2 I. BACKGROUND/HISTORY The Oldest House Laceyville Area Historical Society is seeking a consultant to prepare an historic structure feasibility study for foundation and structural repairs to the Oldest House in Laceyville, Pa. The Oldest House, located at 297 Main Street Laceyville, Pennsylvania was originally built in 1781 on property thought to have been owned by Dr. William Hooker Smith of the Forty Fort area. The House was used as a private dwelling with its ownership changing at regular intervals over the years following its construction. Those persons who lived in the house used it as a residence as well as at times as a store, house of worship, post office, and tavern. The last owners to reside in the house purchased it in The house was remodeled to make it more comfortable but all attempts were made to preserve its historic integrity. In 1973 after having been vacant for a number of years the building was purchased by a local antique dealer but he once again did only minimal restoration. The newly formed Area Historical Society bought the house in 1976 and incorporated it as a non profit. The intent was to preserve the House and have it open as a museum and tribute to the history of the local town and surrounding area. Porches, a patio and several roofs have been added or replaced, with up keep projects to repair and maintain electrical, heating and windows. The basic floor plan and exterior walls have changed little since its construction 237 years ago. The legal description is as follows: all that certain piece or parcel of land, situated in the borough of Laceyville, county of Wyoming, and State of Pennsylvania, bounded and described as follows: Beginning at an iron pin in the Southerly edge of the sidewalk on the South side of Main Street, being corner of G. Brown lands; thence along said sidewalk the following two (2) courses: Bearing (1) South sixty eight (68) degrees forty five (45) minutes twenty (20) seconds East ninety seven and twenty one one hundredths (97.21) feet; and two (2) South seventy two (72) degrees nine (09) minutes ten seconds (10) seconds East on e hundred six and twenty three one hundredths (106.23) feet to an iron pin corner found in place of E.M. Mast; thence along the line of lands of said Mast bearing South seventeen (17) degrees fiftythree (53) minutes fifty (50) seconds West one hundred thirty and fourteen one hundredths (130.14) feet to an iron pin corner in the Northerly edge of Lehigh Valley Railroad right ofway; thence along the Northerly edge of said right of way bearing North sixty six (66) degrees eight (08) minutes West two hundred thirty one and forty three one hundredths (231.43) feet to an iron pin corner of G. Brown; thence along the line of lands of said G. Brown bearing North thirty one (31) degrees twenty six (26) minutes twenty (20) seconds East one hundred fourteen and eighty six one hundredths (114.86) feet to the place of beginning. Containing acre more or less. 2

3 The feasibility study will include an assessment of the building by an architect skilled in historic rehabilitation. The assessment will also include detailed drawings of the portions of the building that require rehabilitation, as well as an assessment of the exterior land grades as they relate to maintaining the structural improvements. As well as a list of requirements necessary for the building to be code compliant if required. In addition there will be detailed cost estimates for proposed repairs and rehabilitation as well as electrical upgrades in the areas being worked on. The plan needs to include photos of the building and a detailed analysis of state and federal funding opportunities. The Oldest House Laceyville Area Historical Society s vision for rehabilitation is to preserve the Oldest House as a community landmark and museum. A means to promote tourism for the community, this project will provide jobs during the renovation phase and encourage visitation of the region once the overall project is completed. The outcome is an increased number of patrons to local businesses, including restaurants and retail stores, in Laceyville and the surrounding area. The Historical Society has established a not to exceed price of $ , including all reimbursable expenses, for feasibility study services outlined in this request for qualifications. In order to keep expenses to the not to exceed price, the Historical Society encourages the collaboration of architectural services with local universities and qualified members of the community willing to volunteer their expertise in the areas which need work. II. INTRODUCTION OF AGENCY The Laceyville Area Historical Society was established in 1976 as a non profit organization Interested in preserving the community s history through what is thought to be the oldest frame house in the surrounding four counties. The Association is dedicated to the historical preservation of Laceyville and its surrounding regions. Laceyville is a small town nestled in rural Wyoming County and Northeastern Pennsylvania's Endless Mountains. Throughout the year, the Oldest House Laceyville Area Historical Society gives back to the community through events planned to celebrate local history and genealogy. III. GOALS FOR FEASIBILITY STUDY The goals for the feasibility study are to determine the feasibility of rehabilitating the historic house in order for it to continue in its role as a community landmark and museum helping to add to the Tourism of the area. IV. SCOPE OF WORK The study will assess the work necessary to complete the rehabilitation required. The consultant will list any sub consultants they propose to work with to complete the study (e.g. Structural or MEP Engineers, Environmental (abatement) Firm, etc.). The study will include the following sections: 3

4 Section 1: Architectural/Engineering/Structural Analysis Section 2: Facility Cost Analysis Section 1: Architectural/Engineering/Structural Analysis The Architectural / Engineering / Structural analysis will assess the current condition and structural integrity of the facility, as well as the cost of rehabilitating the structure to meet all necessary codes and structural repairs. The system changes are of equal concern. Plumbing, electrical, and landscaping, in the rehabilitated areas. Facility Report: Hazardous waste assessment Systems report: electrical, plumbing, landscaping Fire and Safety cost to meet code requirements Handicap access / ADA compliance if necessary Walls and flooring only as applicable to rehabilitated area Foundation Historical and Aesthetic Features Report: Features wish to maintain as is for historic integrity Section 2: Facility Cost Analysis The facility cost analysis will determine the cost of rehabilitating the house upon acceptance of the feasibility study and a commitment to follow through with the rehabilitation, a capital budget would be prepared. Final Presentation Prepare a presentation upon completion of the final section of the work, to explain the proposed design and projected costs for the project. V. TIME/COST ESTIMATE The anticipated distribution of work between the working group and the consultant must be specified. Laceyville Area Historical Society would like this plan begun in January, 2014, a draft plan prepared by March 15, 2014, and the final report completed by April 15, Should this timeline be too restrictive or additional elements of work are agreed to by the parties, LAHS 4

5 expects bidders to state that in their proposal and include a specific amount of additional time needed. The expected consultant fee and target dates for completion of each work element (as extrapolated from information in this document) are to be specified. The selected consultant will work with the LAHS to compile necessary for the project. Due Dates: January 2, 2014 RFP Distribution to Consultants February 3, 2014 Site Visit for Interested Consultants 2:00 p.m. April 15, 2014 Deadline to Submit Proposals May 15, 2014 Anticipated Decision and Selection of Consultant VII. PROPOSAL CONTENT Each proposal should consist of the following sections: Executive Summary, Scope of Services, Consultant s Qualifications, and Time and Cost Estimates. EXECUTIVE SUMMARY The Executive Summary must recapitulate in concise language the information contained in all other sections of the proposal. It should include a general description of the Consultant's approach to the Feasibility Study. The Executive Summary will not contain any cost data. SCOPE OF SERVICES Detailed description of how the consultant proposes to accomplish the scope of work, including the level of drawings that are recommended to document the existing conditions and to illustrate the potential changes needed to rehabilitate the areas in need. CONSULTANT S QUALIFICATIONS The Consultant explains their professional competence in the following disciplines: Architectural & Engineering qualifications Completion of studies and designs for similar structures Knowledge of historic preservation standards, building codes and ADA requirements Heritage sites and museums Regional planning and intergovernmental cooperation Professional references Proof of licensure, certifications and any other requirements made by Commonwealth of Pennsylvania law, as well as all appropriate and necessary insurance coverage. For evaluation purposes, each proposal must include: 5

6 A brief history of business/firm A description of any experience with similar types of rehabilitation. Qualifications of any other personnel you may be using for certain aspects of the project Certification that key personnel proposed for the study are presently employed by the firm, available to work on this plan, and will remain assigned to this study until the final product is completed to our satisfaction. VIII. Box 175 Laceyville, PA E mail: deremer@epix.net Proposals must be postmarked no later than the end of the day April 15, 2014 to be eligible for consideration. Any proposal received after the required time and date specified for receipt shall be considered late and non responsive; and will not be evaluated for award. The Executive Committee consisting of the Historical Society officers and Board of Directors will evaluate proposals. The evaluation will include the following areas: Basic Understanding of the Project. Completeness of response to the RFP. Consultant s experience with similar projects. Consultant s disciplines, expertise and qualifications. Consultant s past performance. Qualifications of personnel committed to the project. Consultant s ability to guarantee that the personnel committed to the project will remain the same throughout the study. Consultant s availability and accessibility. Consultant s willingness to offer suggestions or recommendations beyond the minimum project scope. 6

7 Cost analysis. Commitment and ability to complete work within an acceptable time schedule. Consultant s ability to comply with all relevant laws and regulations. The Executive Committee for the Study will schedule interviews with the most qualified Consultant s. The Study is expected to begin as soon as possible and anticipate selection of a firm by May 15, The successful candidate should be prepared to commence work within ten (10) days of authorization. No individual or firm responding to this RFP will be discriminated against because of race, religion, color, sex, or national origin. This RFP does not commit the Laceyville Area Historical Society to award a contract or pay any cost incurred in the preparation of a proposal. The Laceyville Area Historical Society reserves the right to accept or reject any or all proposals or parts of proposals received as a result of this request. Additionally, LAHS reserves the right to waive irregularities contained in proposals received. Finally, the Laceyville Area Historical Society reserves the right to cancel this RFP, in part or in its entirety, if in its sole determination, it is in its best interest to do so. The Laceyville Area Historical Society may enter into an agreement with the selected applicant based on their proposal without further discussion, or may require the applicant to enter negotiations. Applicants may be required to submit cost, technical or other revisions of their proposals that may result from such negotiation. The Laceyville Area History Society reserves the right to request any additional data, enter into further discussions, or require additional presentations in support of the written proposal at any time, prior to the execution of a contract. All proposals submitted shall remain effective subject to review and approval for a period of sixty (60) days from the deadline for submitting proposals. 7
