The origins of the estate began with the marriage of Mary Davies and Sir Thomas Grosvenor in Mary had inherited 500 acres of land north of the Thames, to the west of the City of London. This remained largely untouched by the Grosvenors until the 1720s, when Sir Thomas s son, Richard, developed the northern part now known as Mayfair around Grosvenor Square. The estate of Belgravia, with Eaton Square at its heart, was developed in the early 19th century by Robert Grosvenor, 1st Marquess of Westminster (and great grandson of Sir Thomas), to complement his existing estate in Mayfair, immediately becoming fashionable with the aristocracy. 3 Finding a property on Grosvenor s estate At the start of your tenancy We offer a range of properties on the London estate. You can find some of these at: or you can contact our leasing team on What types of properties are available to lease? Retail premises and garage space. Office space, ranging from small suites in multioccupancy buildings to efficiently renovated townhouses and modern office buildings with extensive floorplates on market length leases. We also offer serviced offices on an all inclusive basis. Residential properties on short leases (usually from 12 months to 3 years), referred to as Market Let tenancies (also known as Assured Shorthold Tenancies). Residential properties on leases up to 21 years. Residential properties on long leases (over 21 years). At the start of your tenancy you should: 1. Set up accounts with utility companies for gas, water, electricity, telephone and broadband. 2. Register with the local Council (Westminster City Council or Royal Borough of Kensington & Chelsea) for business rates. Disclaimer This guide is provided for information only and may be updated over time to reflect the environment in which we operate. It is not intended to change or otherwise supersede the terms of those legally binding documents that are in place between Grosvenor and you, as tenant. In case of doubt, please refer to the terms of your lease with Grosvenor. These guidelines are designed for Grosvenor directly-managed properties only. 4 A B Accidents See under "Emergencies". Air Conditioning Grosvenor will maintain the air conditioning system in managed properties; any costs will be included in the service charge, according to the management agreement. Alterations Any alterations to your property require our prior approval. Please contact your Building Surveyor for information on the process. See also under Fitting out. Assigning your lease Should you wish to assign your lease, please contact your Asset Manager who will outline our requirements. A formal application for consent will need to be submitted via solicitors and will be liable to legal costs. Balconies and Roof terraces The balconies on our properties are not designed to take significant weight. In some cases, access to balconies should be for maintenance purposes only. If you do have access to a balcony or terrace, certain activities are prescribed in your lease. Grosvenor encourage greening with real plants where possible. If you have any questions about your balcony or terrace, please contact your Building Surveyor. Broadband (see also Fibre optic cabling) If you want a broadband connection, it is your responsibility to open an account with a provider ideally one who already supplies a service to your building. We recommend you identify your bandwidth requirements as early as possible to ensure appropriate connections. Contact your Management Surveyor for further information. Burglar / Intruder alarms In properties where we have installed an intruder alarm, we will give you the code when you move in and we will be responsible for maintaining it. We do not provide links to a central monitoring service, but you can arrange this at your own cost if you wish, subject to our approval. Please note that you may be liable for any costs relating to false alarms and misuse. Business rates You are liable for all business taxes and it is your responsibility to register with Westminster City Council or, in some cases in Belgravia, the Royal Borough of Kensington and Chelsea. Please visit their websites for details. We recommend you take independent advice from a qualified rating surveyor. businessrates.aspx C Cleaning (Offices only) Your property will have been cleaned before you moved in: after that, it is your responsibility. We employ professional cleaners to look after the communal areas of multi-occupancy buildings (the Common Parts) on a regular basis, managed via our Customer Centre. Common parts (Offices only) The communal areas of your building eg the hallway, staircase and landings must be kept clear of obstructions at all times. We cannot permit the storage of bicycles and any associated equipment, or other items in the common parts, including outside railings, because they can restrict evacuation of the building in the event of an emergency. We reserve the right to remove any items that are left in these areas. Complaints and Compliments We hope you will always be satisfied with the service you receive from us. If you are dissatisfied, or if we have exceeded your expectations, we welcome your comments. However, if a problem has arisen that we are unable to resolve to your satisfaction, you may raise it through our formal Complaints Procedure (visit: office). Community events Grosvenor supports a number of events across the estate to help businesses network, attract footfall to the retail streets and provide a sense of community to local residents and office workers. Please visit Congestion charge Our Mayfair properties are in the London Congestion Charging Zone (as defined in 2014) and Belgravia properties are just outside it. If you are likely to be driving in the Charging Zone, please visit to register. 4 5
5 D E F Deliveries In order to reduce the number of deliveries and the resultant traffic congestion, we encourage the adoption of freight consolidation amongst our commercial occupiers. This can cover both deliveries of common supplies but also waste and recycling services. Please contact your Management Surveyor for more details. Drains The Customer Centre will be able to assist if you have a blocked drain that you cannot clear yourself. However, please note that if the blockage is caused by misuse of the facilities, we reserve the right to reclaim the cost from you. Electrical (Offices only) We will periodically test and maintain the fixed installations and common electrical appliances we provide. Your own electrical equipment is your responsibility. Please avoid overloading the circuits with inappropriate extensions or multi-socket devices: we reserve the right to reclaim any repair costs due to misuse. In the event of power failure, please check your fuse board (see occupier manual), and reset any switches that are in the off position. If this does not restore the power supply please unplug any electrical items and try the fuse board again. If this still does not restore power, please call the Customer Centre. Emergencies You can call the emergency services from any phone on 999. Please also report any incidents regarding health, safety and security to our Customer Centre: we need to be aware of any potential risks to the safety and security of the building and all its occupants. For property emergencies e.g. a burst water pipe please call our Customer Centre: For Gas Emergencies call National Grid on Gas+Emergency Empty property You must notify us if you plan to leave your property empty for a significant period of time. Energy Before you move in you will need to open an account with gas and electricity suppliers who will establish a connection for you. Your Management Surveyor can provide you with information on existing providers to your building. An Energy Performance Certificate (EPC) should be provided with your lease. Environmental considerations You can voluntarily agree to include a Memorandum of Understanding in your lease to work with Grosvenor to reduce waste levels, energy and water consumption in the building as well as developing a travel plan, in order to improve the overall environmental performance of the building. Where tenants agree to include a MoU in their lease all parties will be asked to share data and relevant information they have in relation to the building and the premises. This information is provided on an annual basis. Fire alarms / Carbon monoxide alarms / Equipment / Escapes (Offices only) We will test smoke detectors and Carbon Monoxide (CO2) detectors where we provide them, on an annual basis and fit new batteries at the start of your tenancy. However, during your tenancy it is your responsibility to test the detectors and where necessary replace batteries. We do not provide fire extinguishers or fire blankets, except in working areas of common parts, such as plant and lift motor rooms, where people at work will have received relevant training to use this equipment. All our properties are regularly risk assessed for fire and other health and safety matters. Please read the instructions for your building and make sure you know what to do in the event of a fire. Exit routes, evacuation and assembly points are described on the Fire Action Notice in the common areas in your building (if applicable). Fibre optic cabling Although we do not supply or maintain fibre optic cabling for our properties we can help you find out who the suppliers are and we are always happy to share with you our local knowledge of the availability of fibre optic cabling for your business to run efficiently. Please contact your Management Surveyor with any queries. 6 7
6 K Fitting out When fitting out your shop or office, please ensure you have all the appropriate permissions. Please contact your Building Surveyor for further information. Flagpoles Generally only governmental or diplomatic users may erect a flagpole. Please contact your Building Surveyor if you have any queries. G Gas safety Under current gas safety regulations, as your Landlord, Grosvenor is obliged to: Maintain gas installations and all gas appliances, fixtures and fittings in let properties. Test Carbon Monoxide Alarms where we have provided them. Have the installation and gas appliances inspected annually by a Registered Gas Safe Engineer who will also be an Approved Grosvenor Contractor. Keep a proper record of all inspections. Give you, as the tenant, a copy of the inspection record. We will give you adequate notice prior to any inspection, for which we will need full access to your property. 8 You should have been informed of the location of the emergency gas shut off valve for your property; if not please request this. If you want to install any gas appliances/fittings you will need our prior agreement and will need to use a Registered Gas Safe Engineer visit Gutters We clean these on a regular basis but please call the Customer Centre if there is a problem that needs urgent attention. H Heating, hot water and air conditioning Please refer to your occupier manual for instructions. I Insurance Grosvenor is responsible for insuring the building, this is handled by Realty Insurance. You are responsible for insuring your own contents and we strongly recommend you take out insurance to cover these and also against accidental damage. The cost of the insurance premium will be recharged via the service charge. Internet Please see under Broadband. Keys You will receive multiple sets of keys and fobs from your Management Surveyor for your property. Please contact the Customer Centre immediately in the event of loss or damage, or if you require additional sets (which will be charged for). You will be responsible for any costs associated with lost or damaged keys or locks. L Landlord access We may need access to your property from time to time to inspect the property and equipment, for repairs and maintenance or to deal with emergencies. We will always try to visit at a time that suits you, giving sufficient notice. Leaks Please report any leaks immediately to our Customer Centre, even if they do not directly affect your own property. Leases We offer a variety of leases on the Grosvenor London estate. Please contact the London estate leasing team for further information and availability. Lifts If your building has a lift we will be responsible for regular maintenance: please alert us via the Customer Centre if there are any problems with it. Please also contact us before using the lift for transporting building materials or furniture so that we can fit protection if required: any damage will be charged for. Lights and light fittings (Offices only) You are responsible for replacing light bulbs within your property: we will replace those that are in the common areas or are inaccessible (eg on high ceilings) in multi-occupancy buildings. Please check the fusebox if problems persist after replacing bulbs. If the lighting still doesn t work, please call the Customer Centre. It is your responsibility to ensure lighting adheres to Health & Safety regulations. 9
7 M N P R Mail Please help in keeping common parts clear of junk mail. When you leave the property, it is important that you arrange for your mail to be re-directed. Grosvenor is unable to forward mail. Maintenance Please see under Repairs & Maintenance. Meters and Shut off Valves (water, gas, electricity, air conditioning) Please ensure you know where the meters and emergency shut off valves are. If you are unable to locate them please contact your Building surveyor. Moving in Your Management Surveyor will go through the moving in process with you, which will include an explanation of the equipment provided, handover of keys and an overview of our services. Moving out If you have given notice, or received notice from us, ending your tenancy, we will provide you with detailed moving out instructions. Your responsibilities include: Leaving the property professionally cleaned and in good repair in accordance with your lease. Terminating your contracts with utility companies. Returning all keys. 10 Neighbours Please respect your neighbours right to privacy and avoid causing any disruption or inconvenience to them. We want everyone to enjoy their property and its surroundings and we will not tolerate any form of anti-social behaviour on our estate. Anti-social behaviour includes, but is not limited to, noise nuisance, harassment, vandalism, litter, rubbish and fly tipping. As your landlord we will do what is within our control to help if you are subject to antisocial behaviour, but you should note that many issues will be the responsibility of the local council and/or the police. Please contact your Management Surveyor to report any instance of anti-social behaviour affecting your property on our estate. Noise If you are affected by excessive noise from neighbours or local building works, please contact the local council: pollution/noisepollution/ or call environmentalhealth/noiseandnuisance.aspx or call Notices We will try to provide as much information as possible about local building works in our control. We suggest you also look out for planning notices from the local council to be aware of works due in your neighbourhood. Parking We have a selection of parking places for rental on the estate. Please contact the London Estate leasing team for further information. There are a number of electric car recharge points on the estate. To find their exact location, please visit: com/electric-cars/charging-points.php. Policies Grosvenor require you to adhere to the following policies outlined in your lease: Environmental Location Signage Alterations Please contact your Management Surveyor for further information. Power failure Please see under Electrical. Rent Rent is payable by direct debit, or as specified in your lease. VAT is chargeable on your rent and service charge where your building is elected for VAT. Rent deposit As surety for the obligations under your lease we may ask for a rent deposit which will be held for the duration of the lease term. This deposit will be held securely as part of a Rent Deposit Deed and returned to you at the end of your lease, subject to compliance with lease terms and in accordance with the terms of your Rent Deposit Deed. If you have any queries, please speak to your Asset Manager. Rent reviews Rent reviews will occur periodically as per the terms of your lease. If you have any queries, please contact your Asset Manager. Renewing your tenancy If you would like to discuss renewing your tenancy, please contact your Asset Manager. Repairs and maintenance Responsibility for repairs and maintenance is specified in your lease. In summary, as your landlord, we are responsible for: The structure and exterior of the building Water, gas, electricity supplies, lifts and sanitation services. Boiler, air conditioning and domestic appliances supplied by the landlord. 11
8 S T W Common areas in multi-occupancy buildings. You are responsible for keeping the property clean and minor works such as unblocking sinks and drains, replacing light bulbs. Please ensure that you use appropriately qualified contractors when arranging your own repairs. We are happy to arrange such repairs for you but these will be at your cost. Retail promotion Grosvenor supports retailers on the estate with a coordinated PR campaign, promoting the shopping streets through Luchford APM, a PR agency. We can also promote retail offerings through and Belgravia magazine and occasional e-newsletters to residents. Rubbish and recycling Please see under Waste. Service charge At the start of each service charge year you will be issued with a service charge budget providing an estimate of projected building costs for the upcoming year. The service charge is usually billed quarterly in advance in equal instalments. It is used to pay for maintaining and repairing a building and providing certain services as set out in the service charge provisions within your lease. This can include the reasonable cost of maintenance, repair and replacement of the fabric, plant and equipment and materials necessary for the buildings operation. At the end of each service charge year Grosvenor will reconcile the service charge accounts and will provide a statement of actual expenditure against budgeted expenditure. Should you have any queries regarding service charges, please contact your Management Surveyor. Signage There are strict controls over external signage and all proposals will need consent from both Grosvenor and the Local Authority. Please contact your Building Surveyor in the first instance. Subletting and sharing If you need to sublet or share your property, please consult your lease and your Asset Manager to ensure correct permissions are obtained. Surrendering your property Should you wish to surrender the lease on your property, please consult the terms in your lease and then contact your Asset Manager. Traders associations and Business Improvement Districts (BIDs) Grosvenor supports the following retail traders associations and encourages retailers on the estate to become members: Pimlico Road Association: thepimlicoroad.com Belgravia Traders Association: elizabethstreetlondon.com Mount Street Traders Association: mountstreetmayfair.com Motcomb Street Traders Association: motcombstreetparty.co.uk For additional contact information on the traders associations, please ask your Management Surveyor. We also support Business Improvement Districts (BIDs) for Oxford Street (New West End Company) and Victoria (Victoria BID) newwestend.com victoriabid.co.uk U Utilities Please see under Meters. Waste Your local council (WCC or RBK&C) is responsible for rubbish collection. Please ensure you use the bins provided and recycle as much as possible. rubbishwasteandrecycling/rubbishandwaste/ commercialwaste/ commercialwasteservices/aboutcommercialwaste.aspx Windows We will clean these prior to your moving in. During your tenancy it is your responsibility to have the internal windows cleaned. Grosvenor will manage external window cleaning. Please note that eyebolts are provided where required, and must be used, for safety harnesses. Under current legislation, as your landlord, Grosvenor is responsible for testing eyebolts every year. We will contact you two weeks prior to any inspection to arrange access. Window boxes / Planters Not all our properties are suitable for window boxes and/or planters, and you will need our consent to install one.
