 Collection Services Waste Management has offered our services to the City of Texarkana for its residential and commercial needs since In 2010, the City of Texarkana implemented a new environmental services plan. Trash and bulk collection changed to once a week pick up; recycling bins increased in size from 18-gallon bins to 65-gallon carts; brush began to be diverted from the landfill and given a second life. Wheeled carts and the ability to put all recyclables in the same container makes the program simple and convenient. Continuous high participation in Texarkana s Waste Management currently provides the following services to the residents of Texarkana: 1x week refuse pick-up with a 96-gallon cart 1x week recycling pick-up with a 65-gallon cart 1x week bulk collection 1x week yard waste collection 56% Set-Out recycling carts out on an average week 73% Participation total residents participating based on 1.3 x set-out rate residential curbside recycling program continues to demonstrate that your residents are dedicated to conservation. Overall, this change to waste services has positively impacted the City s sustainability plan. Increased diversion and decreased waste going to the landfill over the last four years has proved that it is possible to be fiscally responsible, while making a social and environmental impact. 10 Waste Management in the Community Waste Management s takes great pride in collaborating with the communities we serve to support total sustainability environmental, social and economic. In the last year, we have supported many community organizations and events. Here s what we ve achieved together so far. Roll offs are great for public events, giving all attendees and staff a singular drop off point to bring their waste. Easter Egg Hunt (April) Each year, WM provides free disposal and a 30- yard roll off City Garage Sales (April & October) Twice a year, WM provides a 30-yard RO with and two free disposals for the City Garage Sales Baseball/Softball Tournaments WM provides free service to three 8- yard containers for the Parks & Recreation Department as needed for baseball and softball tournament games City clean-ups are a great way to help boost residents pride in their city and keep their city beautiful Semi-Annual City Clean Ups Two 30-yard roll offs are provided at four locations around the City for cleanup events with up to 16 hauls and free disposal each year

11 Waste Management in the Community Neighborhood Cleanups One roll off a month is provided for bulky waste for blighted neighborhoods as designated by City WM and the City of Texarkana worked with UNICOR to make Electronics Recycling Day a success in Texarkana (above); Students from Texarkana College Earth Club came to help out for Electronics Recycling Day too (both photos to left). Heart Walk, Walk For Life, Bike Race Each year, WM provides up to 30-yard roll offs for various events sponsored by the Parks and Recreation department as requested City Facilities WM provides a 20- yard RO to TWU for special grit waste with 10 free hauls for up to 10 tons per haul each year The City also received up to 12,546 cubic yards of free disposal in Each small electronic recycled correctly adds up to make a big difference! Electronics Recycling Day In 2013, WM helped sponsor an e-waste recycling day for residents, collecting computers, TVs, stereos and other small appliances.
