Using HAZUS for a Statewide Flood Risk Assessment Steve Cowdin, CA DWR Ken Leep, Cal EMA

Problem We frequently receive requests for statewide flood data Who s at risk? What s at risk? Where is at risk? But, we have no consistent statewide flood risk data! HAZUS can be part of the solution

What is HAZUS? A FEMA tool to estimate losses Floods Earthquakes Wind/Hurricanes GIS based software Data integration tools to improve analysis Comprehensive Data Management System Flood Information Tool

What does HAZUS do? Estimates social and economic impacts Direct physical damage Induced physical damage Direct economic/social losses Indirect economic losses Answers what if questions Building code modifications (ex: building elevations and materials) Levees or flow regulation structures

What Can HAZUS be Used For? Emergency preparedness Develop evacuation plans Develop emergency response plans Organize response exercises

What Can HAZUS be Used For? Mitigation analysis Assess communities at risk Evaluate mitigation measures Development of fst State t Hazard dmiti Mitigation Plan Development of Local Hazard Mitigation Plans

What Can HAZUS be Used For? Response and recovery Post disaster damage assessment Identify critical infrastructure Recovery action planning Long term economic recovery planning

Level 1 Levels of Analysis out of box National default databases Use only for regional analyses Level 2 Substitute local hazard and inventory data Better for community analyses Level 3 Change functional relationships Best for community analyses

Levels of Analysis ** * * * Replaced with CDMS * * Example Modified depth/damage curves

Model Loss Methodology 4. Estimate losses 3. Estimate damage 2. Define inventory 1. Define hazard Earthquake Flood Hurricane

Model Output Earthquake Ground Shaking Ground Failure Flood Frequency Depth Discharge Velocity Hurricane Wind Pressure Missile Rain Direct Physical Damage General Building Stock Essential Facilities High Potential Loss Facilities Transportation Systems Utility Systems Induced Physical Damage Fire Following Hazardous Materials Release Debris Generation Direct Economic/Social Losses Building Replacement Cost Income Loss Crop Damage Casualties Generic Output Shelter Needs Indirect Losses Production Income Employment Impacts With/Without Aid

Maryland Level 1 Flood Assessment Number of Buildings Damaged/100 YR Event

CA Flood Risk Assessment Address these questions: What property (i.e., structures, critical infrastructure, utilities, etc.) is at risk from flooding? How much population is at risk from flooding, including gg groups that may yb be especially yv vulnerable to flooding and other natural disasters (such as low income, elderly, minorities, etc.)? What are the potential economic and social losses that may occur from flooding?

CA Flood Risk Assessment Study regions Counties Hydrologic regions Flood types Riverine Coastal Alluvial fans CA Water Plan Hydrologic Regions

CA Statewide Flood Assessment OES Map with FEMA 100 and 500 YR Flood Zones
