3 UNDERSTANDING THE BLUE ECONOMY Blue Economy: 1 st coined during the 2012 UN Conference on Sustainable Development Refers to maximising economic benefit presented by the ocean, while preserving it. Concept that simultaneously promotes: Social inclusion, Environmental sustainability, Strengthening of the maritime ecosystem, Transparent governance, and Economic growth and development. Held together by a principle of equity in order to: Optimise benefits of maritime environments e.g. agreements for fishing rights, oil and gas exploration, etc; Promote national equity (gender equity, inclusive growth and meaningful jobs); Inter-governmental and Continental governance structures; At the core, socio-economic development (whilst taking care of the environment).

4 BLUE ECONOMY AFRICAN CONTEXT SOUTH AFRICA DOES NOT EXIST IN A VACUUM FACTS AND FIGURES AFRICA THE ISLAND CONTINENT Largest Island on earth, surrounded by the: Atlantic Ocean (West) Indian Ocean (East) Southern Oceans (South) Mediterranean & Red Sea (North) Coastline of km Covers about 6% of the earth s total surface (2 nd only to ASIA) 39 out of 55 states are either coastal or island in nature Has over 100 port facilities, a few of which handle 6% of the global seaborne trade, and about 3% of the world s container traffic Over 90% of imports and exports are conducted by sea Largest number of land-linked countries globally (15)

5 BLUE ECONOMY AFRICAN CONTEXT Already declared and adopted as the future of Africa by the AU (inserted in the 2063 Agenda; Blueprint for Continental economic growth for the next decades; Further strengthened by instruments such as the AIMS2050 and AMTC; Since 2014, SA has been actively engaging and aligned through Operation Phakisa, focusing its four priority areas of: Marine Transport and Manufacturing, Oil and Gas Exploration, Aquaculture, Marine Protection and Governance, and recently Coastal Marine Tourism, and Small Harbours Development

6 SOUTH AFRICAN PERSPECTIVE: SAMSA MANDATE AND ROLE Maritime Policy and Mandate rooted on the 1996 Transport White Paper Vision Support Government Strategies for Economic and Social Development, whilst remaining Environmentally and Economically Sustainable. Maritime Policy Imperatives and Goals Articulated as follows: Develop Maritime Awareness; Create and foster economic environment for the Maritime Transport to enable competition with other nations; Contribute to the release of the full potential of the Maritime Industry; and Modernise SA Shipping Administration

7 UNDERSTANDING SOUTH AFRICA S MARITIME INTERESTS South Africa s maritime interests are strategic, economic, environmental and political 3,000 km coastline in 3 oceans Atlantic, Indian and Southern Oceans-, positioned on a major strategic shipping route (with 30% of the population settled along the coast) 8 commercial ports (about 15,000 employees), 12 official fishing harbours Fishing employs about 200,000 and feeds 3,6m people, generating R4,1bn in revenue Trade is over 50% of GDP 98% of SA trade by volume and 80% trade value is by sea 3.5% World sea trade (volume); top 15 countries on sea trade by distance (tonne-mile). Continental shelf claim increases South Africa s sea land to 2.8 times land mass. South Africa s Search and Recue region is about 22 times larger than the land mass. Extensive off shore interests (islands, Antarctic, marine and offshore oil and gas). South Africa leads in Africa s intra-regional and international trade.

11 STRATEGIC OBJECTIVES Advise policy makers on the formulation of maritime transport policy Manage strategic engagements with relevant stakeholders, undertake industry-related strategic and economic research on topical issues Partner with industry to promote SA s status as a major maritime country, investment promotion and marketing initiatives Forster cross-border research networks and champion maritime interests Monitor manpower supply and demand in various sectors, promote community awareness of career prospects in the maritime industry Provide a one stop information and communication centre / window between domestic, hinterland and international maritime communities, and publish industry information and trends

12 IMPORTANCE OF RESEARCH, DEVELOPMENT AND INNOVATION South Africa s National Development Plan (NDP) places knowledge creation and innovation at the centre of its growth strategy: South Africa needs to sharpen its innovative edge and continue contributing to global scientific and technological advancement. This requires greater investment in research and development, better use of existing resources, and more nimble institutions that facilitate innovation and enhanced cooperation between public science and technology institutions and the private sector. (National Development Plan Executive Summary, p17) The NDP has set economic growth linked to strong knowledge production; Great idea, however SA does not live up to this expectation / hype or does it???

13 RESEARCH OUTPUT SA vs Countries of comparable levels of development VS. the BRIC(S) grouping, and vs. developed, high-income countries (WBDI) SA s per capita production of publications has been declining since mid-80s, and the gap is widening

14 MARITIME RESEARCH, DEVELOPMENT AND INNOVATION Focusing on improving the commercial application of high level science, engineering and technological knowledge. The current and future energy and food security in the age of Climate Change debates present an opportunity for investments in: Renewable energy sources such as wind and tidal Aquaculture South Africa s vast Continental Shelf and offshore land areas offers investment opportunities for: Deep sea mining Pharmaceuticals The maritime sector is a high technology sector which is changing rapidly. It requires investment in research and development, as well as continuous process and technology innovation Oceanic, Sub-sea and Air gap; Satellite, Terrestrial and Radar

15 CONCLUSION All of the above presents opportunities and challenges Calls for continuous engagement and dialogue as we jointly navigate through these unchartered waters. International community and business to take note of these opportunities and invest in the SA maritime industry, as only through sustainable partnerships that the Ocean Economy can reach its full potential. Focus steadily shifting to Africa as the next battlefield for the exploration of natural resources need to be vigilant NB: Priority = maritime skills, training, and research and development, opportunity to create a training and research hub for the entire continent Unique opportunity for institutions such as NMMU, SAIMI, CPUT, DUT and strategic partnerships such SA Norway to build on this week s initiative
