1 Chingford Road 1 A new neighbourhood for Waltham Forest In August 2010, housing association L&Q appointed a new design team, led by architectural practice Conran & Partners, to develop its proposals to build a new high quality residential led development at the former Walthamstow Stadium site. This exhibition is an opportunity for you to see and comment on the evolving ideas, before the design is fixed and then submitted as a planning application to the London Borough of Waltham Forest early in Our aspiration is to create a vibrant and desirable place to live and enjoy. We wish to build much needed new homes, together with new leisure and community facilities for everyone to use. We are also proposing a new network of landscaped open spaces. 2 2 Your new neighbourhood L&Q and their architects are in discussion with the London Borough of Waltham Forest to ensure the provision of an appropriate mix of dwellings for a range of incomes, and which best suits the local housing demand. Approximately 300 new homes are proposed, ranging from family houses to apartments and also dedicated homes for the less able. Homes will be designed to relate to existing surrounding housing and open spaces. For example, next to the houses on Rushcroft Road and Empress Avenue, we are proposing new terraces of family houses with secure private rear gardens that back onto the private gardens of the existing houses. Apartment pavilions are proposed next to an enhanced public footpath, alongside the River Ching, and overlooking the existing Sports Grounds.
3 3 New homes overlooking new streets Picking up on the layout and character of neighbouring streets there will be two new tree-lined terraced streets, running east to west, with access to and from Chingford Road. Streets will be pedestrian and cycle friendly, with traffic calming devices to reduce vehicle speeds. There will be on-street parking for the residents supplemented with secure covered parking beneath the raised garden at the centre of the development. In addition there will be a network of overlooked cycle and pedestrian-only routes through the site. These will link new leisure and community facilities, public spaces and play areas as well as completing and enhancing local pedestrian and cycle routes. On the left is a terrace of family houses and on the right is a terrace of family maisonettes with apartments above. There are private gardens to their rears. NETWORK OF FOOTPATHS This is an artist s impression of a view of the enhanced green public footpath from Highams Park to Lea Valley. The footpath connects to a new tree lined street. Apartment pavilions overlook this footpath and open spaces beyond.
4 4 New spaces for everyone s enjoyment There are two separate listed buildings on the site; on Chingford Road is the former main Tote and next to Rush Croft Sports College are the former Kennels. The characters and settings of these buildings are very important and the Tote itself is a prominent local landmark. These buildings will be restored to their original 1930 s architecture and sensitively refurbished to modern day standards to provide new leisure and community uses, for the enjoyment of the wider neighbourhood. Next to each building there will also be new, open, safe and well maintained public spaces, accessible to all. ALLOTMENTS AND GARDENS This is an artist s impression of a view, from inside the new development, towards the former Kennels showing the new allotments and gardens in front outdoor places to garden, relax, meet and play. L&Q are proposing the Kennels are used as community stores (for the storage of allotment equipment) and community meetings rooms to relate to the new allotments and adjacent gardens.
