2 FEMA Map Update Costal Analysis and mapping study by FEMA in 2009 Changes included additions and/or modifications to base flood elevations, base flood depths, special flood hazard areas, zone designations and regulatory floodway. Short Video - Coastal Flood Zones Overview Also incorporates changes to the Powhatan Creek Floodplain that became effective on March 28, 2014

3 FEMA Map Update Community Outreach Over 2,500 letters were mailed Notices on website Public Open House with FEMA on August 13, 2014 FEMA published 90 day appeal period in Federal Register and VA Gazette

4 Purpose of Zoning Ordinance Update 90- appeal period is complete (no appeals) JCC was issued a Letter of Final Determination Ensure compliance with the National Flood Insurance Program Federally backed flood insurance for JCC Residents Promote safe building construction / development Protect health, safety and welfare Community Rating System which rewards communities that carry out floodplain management activities

5 Current Zoning Requirements Special Flood Hazard Areas Zones A and AE Areas that are subject to inundation by the one (1%) annual chance flood event. Requirements for new construction and substantial improvements: Lowest floor including basement or cellar must be two feet above the one (1%) annual chance flood Utilities and sanitary facilities including mechanical, plumbing and electrical systems and gas lines must be floodproofed up to the level of two feet above the one (1%) annual chance flood

7 Required Changes New Floodplain Designations

8 Zone AO AO zones are areas subject to inundation by one percent (1%) annual chance shallow flooding(usually sheet flow on sloping terrain) where average depths are between one and three feet. There is only one area shown on the new maps with this designation. This area is near the Jamestown Ferry on property owned by the Commonwealth of Virginia. New construction and substantial improvements in this zone would have the same freeboard requirements.

10 Zone AO Requirements for new construction and substantial improvements The lowest floor, including basement, shall be at or above the highest adjacent grade and two feet above the FIRM s depth number Nonresidential structures may use watertight floodproofing in accordance with the Virginia Uniform Statewide Building Code in lieu of the finished grade requirement described herein. Adequate drainage paths around structures on slopes shall be provided to guide floodwaters around and away from proposed structures.

12 Zone VE V zones are areas subject to inundation by the one percent (1%) annual chance flood event with additional hazards due to storm induced velocity wave action of three feet or greater. Base flood elevations derived from detailed hydraulic analyses are shown. These areas are along the shorelines of the York River and James River. Staff has identified 213 parcels, including four (4) residential dwellings that have portions of this designation.

19 Zone VE Requirements for new construction and substantial improvements Elevated on pilings or columns so that the bottom of the lowest horizontal structural member of the lowest floor (excluding the pilings or columns) is elevated at least two feet above the base flood level. The pile of column foundation and structure attached thereto is anchored to resist flotation, collapse and lateral movement due to effects of wind and water loads acting simultaneously on all building components. A registered design professional engineer or architect shall develop and seal the structural design, specifications and plans for the construction, and shall certify the design and methods of construction. New construction shall be landward of reach of mean high tide. Fill for structural support and alteration of sand dunes are prohibited.

25 Coastal AE and LiMWA Line Limit of Moderate Wave Action (LiMWA) Non regulatory Indicates the potential for moderate waves that may cause damage to structures (wave heights between 1.5 feet and 3 feet) Coastal AE Areas that have been delineated as subject to wave heights between 1.5 feet and 3 feet and identified on the FIRM as AE areas that are seaward of the LiMWA Line Staff has identified 284 parcels, including four (4) residential dwellings and three (3) nonresidential structures that have this designation or a portion of this designation. DCR and FEMA recommends localities adopt Coastal A zone as a higher standard

Provide the two options above in the ordinance as alternatives to provide flexibility to the property owner. Do not recommend adopting higher standards for the Coastal AE zone.
