3 General TWR informs ESOS-K when opening and closing, and about RWY in use. Kiruna lacks radar information and provides procedural control. Transition altitude is 6000 ft; transition level according to table below. TA (ft) 6000 QNH (hpa) TRL (FL) < > Area of responsibility TWR is responsible for air traffic control service and flight information service in Kiruna CTR and TMA. TWR is also responsible for air traffic control service and flight information service in training sector V43 above the TMA (same lateral limits as the TMA) up to FL155 (4700 m STD), unless otherwise coordinated. Parking procedures Airline flights normally park at stand 1-3. Cargo in front of hangar 3 or 2. GA between hangar 1 and 2. Low visibility procedures (LVP) LVP shall be applied when RVR is reduced below 550 m and/or ceiling/vertical visibility is reduced below 200 ft. During LVP, only one aircraft is allowed on the manoeuvring area. LVP shall be suspended when RVR is at least 800 m and ceiling/vertical visibility is at least 300 ft. Non-radar separation TWR shall separate aircraft by applying vertical or non-radar separation. Minimum separation between departing aircraft shall be applied as follows: 1 minute between aircraft departing on tracks differing by at least 45 ; 2 minutes between aircraft following the same track, when the preceding aircraft is at least 40 kt faster than the succeeding aircraft; 10 NM based on DME KRA between aircraft following the same track, when the preceding aircraft is at least 20 kt faster than the succeeding aircraft; 5 minutes, or 20 NM based on DME KRA, while vertical separation does not exist between aircraft following the same track 3

4 Separation between arriving aircraft Minimum separation between arriving aircraft shall be applied as follows: 10 minutes based on estimate for VAGAS/TERPA/LAPLA/KRA, or; 20 NM based on DME KRA (only valid if both aircraft follow the same radial toward VOR/DME KRA). 10 NM based on DME KRA (only valid if both aircraft follow the same radial toward VOR/DME KRA and one aircraft maintains a level while vertical separation does not exist). Separation of departing aircraft from arriving aircraft If an aircraft is making a complete instrument approach, a departing aircraft may take off: in any direction until an arriving aircraft has started its procedure turn or base turn leading to final approach; in a direction which is different by at least 45 from the reciprocal of the direction of approach after an arriving aircraft has started its procedure turn or base turn leading to final approach, provided that the take-off will be made at least 3 minutes before the arriving aircraft is estimated to be over the beginning of the instrument runway. If an aircraft is making a straight-in approach, a departing aircraft may take off: in any direction until 5 minutes before an arriving aircraft is estimated to be over the instrument runway; in a direction which is different by at least 45 from the reciprocal of the direction of approach: o until 3 minutes before the arriving aircraft is estimated to be over the beginning of the instrument runway; o before the arriving aircraft crosses KRA DME 10 inbound on final approach. Arriving IFR Inbound clearance ESOS-K issues inbound clearances via STAR for traffic via LAPLA/TERPA/VAGAS. Other traffic is given inbound clearance via KRA. The traffic is transferred at or descending to FL160 (4900 m STD), or at cruise level if lower. The traffic is transferred from ACC longitudinally separated using non-radar separation with the following criteria: 10 minutes based on estimate for VAGAS/TERPA/LAPLA/KRA, or; 20 NM based on DME KRA provided both aircraft follow the same radial toward KRA VOR/DME. Instrument approach procedures VOR/DME or VOR RWY 03: ILS, VOR/DME, VOR+NDB or NDB RWY 21: Via STAR or full procedure via KRA. Initial approach altitude 3800 ft (VOR: 3600 ft). Via STAR or full procedure via KRA or OP. Initial approach altitude 3600 ft (VOR+NDB: 3800 ft, NDB: 4300 ft) 4

5 Departing IFR Clearance IFR clearance is delivered at the request for start-up. Clearance via flight-planned route to FL150 (4550 m STD) or flight-planned level if lower. If the above cannot be applied, clearance has to be requested from ESOS-K. Transponder code is given during taxi. Departure procedures TWR shall take the following into account when giving instructions for departing traffic which is not following SID. RWY 03/21: Minimum turning altitude 2800 ft. 5
