3 Overview: Living in the 21 st Century The purpose of this plan is to provide a clear vision for uses of information and communication technologies for teaching and learning throughout the Enlarged City School District of Troy community. The District s top priority has been to consider what critical elements are needed to create an optimal learning environment for all students and to build a more collaborative community for all stakeholders. Our world is rapidly changing as we settle into the information age. Today s technology gives people access to an abundant amount of sources of information and we are able to communicate with virtually any individual, including those individuals that travel outside the earth s atmosphere. That is, if we possess both the technological tools and the intellectual skills required for such endeavors. The following skills have been identified as needed by all to successfully work and function in the 21 st century. Foundation Skills: 1. Basic Skills: Reading and Writing Perform Mathematical Operations Listen and Speak Well 2. Thinking Skills: Think Creatively Decision Making and Problem Solving Visualize Reasons Know How to Learn 3. Personal Qualities: Display Responsibility Self-Esteem and Sociability Self-Management Honesty and Integrity Workplace Competencies: 1. Resources: Identifies, organizes, plans and allocates resources 2. Interpersonal: Works well with others, team building 3. Information: Acquires, analyzes and uses information 4. Systems: Understands complex interrelationships 5. Technology: Integrates real-world problem solving with a variety of technologies to emulate tomorrow s international leaders in their field of study. 2

4 Learning standards have been adopted by each state throughout the country. These standards include the application of processes and tools for life-long learning within each content area. These goals and standards emphasize the importance of learning across areas and through life and include the utilization of: Active Learning Problem Solving Communication Collaboration Seeking Connections Technologies The goals, outcomes, strategies and action plans represent recognition of the importance of preparing our students for an exciting and challenging future. The strategies and action plans also address the specific needs of those students who may require the use of assistive technologies in order to access information and communicate effectively with others. This plan reflects the necessity of reshaping some traditional methods of education to meet the new needs and new roles of all learners in our school community. 3

5 District Mission The Enlarged City School District of Troy will provide a strong educational and social foundation to graduate all students college and career ready. 7 Goals for Education / Technology Integration Goal 1: Technology will be used to facilitate learning and problem solving throughout the Enlarged City School District of Troy. All students will develop skills to acquire, interpret, synthesize and present information from multiple sources of technology to research, develop creativity and nurture higher level thinking skills. Strategies The students, teachers and staff in each building will be provided with assistance in the use of technology, information resources and presentation tools. Each building will have a representative on the District Technology Committee who will also serve as the chairperson of the building committee and serve as a mentor. Provide professional development opportunities to develop educational methodology that promotes the integration of technology. All students will have access to technological resources with professional support. The District Technology Committee will make recommendations for databases, video content and other resources necessary for instruction. The District will continue to standardize resources in all buildings to assure uniformity of curriculum. Evaluation Creation of building level technology committees that will meet monthly. One member will report back to the District Technology Committee. Participation on the District Technology Committee. Planning of online professional development opportunities. Student and staff survey given bi-annually will be used to determine the penetration of technology into the classroom. Document how resources are being utilized and integrated into instruction. Submit recommendations yearly to the Director of Technology. Building level technology committees will meet monthly and communicate with District Technology Committee. Future acquisitions of equipment and software will be reviewed to assure consistency and compatibility. 6

8 Goal 2: The District will integrate technology to align current curriculum with Common Core State Standards, ISTE, New York State Standards and other applicable standards. Strategies Target professional development for staff to learn the application of technological resources. Provide opportunities for collaboration among staff regarding methods of technology integration into the curriculum and the tools to best meet the needs of the students. Provide appropriate resources to meet evolving standards based curriculum. Establish building technology committees to aid in the implementation of the District Technology Plan. Evaluation Participation on the District Technology Committee. Planning of online professional development opportunities. Create and share a database of best practices. Perform a needs analysis along with a survey of future needs. Creation of building level technology committees that will meet monthly. One member will report back to District Technology Committee. 7

9 Goal 3: The District will increase the availability and the use of technology to support instruction and increase student learning. Strategies Use technology to increase communication of information within the school community (teachers and staff, administrators, students, families, etc.) Provide students with the 21 st century skills that will allow them to compete successfully in the evolving workplace. Establish partnerships with community and governmental organizations, professional groups, educational institutions, and businesses. Increase parental communication through internet based resources. Develop procedures for real time tracking of discipline issues, attendance, grades, etc. Evaluation Survey staff with respect to current use and future needs. Compile data from e-school regarding communication. Promote and increase the use of ISTE standards as part of lesson planning, goal setting, and curriculum design. Support teacher instruction to increase student proficiency through the access to and use of technology. Invite community participation on the District Technology Committee. Recognize community partners on an annual basis. Survey staff with respect to current use and future needs. Compile data from e-school regarding communication. Build capacity for building level use of computer based student management. 8

10 Goal 4: The District will use technology to support the organizational framework and increase its efficiency and effectiveness. Strategies Compile and effectively use data to make decisions and strategically plan student programs and assess student learning. Utilize technology to support transportation initiatives. Increase accessibility to student information for reporting and grant applications. Target staff training in the use of the hardware and software necessary to support the day to day operations of the district. Develop procedures for inventory control & purchasing. Monitor and track the use of energy and resources to maintain the District s infrastructure. Evaluation Build capacity for building level use of computer based student management. Build capacity for district level use of computer based management systems. Build capacity for both District and building level use of data based management. 11 Goal 5: The District will continue to develop and maintain an appropriate infrastructure to ensure the rapidly changing technology needs are implemented and supported. Strategies Perform annual needs assessment of the current functionality of the District s server and network capacity to plan appropriate upgrades and expansion projects. The District Technology Committee will continually research and investigate new and innovative technologies to determine which new offerings will best support our mission. Review requests for technology purchases that assures compatibility with existing District infrastructure. Develop District capacity in the fields of video and data driven instruction. Perform a cost analysis of District technological needs. Increase the availability of wireless access and the necessary equipment throughout the buildings. Replace outmoded equipment and software. Investigate possible new uses of equipment and software scheduled for replacement. Investigate and apply for alternative funding sources to supplement existing funds. Evaluation Perform an annual needs assessment. Analyze and synthesize data from the Trouble Ticket System. Create database of best practices and share with the Director of Technology. Attend workshops and trainings to access information on technologies. Network with other districts to investigate the effectiveness and practicality of technologies. The District Technology Committee will recommend a procedure for technology purchases. Build capacity for information storage. The District Technology Committee will review current inventory and make recommendations. Compile data on current usage of wireless equipment. Build capacity at building level for wireless technologies. The District will evaluate the needs of the school district and the community to provide resources. Perform an inventory of current equipment and software. Develop a hardware and software replacement cycle. Work with district Grants Coordinator to identify potential funding sources and opportunities. Develop a disaster recovery plan. Meet with the District and community partners to create a distinct plan of action in case of emergency. 10

12 Current Considerations In order to continue the past and implement future technology goals, the Enlarged City School District of Troy needs to meet the on-going challenge of a changing technological field. Technology is constantly changing and in order to keep pace with these changes, we as a school community need to continue to meet challenges in the following areas: 1. Educational Decision Making: In order to provide the best possible educational decisions for the school community, we must have a continuous flow of the best possible data to backup our decision making process. This includes a student management system that centralizes the District s data in the areas of student achievement, student demographics, reporting functions, educational decision making processes and human resources management. It is important that the District develop a strong relationship between student, community, staff and stakeholders in order to identify the strengths and weaknesses through the data collection and interpreting process. 2. Staff Development: It is imperative that an on-going staff development program which includes a strong emphasis in the use of technology in the educational process be carried out by the District so that all students will have access to the best possible education. Teachers, administrators and support staff must have a strong background in the use of technology in order to provide an effective and efficient educational environment for our students. 3. Maintenance of the Technology Department: Technology is an area that is constantly changing. For the District to meet the challenges of change, hardware and software must be continually upgraded. This will require a program of maintenance of the current equipment, upgrading of equipment and software and upgrading the training of those involved with maintaining the technology program. A strong part of this equation is staffing. This includes not only those who maintain the hardware and software, but also those individuals who provide interaction between technology and the school community. At the forefront of this relationship is the Director of Technology, the librarians and the computer lab assistants. For us to have strong technology utilization and integration into the regular learning process of our students, the District should continue to strive to be a leader in tomorrow s vision for an advanced technology society. 4. Strong Funding for Educational Technology: For the District to maintain an effective and efficient educational technology program, we must pursue a funding stream to provide for staffing and equipping the program. This should include the use of grants and general funds to provide for the needs of the program. These monies will be spent in the most efficient manner possible to provide a strong program for all students and stakeholders in the District. 11

13 Review and Evaluation The primary purpose of the Enlarged City School District of Troy is to positively impact the learning opportunities and the school environment for all students and staff. 1. Technology will be utilized to facilitate learning and problem solving throughout the District. We have developed specific actions plans for achieving our goals and recognize the importance of an on-going evaluation as these plans are put into motion. 2. All students will develop the necessary skills to utilize the multiple sources of technology to nurture creativity and a high level of thinking skills. 3. Technology will be integrated to align our current curriculum with the Common Core standards, ISTE, New York State and other applicable standards. 4. The District will continue to develop/maintain an appropriate infrastructure to meet the needs of rapidly changing technology. 5. The District will continue to use data collection tools and online assessment services to monitor student performance. We will continue to work with BOCES and NERIC to provide guidance support when seeking individual assessment tools. 6. The District will continue to work with stakeholders to implement and execute strategies that will allow us to gauge our standing among other districts. 7. The District will continue to work with higher education to create opportunities that will enable our faculty, staff and students to grow, excel and redesign concepts to create new ideas. 12
