2 State Response / Strategies Strategy 1 - Establishment of a statewide program to acquire, process and disseminate current, accurate, and detailed elevation data, flood hazard studies, reports, and maps (hard copy and digital). Strategy 2 - Establishment of North Carolina as a Cooperating Technical State (CTS) through the FEMA Cooperating Technical Partners Program. This designation would establish North Carolina as the custodian of the Flood Insurance Rate Maps.

19 RFQ Highlights / Contractual Approach NC FPMP intends to award one to two IDIQs to a private sector engineering firm Selection based on demonstrated competence and qualifications (G.S ) 2 year contract with three / 1 year renewal options No joint ventures allowed / Prime Firms Letter of qualifications due by 4:30 P.M. April 27, 2009 An evaluation of the submitted letters will be conducted A short list of firms will be determined with subsequent interviews be held during May 2009 All firms submitting Letters must be equipped with manager(s) licensed as a Professional Engineer with the NC Board Contractor must have primary contract office within 25 miles of the State Government Complex in downtown Raleigh, N.C. within three months of contract signing.

No. Page 7, Section 4, last paragraph: Will the State accept $5M in Professional Liability Insurance instead of the requested $10M for the prime contractor and $1M in Professional Liability Insurance instead of the requested $2M for subcontractors? The State will accept $7.5M in Professional Liability Insurance for prime contractors and $1.0M for subcontractors. The Professional Liability Insurance amount has been determined based on previous delivery order amounts. Page 18, Section 27, last paragraph, last sentence: Does providing certificates of insurance for all insurance policies referred to herein meet the intent of this sentence? No, not all policies. No. Is it acceptable to use a smaller font for charts and tables while maintain all body text of the document at the specified 12 point font? Yes. Note that the reviewer must be able to read it to evaluate.
