4 HIGHWAY/ROADWAY IEI provides services for all three phases of roadway and highway engineering from planning through final design and construction inspection/observation. IEI has proven experience in the geometric design of roadway and highway segments and intersections, location drainage studies, hydraulic modeling, and utilities relocation design and coordination. IEI also provides construction staging and maintenance of traffic, pavement marking and signage, erosion control, barrier warrant analysis and roadside safety, and contract documents preparation. PHASE I/II EXPERIENCE Roadway Resurfacing, Veterans Memorial Tollway MP 12.3 to 29.8; Illinois Tollway - providing pavement patching, pavement overlay, median barrier wall extension, lighting relocation, exit numbering sign, bridge structure repair, retaining and noise abatement walls repair, overhead segmental bridge repair and flexural strengthening. IL137 (Greenwood Ave.) over IL 137 (Amstutz Expressway); Illinois Department of Transportation - providing Phase II design services for the removal of the existing IL 137 bridge over the Amstutz Expressway and reconstructing Greenwood Ave. and its adjacent southern Amstutz Expressway ramps. Wood St. from Little Calumet River to US 6 (159th St.); Illinois Department of Transportation - provided Phase I design services for the reconstruction of 2.85 miles of Wood St. Various Routes, Various Counties; Illinois Department of Transportation - providing Phase I/ II services for Districts 4 and 5. US 31 & 191 st St. Interchange; Indiana Department of Transportation - As part of the design team for the new 13-mile highway consisting of nine new interchanges, IEI designed the new 191st St. roundabout interchange along with four bridges (three new, one replacement), corridor hydraulics and local roadway improvements. US Route 30 Reconstruction from US Route 45 to Illinois Route 43; Illinois Department of Transportation - provided Phase II design services for contract document preparation for three double box culverts and one single box culvert in District One. SR 42 Pavement Rehabilitation and Intersection Improvement; Indiana Department of Transportation - designing rehabilitation for 2.65 mile segment which includes realignment of a substandard skewed intersection to a roundabout, and the replacement of one bridge. I-90 Reconstruction and Add Lane from MP 68.2 to 61.3; Illinois Tollway - preparing plans for seven noise abatement walls and associated grading and drainage. Lafayette Road Bike Lanes Design and Inspection; Indianapolis Department of Public Works - responsible for both design and inspection services for 10 miles of a bike lane addition. Engineering Design Services Upon Request; Illinois Tollway - completed multiple assignments under the DUR contract.
5 PHASE III EXPERIENCE I-69 Section 5; Public Private Partnership (P3) providing construction inspection for Section 5 in Monroe County upgrading a 21-mile stretch of the existing Indiana 37 to a freeway that will connect Bloomington and Martinsville, IN. IL Route 83 Improvement; Illinois Department of Transportation provided construction inspection services overseeing the resurfacing of 8 miles of roadway, reconstruction of the median and replacement of traffic detector loops from IL 72 (Higgins Road) to IL 64 (North Avenue). 71st Street Viaduct over Dan Ryan Expressway; Chicago Department of Transportation - provided bridge construction engineering services for the reconstruction of the 71st Street Viaduct over the Dan Ryan Expressway including complete removal and replacement of the bridge deck and girders. Various Routes, Various Counties; Illinois Department of Transportation - provided Phase III construction inspection services on various contracts in Districts 1, 3, and 4. US Route 41 Relocation; Chicago Department of Transportation - providing Phase III services for the construction and installation of appurtenances on the previously prepared embankment between 87th St. and 79th St. Dan Ryan Expressway Reconstruction; Illinois Department of Transportation - helped deliver the $100 million fast track reconstruction project within schedule. I-294 Construction Engineering and Inspection (Dempster to Willow); Illinois Tollway - the reconstruction of I-294 included roadway, bridge widening, interchange improvement, and ramp modifications. Task Order Construction Engineering Services; Chicago Department of Transportation - providing Phase III services for various projects in Chicago as a prime consultant. Reconstruction of North Avenue Bridge over Chicago River s North Branch; Chicago Department of Transportation - provided lead field inspection services for the first hybrid suspension/cable-stay bridge in Chicago. I-90 Roadway and Bridge Rehabilitation MP 17 to MP 45; Illinois Tollway - provided construction inspection services. Open Road Tolling, Plaza 21; Illinois Tollway - provided construction inspection services for the southern part of IL Route 21 (Milwaukee Ave.) and continues north to IL Route 132 (Grand Ave.); the northern part of the project starts 530 feet south of the centerline of Wadsworth Rd. and continues north to Kelly Rd. Lift Station 507 Upgrade; Indianapolis Department of Public Works - provided construction inspection services for the structural, mechanical, site, electrical, and plumbing upgrades being made to the Lift Station 507 facility. ADA Curb and Sidewalk Inspection; Indianapolis Department of Public Works - conducted construction inspection of installation of curbs, sidewalks, driveway and curb ramps to ensure compliance with design plans and ADA standards. Wacker Drive Viaduct Reconstruction; Chicago Department of Transportation - IEI lead a team of multiple firms to manage the relocation of several utilities located beneath Lower Wacker Drive.
6 AIRPORT IEI s rapidly expanding aviation practice encompasses several aspects of airport development including planning, runway design, site design services, airfield design, and roadway access. We have played a significant role in more than $10 billion of redevelopment work at O Hare International Airport, Midway Airport, Indianapolis International Airport, and Indianapolis Regional Airport. IEI provides design, program management and construction management services for runways, taxiways, terminals, perimeter roads and other facilities to improve operations and expand capacity. We offer specialized capabilities in the area of storm water management and drainage design for airport systems. Our expertise also includes parking, carrier maintenance facilities, access roadways, office space, transit, and pumping stations. O Hare Modernization Program, South Airfield Drainage; Chicago Department of Aviation - As part of a joint venture team, IEI was the lead engineer for the drainage design of the South Airfield at O Hare Airport. O Hare Modernization Program Master Civil Engineer; Chicago Department of Aviation - IEI was part of the consultant team that provided preliminary engineering design (30%), design review and coordination on civil projects. Midway Airport Consolidated Rental Car Facility; Chicago Department of Aviation - provided civil engineering services and LEED administrative services for the multi-story concrete parking structure, a customer service facility within the structure, and an at-grade quick turn-around facility. It will be built to achieve LEED Certification and Sustainable Airport Manual Green Airplane Rating. United Airlines Ground Equipment Maintenance Facility; United Airlines - provided site development engineering services for the construction of a new 155,575 square foot Ground Equipment Maintenance Building. O Hare International Airport Terminal 6; Chicago Department of Aviation - provided civil engineering design and CADD services for the development of 30 percent preliminary design plans for the new O Hare International Airport Terminal 6. Indianapolis Regional Airport Taxiway A Reconstruction; Indianapolis Airport Authority - provided the Erosion Control Plan for the Taxiway A reconstruction. Deicing Control Facilities Improvements; Indianapolis Airport Authority - lead designer for replacement of 250,000 sf of existing HDPE liner and three aerators along with addition of sluice gates. IEI also provided construction administration services.
7 MASS TRANSIT/RAILWAYS IEI s transit design engineering experience includes conducting feasibility studies, overseeing station rehabilitation, and designing commuter parking facilities. IEI also provides construction administration services for transit projects, which encompass bridges, train sheds, storage facilities, rail yards, rail segments and stations. Wilson St. Red Line Station renovation; Chicago Transit Authority providing construction inspection in the transformation of the Wilson Street stop into a transfer point for the Purple Line Express and a station accessible for riders with disabilities. Brown Line Expansion and Clark Junction; Chicago Transit Authority - provided resident engineering and construction inspection services for the $476 million dollar program to upgrade the CTA Brown Line. Red, Orange and Yellow Lines Alternative Analysis Project; Chicago Transit Authority - provided professional planning and design services for an alternative analysis for the study area encompassing the proposed Red Line Extension to 154th St., Orange Line Extension to Ford City and Yellow Line Extension to Old Orchard. Blue Line Rehabilitation; Chicago Transit Authority - replaced 20 miles of existing train control systems on the Blue Line. Belmont Station Grade Separation; Metra - provided structural and civil design services, including two retaining walls and relocation of water main and construction of temporary roadway in Downers Grove. CREATE; Illinois Department of Transportation - provided Phase I engineering services for the development of a proposed triple-tracked structure to carry Metra operations over six tracks of NS, CN and the proposed Midwest High Speed Rail Line, located in the Englewood neighborhood of Chicago. Metra Electric District South Chicago Line Station Rehabilitation; Metra - provided site development engineering services for the rehabilitation of six commuter rail stations. Monroe Busway Traffic Feasibility Study; Chicago Park District - involved in the study and analysis of roadway geometrics and pedestrian approaches to the existing Monroe Street at grade level. Red Line Improvements; Chicago Transit Authority - involved rehabilitation of eight stations located between Cermak Road and 87th Street and upgrading the bus turnaround at 95th Street. IEI provided project administration, track inspection, scheduling and cost estimation.
8 SITE DEVELOPMENT IEI has expert site development capabilities encompassing LEED design for a broad range of facilities including public buildings, parks, schools, healthcare facilities, libraries, community centers, parking and transit/transportation facilities. The engineering elements of our site development services for civil and structural engineering include access roadways, driveways, sidewalks, roads, bike paths, pedestrian bridges, parking, pavement marking and signage, demolition, grading, paving, sanitary and storm sewer systems, water mains, utility coordination (gas, electric, telephone, cable, etc.), stormwater detention/retention basins, water quality, wetlands, flood water management (floodplains), and structures such as culverts, retaining walls and bridges. North Grant Park; Chicago Park District - Chicago Park District is creating a multi-functional park on 20-acres along the northern edge of Grant Park. North Grant Park will transform the sites of Daley Bicentennial Plaza into a single continuous public landscape that will operate at a variety of scales. IEI is providing civil and structural engineering services for this proposed park. School Campus Park Reconstruction; Chicago Public Schools - provided civil engineering services for various Campus Park projects throughout Chicago. This project involved standards development, AOR services and development of construction documents, peer review services for all on Campus Park projects, cost estimating, and use of sustainable design techniques (LEED). Chicago Riverwalk; Chicago Department of Transportation - providing civil engineering services for the Chicago Riverwalk, which will connect the Lakefront to the West Loop and create a destination which will uniquely blend cultural, recreational and commercial amenities along the Chicago River. It includes engineering planning and design services for the ADA accessible Riverwalk, an assessment of the navigational traffic on the Main Branch of the Chicago River, and an evaluation of the impact of the build-out on the waterway system. Altgeld Gardens/Murray Homes Redevelopment; Chicago Housing Authority - provided civil engineering services for the renovation and redevelopment of 160 acres of the Altgeld Garden/Murray Homes Complex, including renovation of 162 separate buildings and construction of 7 new laundry buildings. 20% of the renovated units are ADA accessible. Hawthorne Warehouse Parking Lot & Entrance Control; Cook County - the Hawthorne Warehouse building is 475,000 square feet, located on an 18-acre plot of land and is being converted to a records storage facility for the County Clerk, Clerk of the Circuit Court, and the Bureau of Health. IEI was selected as the prime consultant to resurface approximately 220,000 square feet of the parking lot and to create about 500 parking spaces. 40th Street and Osterman Beach Houses; Chicago Park District - IEI was the civil engineer for the architect led team for the new lake front facilities that combine the prototype functions of public restroom facilities, a lifeguard station, and a concession area with sustainable design measures while achieving LEED Silver certification. Both the Lakefront Comfort Stations won Mayor Daley s Greenworks Award 2010 for Sustainable Innovation in the Built Environment.
9 Athletic Fields; Metropolitan School District of Lawrence Township - Two artificial football field designs and inspections were completed for this aggressive, fast-track project ahead of schedule. Champaign Public Library; City of Champaign - IEI s responsibilities consisted of two construction phases, with multiple design package submittals. During Phase I, IEI provided civil engineering services for the design of the south parking lot and new library. During Phase II, the existing library was demolished to make way for expansion of the temporary parking lot to serve as the library s permanent parking lot. For this project, IEI produced schematic design, design development and construction documents. HARBOR IEI has expert capabilities in the design, development and construction engineering of marina harbors. Typical tasks include channel entrance design, dock layout and slip development and design, ADA requirements, and structural engineering services. The construction services offered by IEI include bid services and inspection documentation. North Point Marina; Illinois Department of Natural Resources - provided design and bidding services, construction administration and inspections for North Point Marina for the Illinois Department of Natural Resources.
10 STRUCTURAL IEI provides structural engineering services for highway, mass transit/railroad stations and bridges, commercial and residential buildings, drainage structures, and retaining walls. Services include preparing structural designs, specifications and cost estimates. IEI also performs structural field inspections and prepares reports documenting structural conditions and recommending repairs or improvements. Kedzie Avenue Bridges over Marquette Park Lagoon; Chicago Department of Transportation - IEI was the prime consultant in providing civil and structural engineering services for the rehabilitation of the Kedzie Avenue bridges over the North Lagoon and the South Lagoon in Marquette Park Lagoon. Smithville West Road over Copperas Creek, Peoria County Highway - designed the replacement of the existing three-span structure with a hydraulically efficient single-span structure while maintaining the existing vertical alignment, resulting in reduced right-of-way for the project. I-280 Structures Near the Quad Cities; Illinois Department of Transportation - performed Phase I and Phase II Engineering Design services for two structures in District Two. Shade-Lohmann Bridge; Illinois Department of Transportation - provided Phase III services for this $10.8 million rehabilitation project that consist of bridge deck repairs, bridge deck overlay, miscellaneous structure repairs, bridge joint repairs and metalizing located at the structures. I-39 and US Route 20 Interchange; Illinois Department of Transportation - IEI was responsible for the preparation of a bridge condition report and TS&L Drawings for four bridges. US 52 Over CSX RR & 9th Street; Indiana Department of Transportation - designed the rehabilitation plans for the six span, reinforced concrete girder & continuous composite steel beams bridge. 35th Station; Metra - provided the structural documents for the handicap accessible stairs and ramps on both the east and west sides of the tracks at the south end of the station and the access stairs on the east side of the track at the north end of the station. IEI also provided the structural design for the boiler room located inside the southeast access structure.
11 TRAFFIC IEI offers broad, proven experience for Phase I and Phase II engineering studies in the geometric design of roadway segments and intersections, and traffic signal warrant studies and design. IEI also has experience in bicycle path design, pedestrian studies, highway capacity analysis, traffic impact studies with trip generation and traffic modeling, and corridor traffic system analysis and programming. Field collection of traffic data includes utilizingtrax Apollyon mechanical tube counters and JAMAR hand held manual intersection count boards. IEI s modeling capabilities include individual intersection analysis, or full system/corridor analysis. Georgia Street Improvements from Capitol Avenue to Pennsylvania Street; Indiana Department of Public Works - IEI was the Lead Traffic Engineer for the project team, responsible for the design of traffic signals, maintenance of traffic, signing, pavement markings and traffic coordination between the design team and regulatory agencies for traffic control and approval. In addition, IEI provided the structural design for several of the design elements. On-Call Traffic Engineering; City of Indianapolis - providing traffic signal warrant analysis, traffic signal design, traffic count data, and traffic analysis for roadway diet and safety improvement projects as both a Prime Consultant and as a Sub- Consultant on multiple teams. IDOT Traffic Signals; Illinois Department of Transportation - IEI has won several traffic signal projects as a prime consultant from IDOT at various locations in District 1. IEI prepared plans, estimates and special provisions for tasks that included interconnect design, traffic signal modification and installation plans, cost estimating, specifications, and coordination with utility companies for power service locations. Damen-Elston-Fullerton Phase I Engineering Study and Analysis; Chicago Department of Transportation - performed a traffic analysis of three alternates showing capacity data, proposed geometrics of the corridor area and auto turn movements. IEI also provided the client with a proposed traffic signal layout as well as traffic modeling of the projected traffic volumes. I-65 Added Travel Lane, Design/Build, Signing Plans; Indiana Department of Transportation - provided design support for the development of signing plans for the entire 13 mile corridor. IEI conducted extensive and time sensitive coordination with INDOT Traffic Group to meet the design/build schedule for the project. Indiana Convention Center Expansion Traffic Engineering; Indiana Department of Transportation - provided traffic engineering for the INDOT portion of the Indiana Convention Center Expansion.
12 WATER MANAGEMENT IEI provides services for hydrology/hydraulic analysis for highway, railroad, commercial, institutional and residential site improvements. IEI's experience includes site and structural design of wastewater facilities and drainage sewers. IEI's experience also includes watershed hydrology, river and floodplain hydraulics, drainage design, stormwater systems and preparation of Hydrology/Hydraulics Analysis Reports. IEI also has expertise in technical writing of Watershed Management Ordinance and Technical Guidance Manual preparation. Paxton Stormwater Conveyance Sewer; City of Omaha - providing design, coordination and overall project support for the Paxton Stormwater Conveyance Sewer Project. O Hare Modernization Program, South Airfield Drainage; Chicago Department of Aviation - as part of the lead engineering team for the drainage design of the South Airfield at the O Hare airport, IEI is providing civil and structural design services, and QA/QC services for the construction work. US 31 Added Travel Lanes Improvement; Indiana Department of Transportation - performing a Location Drainage Study for a one-mile section of US 31 corridor around 191st St. interchange and the affected local roads. IEI is also providing a Hydraulic Report and HEC RAS hydraulic modeling for Jones Ditch and Lindley Ditch that is passing under US 31. Various Projects; Chicago Department of Water Management - IEI has two task order contracts and is providing sewer design and construction engineering for water main. Greater Peoria Sanitary District Project; Greater Peoria Sanitary District - The project scope consists of sewer repairs and modifications using excavation methods, the installation of cured-in-place pipe and manhole repairs. Streambank Stabilization Projects; Metropolitan Water Reclamation District - performed preliminary engineering for streambank stabilization and channel capacity enhancement for Tinley Creek, I & M Canal Tributary D and Calumet-Sag Tributary C sites. Coffin Golf Course Erosion and Flood Control; Indianapolis Parks and Recreation - IEI was responsible for the design of the reconstruction and stabilization of eroded and underminded banks along the White River. 17th Street and Livingston Avenue Stormwater Improvements; Indianapolis Department of Public Works - Stormwater Engineer for the project team, responsible for the design and production of hybrid ditch design, Storm Sewer Design and Erosion Control Plans. US 31 Drainage; Indiana Department of Transportation - provided preliminary drainage field work for the 13 mile segment of the US 31 corridor, which included identification/verification of all outlet points and break points along the corridor. Calumet Sag Watershed Study; Metropolitan Water Reclamation District of Greater Chicago - IEI provided engineering support services for the Calumet Sag Watershed Study including data collection, field reconnaissance, and hydraulic modeling.

Universal Agape Foundation (UAF) - Created by Michael Sutton with the vision of extending love and charity to children who have limited means by providing programs and events that promote good health, positive experiences, and build solid foundations for growth. National Organization of Minority Engineers - The National Organization of Minority Engineers (NOME) was founded by Michael Sutton to promote the advancement of minority owned and operated engineering firms through education and advocacy. Christmas in the 9th Ward - IEI, along with other community leaders, sponsors an annual holiday event benefiting underprivileged children and their families in Chicago s 9th Ward by providing Christmas gifts, fun and entertainment for over 300 families. The Heart of Christmas - IEI sponsors an annual holiday toy giveaway along with a visit from Santa, entertainment, and holiday cheer for over 200 children in Peoria. Women s Christmas Event for Dove Recovery House - In Indianapolis, IEI sponsors a Christmas event for Dove Recovery, an organization that helps women with substance abuse or addiction become sober and self-sufficient. SENSE School Food Pantry - IEI funded a food pantry for the Southeast Neighborhood School of Excellence (SENSE), a primary school in Indianapolis. Education Outreach - We share our passion for engineering with students, and encourage the pursuit of science, math, and technology through mentoring, internships, and annual scholarships, focusing on under-served communities.
