8 The River Basin Management Plans in Spain River Basin Management Plans : Are public and binding, approved by Royal Decree. Their territorial scope is the river basin district, defined by Royal Decree. Programme actions to develop in order to meet demands and reach environmental objectives, in a context of scarcity conditions. 8

10 The Júcar River Basin District (JRBA, 1934) District surface: Km 2. According to its Mediterranean character, only 72% of rivers enjoy a permanent hydrological regimen. Differently from other European districts, like Danube, presents the singularity of having several river basins of certain importance. 10

13 The programme of measures The Programmes of Measures aim to satisfy the environmental objectives of D2000/60/CE with a basic or complementary character. They include the measures approved by the competent administrations on water protection within their competence scope. Those competent administrations (national, regional or local) provide the river basin authority the necessary information to keep the programme updated 13
