3 MISSION To represent the people of Clarence by providing leadership, programs, services and facilities to advance the quality of life in Clarence.

4 GOAL AREA : SOCIAL INCLUSION STRATEGIES: Goal: To support local communities to build on existing capacity and progress their health and well-being Community Safety and Well-being Provide essential infrastructure to support, sustain and enhance community safety and social well-being Develop and implement plans for dealing with: climate change sea level rise bushfire emergencies Provide an environmental health program to enhance community safety Develop and implement plans and programs that respond to community safety and well-being issues Public Spaces and Amenity Prepare plans to create a sense of place for local communities Develop and implement Asset Management Plans that respond to the identified needs of local communities Develop plans to improve the amenity of public spaces, including: future needs for public open space and recreation facilities beautification and enhancement of streetscapes implementation of Tracks and Trails Plan and Cycle Plan reduction of inappropriate graffiti Work with Department of Education and other authorities to maximise utilisation of sporting and other recreational facilities including the development of a multi-purpose recreation facility

5 Cultural and Social Activities Develop and implement plans that recognise and celebrate our cultural diversity Implement the City s Cultural Arts Plan and Cultural History Plan Facilitate opportunities for a Cultural/Civic complex Continue to develop our community events program Continue to develop partnerships with Arts organisations and business Access and Social Inclusion Implement social plans that address the needs of specific groups within the community eg., Positive Ageing Plan, Disability Action Plan and Youth Plan Develop a Health and Well-being Plan including supporting community programs and activities Facilitate the provision of needed public facilities Work constructively with community groups and other organisations on areas of mutual interest Recognise contributions of community groups and volunteers Provide a range of family, youth and age-friendly programs and facilities including child care services, playgrounds, youth services, senior citizens centres and community volunteer program

6 GOAL AREA : PROSPERITY Goal: To plan, lead and provide for the sustainable economic growth of the City STRATEGIES: Economic Development Review and implement an economic development plan for the City Provide and plan for essential infrastructure to support economic development Promote appropriate economic development in key clusters Cambridge Park, Mornington and Rosny Park commercial precincts, Kangaroo Bay, Hobart Airport, Rokeby and Richmond Facilitate development of Council s strategic land holdings Marketing and Promotion Market and promote the City particularly Cambridge Park, Hobart Airport, Rosny Park, natural and built tourism assets Identify opportunities for development of key commercial and tourism opportunities: promotion and future development of Rosny Hill, Bellerive Fort, Kangaroo Bay, Richmond and Risdon Cove attraction of a major provider of quality accommodation and conference facilities promotion of the range of recreational facilities in Clarence including Bellerive Oval, Wentworth Park, Golf courses etc in conjunction with Hobart International Airport P/L seek to maximise utilisation of Hobart Airport Prepare site portfolios to encourage and identify development opportunities Economic Partnerships Work collaboratively with regional planning bodies in the development of a regional planning strategy Work in partnership with Government and industry groups to identify appropriate commercial and development opportunities within Clarence

7 GOAL AREA : ENVIRONMENT Goal: To sustainably manage and enhance the natural and built environments of the City STRATEGIES Built Environment Develop and implement strategic asset management plans for all Council asset classes Develop and implement policies to address the recommendations of the Climate Change Impacts on Clarence Coastal Areas Report Review built/cultural heritage studies/inventories eg Richmond Bridge, aboriginal heritage Natural Area Management Protect natural assets through: maintenance and review of a fire management strategy for the City development of a weed management plan for the City working collaboratively with other agencies to enhance natural environment eg Derwent Estuary Program, Natural Resource Management South undertaking necessary environmental monitoring eg monitor stormwater quality Maintain a City Emergency Plan to address all potential emergencies Review and maintain Natural Assets Inventory Develop bush land and coastal management plans Work with bush care, land care, coast care and other volunteer groups to implement plans and initiatives

8 Energy and Waste Management Develop strategies to respond to emerging initiatives relating to energy management Promote water conservation and energy conservation initiatives to the community Develop a plan to meet greenhouse gas emission reduction targets agreed to by the Clarence community Promote appropriate alternative, energy efficient transport options Develop and implement appropriate waste management strategies City Planning Ensure Planning Scheme: remains contemporary responds to the changing needs of our community responds to our changing environment Plan and advocate for necessary infrastructure to support development water, gas, energy, transport, telecommunications, community facilities Protect agricultural and aquaculture potential and primary resources of the City eg Coal River Valley, Barilla Bay, extractive industry, including the future expansion of the Clarence Recycled Water Scheme Develop a retail strategy for the City Develop a whole of City Transport Plan which incorporates Council s agreed transport priorities Develop local area plans

9 GOAL AREA: GOVERNANCE Goal: To provide consistent, accountable, transparent and effective governance of the City STRATEGIES: Decision Making and Reporting: Continuously monitor and improve policies on probity, decision making, ethics and code of conduct Continuously monitor and improve performance monitoring frameworks to ensure identified strategic plans are achieved Provide regular reporting of Council s performance to the community and other levels of government Internal operating systems Ensure compliance with necessary legal responsibilities Ensure appropriate management of risk associated with Council s operations and activities Conduct internal audit program Ensure critical activities are subject to regular review Provide safe and healthy work places Management and Staff Resourcing Provide market competitive conditions and flexible working arrangements Provide a supportive culture that promotes the well-being of staff and their families Foster an environment that encourages staff development and continuous learning Value staff expertise and contributions

10 GOAL AREA: COMMUNITY LEADERSHIP Goal: To provide leadership and advocacy for our City whilst recognising the diverse needs of our communities Strategies: Community Participation and Engagement Provide equitable access for the community to Council s programs, services and activities Develop and implement a community participation strategy Foster communication and participation through Council committees and involvement in external bodies Provide timely and relevant information to the community for everything we do External Relations Provide advocacy on behalf of the community and actively engage government and other organisations in the pursuit of community priorities Engage in on-going dialogue with state and federal representatives and governments Develop stronger sub regional, regional and country wide alliances to best represent Clarence Consider Council s strategic direction in relation to our neighbouring Councils including resource sharing, opportunities for joint tenders, expansion of the Copping Refuse Site Joint Authority and other opportunities for mutual benefit Marketing and Promotion Develop and implement a Marketing and Promotion Plan for the City to establish Clarence as a focal point for tourism, business, recreation and a place to live in the Southern Region Future Planning Develop strategic long term plans that advance the social, environmental and economic outcomes for our communities, eg Health & Wellbeing Plan, Asset Management Plans and the Economic Development Plan. Provide advocacy on behalf of the community and actively engage government and other organisations in the pursuit of community priorities

11 GOAL AREA: FINANCIAL MANAGEMENT Goal:To exercise active stewardship in the strengthening of the City s finances STRATEGIES: Financial Planning: Develop and implement a long term financial plan Develop and implement long term strategic asset management plans aligned with our long term financial planning Develop and implement business cases for new opportunities/sources of income Financial Performance and Reporting: Develop and monitor annual plans and budgets consistent with Council s Strategic Plan Develop and implement internal systems that ensure monitoring and measurement of financial performance Implement systems that minimise the Council s exposure to financial risk Financial Resourcing: Establish appropriate and equitable pricing policies Identify financial responses to service needs and gaps Explore opportunities for resource sharing Revenue: Consider opportunities for more direct user payment for services and programs (eg separate rating areas) in the context of the community s capacity to pay Further develop headworks policies in relation to community facilities and infrastructure Actively seek Commonwealth grants and other sources of income including major project funding initiatives Optimise utilisation of Council s assets
