3 Policies and Procedures The Health Insurance Portability and Accountability Act of 1996 (HIPAA). Global Recovery Alliance is committed to protecting the privacy and security of all Protected Health Information (PHI) that it receives or creates in the course of handling patient accounts on behalf of it s clients. To emphasize this unwavering commitment to protecting the privacy of your patients and to H.I.P.A.A. We have implemented H.I.P.A.A Policy & Procedures company wide. Global Recovery Alliance ensures only the minimum necessary PHI is used to complete the assigned task, which is the function of payment (45 CFR b). We provide all employees with comprehensive ongoing two-tier education with regular training updates. Our specially trained administration staff handle, process and store all incoming PHI and very importantly, levels of system privileges control access to client data. Collection Services Agreement The Global Recovery Alliance s Collection Services Agreement details the full nature of the future relationship between your organisation and Global Recovery Alliance and it highlights the services you can expect from Global Recovery Alliance and equally, what Global Recovery Alliance expects from you. Business Associate Agreement As defined by the 1996 H.I.P.A.A act, the Business Associate Agreement enables you as the covered entity to provide Global Recovery Alliance, the business associate, with the relevant demographic and PHI which is needed in order to perform the function of payment. The function of payment is of course the process of recovering unpaid medical accounts. The completion of a Business Associate Agreement is a natural and necessary part of the contractual process.

5 Services Overview Global Recovery Alliance s worldwide collection services charge includes most third party work commissioned by Global Recovery Alliance during the collection process. Clients receive a detailed monthly report outlining the actions taken on each case so the client can stay up to date and fully informed with individual case progress. Major clients enjoy the benefits of a dedicated Account Administrator for all day-to-day contact and information requests. Global Recovery Alliance ensures where possible that all contact with patients (written and spoken) is in their own language and by someone who knows the cultural procedures, norms and legal system of the particular country in question. No Fee, No Upfront Costs This contingency fee is a negotiable percentage of collections made and is based roughly on the following criteria: - The age of the accounts - The estimated potential volume of collections submitted - Geographical location of the debt - Language and cultural requirements If, after all reasonable efforts of collection have been made, a successful result is not forthcoming, Global Recovery Alliance will provide the client with a prelitigation report. This report enables the client to assess whether the patient is in a position to settle his/her indebtedness if legal proceedings were to be started and successfully concluded. Should litigation become necessary, Global Recovery Alliance will provide a detailed quote of the envisaged costs and timescales and can oversee the whole legal process in the country in question. Written confirmation to proceed with legal action is required from the client at this point i.e. before any costs are incurred. All of these benefits are provided to our clients with no upfront charge or membership fee (excepting any jointly agreed legal costs) and as previously mentioned, nothing will be owed to Global Recovery Alliance if a collection is not made.
