5 State, Regional, Transit, Local Planning Roles California Air Resources Board (CARB) Protects public health, welfare and ecological resources through the reduction of air pollutants while considering the effects on the economy of the state. Metropolitan Transportation Commission (MTC) Plans, coordinates, and distributes transportation funds in the nine-county San Francisco Bay Area. Association of Bay Area Governments (ABAG) Responsible for regional planning, excluding transportation. Bay Area Air Quality Management District (BAAQMD) Develops the air quality plan for the region, in conjunction with MTA and ABAG. Santa Clara Valley Transportation Authority (VTA) Responsible for countywide planning for transit, roadways, Intelligent Transportation Systems, bicycles, and pedestrian facilities. Cities and Santa Clara County Initiates changes in land use by adopting changes in zoning and regulating future development. 4
6 Key State Initiatives Assembly Bill 32: California Global Warming Solutions Act Passed in 2006, requires major sources of greenhouse gas (GHG) emissions to report annual emissions and take steps to help the state reduce total GHGs by 25 percent by Senate Bill 375: Redesigning Communities to Reduce Greenhouse Gases Passed in 2008, supports Assembly Bill 32 by requiring regional planning organizations to work with the California Air Resources Board to evaluate land-use patterns and create long-term housing and transportation plans that will help achieve the goals of Assembly Bill 32. 5
7 Key Regional Initiatives Resolution 3434 (MTC) Identifies specific transit projects as priority for expansion, funding is linked to the establishment of: Corridor-level housing thresholds Local station area plans that address future land use changes and station access needs Corridor working groups that bring together local and regional planning staff, and key stakeholders BART Silicon Valley was selected as a priority transit expansion project Transportation for Livable Communities (MTC) Awards grant funding to projects that support multimodal travel, transit-accessible neighborhoods, and the expansion of jobs and housing in existing urban centers. Priority Development Areas (MTC, ABAG, BAAQMD) Effort to promote compact and equitable development that protects and enhances quality of life by: Preserving open space and agricultural resources Strengthening existing city centers Encouraging more compact and walkable suburbs Protecting regional open space 6

Community Design and Transportation Program Collaborative and innovative program developed in partnership with local governments and the community to integrate transportation and land-use in cores, corridors and station areas. Reshapes existing environment to better blend urban form and multi-modal options Supports a new suburban form that works to compliment urban centers and halt sprawl and low-density development Program emulated regionally and nationally Transit Sustainability Policy Provides framework for efficient and effective expenditure of transit funds, to realize the highest return on investment for public good and ridership productivity. Respond to market needs Seek the highest and best use of funds Obtain maximum benefit for each dollar spent Increase transit usage per capita Enhance Santa Clara Valley s environment and quality of life 7

Joint Development Policy Maximizes the economic values of VTA real estate assets through consensus-driven, site-appropriate development that also increases transit ridership, creates vibrant community assets and enhances the long-term life of VTA s facilities Measure A Half-cent, 30-year local transit tax approved by more than 70 percent of voters for capital improvement projects. Includes 14 transit projects, including: Extension of BART into Santa Clara County Development of light rail extensions Transit center construction Bus and light rail vehicle purchases Commuter rail improvements The BART Silicon Valley extension is the 2000 Measure A priority project. 8

20 Land-use Challenges Land-use Cities control land-use designations. Zoning Changes Federal environmental clearance and funding program timing limits public agency s ability to acquire land prior to changes from adopted plans. Higher densities and mixed uses have resulted in higher land acquisition costs by public entities. State Eminent Domain Legislation New property acquisitions - If the intended use of a property changes within 10 years, a new Resolution of Necessity must be adopted or the property must be offered for sale to the original owner. Political Challenges Balancing the objectives of all jurisdictions. Coordination between jurisdictions to ensure that area plans are implemented appropriately after the transit infrastructure is in place. Community concerns related to high-density development. Maintaining light industrial and R & D uses to continue job growth in Silicon Valley. 19
