1 Request for Qualifications RFQ CC; Class/Item Two Art in Public Places Project Managers October 15, 2013 The University of North Texas (UNT) and the UNT Art in Public Places Committee (APPC) seek responses to a Request for Qualifications (RFQ) from arts professionals residing in the United States, inviting qualifications to facilitate Percent for Art projects on the UNT campus in Denton, Texas. Two positions are open. One position will facilitate four (4) commissioned artworks for the UNT Student Union that will contribute significantly to the University Art Collection and enhance and compliment the newly renovated and expanded 300,000 square foot Union facility. One position will facilitate seven (7) individual percent for art projects at different locations on campus, some whose budgets may be combined. Salary for each engagement will be competitive and will be stated in the contract of the selected Project Manager. I. Scope of Services and Eligibility Please see attached descriptions for each contracted position. II. Project Scope Please see attached descriptions for each contracted position. For the UNT Student Union project, please also see Attachments A and B. III. UNT Contract The contractors selected for each position shall be asked to enter into a contract with the University of North Texas for the purpose of facilitating the Percent for Art acquisitions and installations, for the entire duration of each project. The UNT Student Union project is anticipated to be a two-year contract. The multiple Percent for Art project is anticipated to be a one-year contract. See attached sample contract, Attachment C (please note: the word ARTIST will be replaced with the contractor position title). IV. Submission Requirements 1. Information about UNT and the UNT Student Union UNT is the fourth largest university in Texas and the choice of more than 36,000 students. Located 45 miles north of the Dallas-Fort Worth area, UNT is situated in a college town, with 120,000 residents, and is surrounded by Denton County, with over 650,000 residents. The median and average age of City of Denton residents is mid-30s. Over half of residents have earned college degrees. Located in the midst of North Texas Horse Country, one of the largest concentrations of horse farms in the US, Denton is known for its rich African American heritage, music scene, eclectic Downtown, and annual cultural celebrations, including the Denton Arts and Jazz Festival, Blues Festival, and 35 Denton. Denton is home to a burgeoning public art collection, numerous public parks, two public universities, and the Denton State School. As a student-centered public research university, UNT is recognized for nationally ranked programs in music, the arts, public administration, and education. UNT is a diverse campus and one of only nine universities in the United States enrolling more than 5,800 Hispanic students and more than 4,300 African- American students. In fall 2009, UNT led Texas in the number of Native American Students. Female students slightly outnumber male students by about 2%. Of the more than 36,000 students attending UNT, more than 2,000 are international students, representing 125 countries, and more than 2,500 are veterans and their dependents. The existing Student Union dates to the late 1960s and hosts 2.7 million visitors annually. The new Student Union will involve renovation and expansion of the existing structure, and will utilize water efficiency measures, natural light, and renewable materials. The new building is designed to achieve Leadership in Energy and Environmental Design (LEED) Platinum Certification from the US Green Building Council and to function over a 50-year time period. UNT s vision is to be a global leader in environmental, economic and social sustainability through research, practice and education. For example, during the 2012 fall semester UNT recycled 122 tons of materials; conserved 10,800 cubic feet of landfill space, 850,000 gallons of water, and 46,000 gallons of oil; generated some of its own wind power; and saved more than 2,000 trees. The Student Union is located in the heart of the campus, surrounded by the contemporary Business Leadership Building, the historic Hurley Administration Building, a commuter transportation hub, Eagle Student Services Building, and Willis Library. The Student Union facilities will feature a myriad of dining experiences, meeting spaces, a lyceum, campus and retail bookstores, music performance areas, a visual art gallery, mail services, and more. A meditation room will be added, which will play an important role in the university s commitment to creating quality of life for the UNT community and visitors. The Student Union is home to the UNT Veteran s Center, Multicultural Center, Student Government Association, and Center for Leadership and Service. The Student Union will serve as a place to meet, relax, and interact. It will be a place that enables people to get to know one another, celebrates alumni accomplishments and stories, and promotes UNT values of Access, Accountability, Collaboration, Diversity, Engagement, Excellence, Sustainability, and Service, toward an inclusive environment where everyone can do their best work. 4 University of North Texas Art in Public Places Project Manager University Student Union: Four Commissioned Artworks Scope of Work: The APP Project Manager is a contracted position to serve on the Art in Public Places Committee (APPC), chaired by the Dean of the College of Visual Arts and Design, and liaise between the APPC and the Percent for Art process at the University Student Union. The Project Manager will facilitate the selection process, artist contracting, production, acquisition and installation of four architecturally integrated artworks in the University Union, in conjunction with renovation and construction of the building over an estimated two-year period. This position will work with contracted artists, UNT personnel and students as well as outside sources, including constituents at each site or building, UNT Facilities, BSC Purchasing, arts professionals, and contracted vendors. Responsibilities: Liaise with Union Art Committee (UAC), architects, construction project manager, UNT Business Services Center (BSC), and UNT Art in Public Places Committee (APPC), throughout selection and installation processes. Manage the Request for Qualifications (RFQ) and resulting proposal process. Convene and chair a Selection Committee of 5-7 arts professionals from outside UNT as well as appropriate UNT representatives and contracted architects. Facilitate contracting of artists and production, acquisition, transportation, preparation, and installation of artworks. Work with selected artists to create project budgets and strategic plans to implement projects. Manage project budget, purchase materials, and hire appropriate vendors, contractors. Report monthly at Art in Public Places Committee Meetings. With UNT Collection registrar and artists, develop a maintenance plan for acquired artwork and archive all necessary agreements, correspondence, invoices, images, etc. Skills Required: Ability to diplomatically and clearly communicate the Percent for Art process, visual art elements and design principals, and the logistics of art installation and safe display to people in a variety of positions, who may not have an art background. Ability to work with diverse individuals, including multiple artists. Ability to successfully manage logistics for multiple projects, with changing deadlines, numerous people, and complex production. Ability to follow university protocols and maintain detailed records. Experience Required: Minimum of Bachelor s Degree and significant experience in a visual art exhibition or display role in a gallery, museum, or public art program. 5 Experience facilitating production and installation logistics of large-scale, architecturally integrated artworks. Knowledge of contemporary art. Physical and IT Requirements: The contracted Project Manager should be able to communicate by phone and (text is also desirable) and create documents and presentations. This position will be required to visit construction sites that may include wearing a hard hat and traversing varied surfaces and pathways. This position should have knowledge of computer programs and access to a computer to organize, distribute and present data (Microsoft Word, Excel and PowerPoint). Position and Compensation: This is a contractor position starting on or near November 18, 2013, with duration of completion of the projects (estimated at two years). Construction begins in October 2013, and the building is anticipated to reopen in the fall of Supervision and/or support will be provided by the Chair of the Art in Public Places Committee. Hours are flexible and independent and must accommodate the schedules of various committees, artists, vendors, etc. The contractor will be provided a UNT address, will represent UNT in conjunction with these projects, and will uphold the Percent for Art and Art in Public Places policies. The contractor fee is competitive and will be stated in the contract of the selected Project Manager. Projects and Estimated Budget Allocations (to include 10% Maintenance Reserve and Negotiated Project Management Fee): University Union Project No. 001 Third Floor Corridor, $410,000 Project No. 002 Two-story Bookstore and Dining Atrium, $360,000 Project No. 003 Curved Wall in Public Dining Room, $176,000 Project No. 004 Meditation Room Entrance Wall, $72,750 Total Estimated Project Budget is $1,284,000 (see RFQ attached), including maximum commission budgets listed above, a maintenance fee of $120,000, a negotiated project management fee, and other expenses. Estimated budget amounts are inclusive of all costs associated with the individual project, including but not limited to artist fees, project management fee, other consultants fees, insurance to cover the scope of the project, design, materials, fabrication, transportation and installation, including any site modification, and a 10% maintenance reserve. 8 University of North Texas Art in Public Places Project Manager (Seven Projects with budgets under $200,000) Scope of Work: The APP Project Manager is a contracted position to serve on the Art in Public Places Committee (APPC), chaired by the Dean of the College of Visual Arts and Design and co-chaired by the Director of the UNT Galleries, and liaise between the APPC and the Percent for Art process. The Project Manager will facilitate the acquisition and placement of artworks in the University Art Collection and their installation on campus, in conjunction with a series of seven renovation and construction projects with Percent for Art project budgets totaling $217,986, including management and maintenance fees. Several of the projects may be combined. This position will work with UNT personnel and students as well as outside sources, including constituents at each site or building, UNT Facilities, BSC Purchasing, arts professionals, and contracted vendors. Responsibilities: With APPC Co-Chair, conduct communication and meetings with the project location manager to initiate the Percent for Art process. Hold information and planning meetings with constituent Advisory Committees for each project. Working with the Advisory Committee and the APPC, develop a Call for Entries (CFE). Post CFE and answer artist inquiries. Work with IT professionals to produce reports from the UNT Artist Registry and organize data into a presentation format. With APPC support, convene a Selection Committee of 3-5 arts professionals from outside UNT as well as appropriate UNT representatives and secure professional commitments to serve as the selection committee for all seven projects. Lead the Selection Committee to develop a pool of qualified artist candidates from the UNT Artist Registry for presentation to the Advisory Committee. Facilitate Advisory Committee review to select artworks for acquisition. With the UNT Collection Registrar, facilitate acquisition, transportation, preparing (framing), and installation of artworks. Manage project budgets. Report monthly at Art in Public Places Committee Meetings and weekly in UNT Galleries Staff Meetings. Maintain Art in Public Places blog with progress updates, location events, etc. With UNT Collection Registrar, develop a maintenance plan for acquired artwork and archive all necessary agreements, correspondence, invoices, images, etc. Keep and manage accurate and relevant records of correspondence and meeting notes, negotiations and transactions, and records pertaining to artists and artworks acquired. Experience Required: Bachelor s Degree and 2-3 years experience in a visual art exhibition or display role in a gallery, museum, or public art program. Experience handling or overseeing the handling of artworks. Knowledge of contemporary art. Physical and IT Requirements: The contracted Project Coordinator should be able to communicate by phone and (text is also desirable) and to visit construction sites that may require wearing a hard hat and traversing varied surfaces and pathways. This position is best served by having light tools available, such as a tape measure and camera, as well as a cell phone and laptop computer.. Position and Compensation: This is a contractor position starting on or near November 18, 2013, with duration of completion of the projects (anticipated to be one year). Supervision and/or support will be provided by the UNT Collection Registrar and the APPC Co-Chair through the UNT Galleries. Hours are flexible and independent and must accommodate the schedules of various committees, artists, vendors as well as the needs of the projects. The contractor will be provided a UNT address, will represent UNT in conjunction with these projects, and will uphold the Percent for Art and Art in Public Places policies. A desk and desktop computer are available at scheduled times in the UNT Galleries office, and other work station may be made available.
