4 Executive Summary Student learning is at the heart of all we do in the Carlisle County Public School System. It is our belief that student learning is improved with the use of computer technology. Our vision of technology in Carlisle County is to enhance and enrich curriculum and improve communications in the learning community. Our goal is that everyone in the learning community be technologically literate lifelong learners. Learners will be able to interact successfully in a technological environment to achieve their personal, educational, and workplace goals. They will skillfully use technology to access, retrieve, and use information school-wide, community-wide, nationally, and internationally. 1
5 Planning Process / Methodology To accomplish our vision for increased student learning with the use of technology, our plan enables the following: Equal Access for the Learning Community Development of Lifelong Learners Continuous Education and Integration of Technology in the Classroom Building a Culture of Continuous Learning for Staff The professional development strategies for improving learning and teaching with technology are a part of district and school-based plans and curriculum initiatives. On-going Needs Assessment for All Individuals (Administrators, Staff, and Students) Instruction Evaluation 2
6 Technology Vision and Goals Goal 1 Technology skills are taught and demonstrated using the defined standards. Goal 2 Programs and instruction meet the individual needs of all students. Goal 3 Ongoing assessment of student learning, program results, and staff performance is understood and used to support continuous improvement. Goal 4 Schools, programs and services use improvement plans that are developed collaboratively and are consistent with the District s plan. 3
7 Staff Training/ Professional Development Goals The professional development strategies for improving learning and teaching with technology are a part of district and school-based plans and curriculum initiatives. Targeted Areas for Implementing Technology Goals Assessment: Evaluate individual work and class progress with reporting options available in software programs. Report student achievement to parents. Review portfolios of student work and writing saved on the network. Prepare written assessments of students progress. Use resources created on shared drives to store and share assessment data. Instruction: Use a variety of multi-media materials to more effectively differentiate instruction to reach students with diverse learning styles. Plan individualized learning programs based on assessment data. Increase student motivation with expanded multi-media resources for class work and assignments. (Such as LCD projectors, Airliners, Interwrite Pads, Turning Point Units, and document cameras) Provide opportunities for students to work collaboratively and actively. Guide student use of the Internet by creating and using curriculum pages on school and district websites. Continue to create resources for each other. Guide students to deeper investigations by engaging them in research based projects. Use online research modules created by teacher/librarians that guide students through investigations using the resources on the Internet, or other services such as Webquests and E-Library, and productivity software such as Word, PowerPoint, and Excel. Challenge students with intriguing questions, have them work in collaborative groups to seek information, display it, process it, and produce a presentation of their solution. Communication: Use electronic mail systems to communicate within the building district, and throughout the state. Use network access to link with other educators on specific topics through online discussion groups and professional listservs. Increase communication with parents by phone and exchanges, and posting information on classroom, school websites, and One Call Now system. Collaborate with distant learning partners via online global projects and distance learning opportunities such as KVHS and Blackboard. Information: Access current information to supplement teaching resources with electronic sources and online services. Access professional journals and information online. Productivity: Increase preparation and teaching time by using Infinite Campus management program to streamline grades, attendance, and lesson plans. Prepare high quality teaching materials at the desktop. 4
8 Current Technology and Resources The Carlisle County Public School System currently maintains a 3 to 1 student/computer ratio in each of its three schools. This ratio is achieved by a combination of computer lab stations and student stations located in the classrooms. Each classroom is also equipped with a mounted LCD projector, sound system, DVD/VCR combo, DirecTV, and KET. Teachers have access to both Airliner/Interwrite School Pads, Turning Point CPS Units, and document cameras to enhance and diversify the delivery of materials. Our teachers have access to a wide variety of software. We use the latest version of Microsoft Office Suite (2007) and maximize the use of any free tools, such as Learning Essentials for Teachers and Students, Photostory, Producer, and any other programs Microsoft offers. The district also runs NovelStars. We also use Inspiration, Timeliner, Geometer s Sketchpad, and Heartsoft. We are a very small district and most of our technology training needs are taken care of in small groups. 5
9 Evaluation Each administrator, teacher, and staff member will take a Needs Assessment Survey online which is based on ISTE Administrator and Teacher Standards. This survey will graph the strengths and weaknesses of the individual and of the particular Teacher Tech Team to which they are assigned. Teacher Tech Teams are divided into preschool, K-1, 2-3, 4-5, middle school, high school, and administrative staff. The information will then be used to plan for staff development opportunities. The Teacher Tech Teams will meet with the District Tech Coordinator regularly evaluate their progress. The Survey will be taken in the Fall and Spring of each school year. The Technology Impact Review Tool, which uses the same structure as Standards and Indicators for School Improvement will also be used to help determine the level of progress. This will help administrators write components for the district level improvement plan in specific areas. The Technology Impact Review Tool will be used annually. 6

11 Budget Action Component Technology District Name Carlisle Component Manager Margaret Wilson School Name Date April 3, 2009 Priority Need Goal (Addresses the Priority Need) - Technology needs review revealed various technology needs regarding instruction and integration, infrastructure, and hardware and software upgrades. A. Carlisle County School District s Technology Impact Review will score proficient in 75% of the indicators on the seven domains as listed on the review tool. B. Teachers will complete a Faculty Self Assessment using the Kentucky Teacher Technology Standards and will score proficient in 75% of 16 Proficiency Indicators. Causes and Contributing Factors Objectives with Measures of Success - The needs assessment process, classroom observations, and teacher lesson plans indicated a need for increased use of technology with resources that are continually upgraded and provide equitable access to all students. A. District and school network infrastructure upgrades will be implemented to insure the continued integration of voice, video, and data networks capable of providing high speed, reliable communications to empower teachers to use a variety of telecommunication and technology applications as a tool to improve learning for all students. 8
