1 TEPOA GOLF COURSE RULES GOVERNING DOCUMENTS, RULES FOR THE COMMON AREAS, SECTION IX 1. GOLF COURSE HOURS Open dawn to dusk except Mondays when the course opens 9:30 am. Walkers are permitted on the golf cart paths from sunset to sunrise, unless there are golfers present and playing golf. 2. LEAGUE PLAY Reserved for Ladies League Golf 8:00 am 1:00 pm (approximately) Tuesday Reserved for Scramble League Golf 8:00 am 1:00 pm (approximately) Thursday Reserved for Men s League Golf 8:00 am 1:00 pm (approximately) Saturday Check with the Pro Shop at (520) Due to weather conditions, if League Play (Men s Golf, Women s 9 & 18 Holers, or Scramble) cannot commence prior to 10:00 am, the event will be cancelled. Winter starting times, normally one (1) hour later for League play. All players must have an up-to-date Member/Owners, Residents or Renters identification card in good standing in their possession to register for golf privileges at the Pro Shop. Fees for use of golf course by non-members and charges for range balls will be posted in the Pro Shop. Such fees shall be paid in advance of play. 3. GOLF COURSE RULES (1) All players must have an identification card in good standing to register for golf privileges at the Pro Shop. Non Member/Owners, Residents, and Renters must register, pay appropriate fees, and pick up their receipt. If a Starter is present at the first tee and requests identification or proof of signin/payment of fees, all golfers must comply with the Starter s request. (2) Tees are required on all tee boxes. (3) No more than five (5) players may play together unless in a TEPOA sanctioned event. Each player must have his/her own golf clubs. Keep pull carts and carry bags at least five (5) feet from the greens. Do not lay carry bags on the greens. (4) A TEPOA Starter or Player Assistant is empowered to enforce these rules and has the authority to see the TEPOA Member/Owner, Resident or Renter identification card or greens fee receipt for Guests to ensure the player is properly registered to play. Any golfer who refuses to identify himself/herself to the Starter or Player Assistant when requested shall be ejected from the course immediately and the incident reported, in writing, to the General Manager. (5) Motorized carts must stay on cart paths or desert areas. Desert areas are defined as sand and gravel areas. Any area where there is any brown or green grass is considered non-golf cart area (See Special
2 Rules for those with handicap flags). Only motorized golf carts (gas or electric) specifically designed for use on a golf course or hand-pulled carts are allowed. Motorized carts which have narrow tires, yet may have been outfitted for use on a golf course, must stay on cart paths at all times. No automobiles are allowed on the Course. (6) The irrigation pond between #2 and #8 fairways is a dangerous area. Golf balls shall not be retrieved from the pond. (7) No golf carts (except Handicap) will be driven between #2 and #6 greens. No golf carts (except Handicap) shall be driven between #4 and #5 fairways, or on the west side of #5 green. (8) All motorized golf carts must always be kept twenty (20) feet or more away from any green, except on those holes where the cart path is closer to the green. Pull carts shall not be pulled onto, or parked on, the apron of any green. (9) A non-playing person may ride in a golf cart with a playing golfer. A non-playing child must remain in the cart at all times. (10) No children under eight (8) years of age are permitted on the Golf Course at any time, except under special circumstances. Children eight (8) to seventeen (17) must be accompanied by an adult eighteen (18) years of age or older, and must follow all Golf Course Rules. (11) Drivers of golf carts on the golf course must be at least sixteen (16) years of age and have a valid or expired driver s license. No more than two individuals are permitted to ride in a golf cart while on the Golf Course. (12) Golf etiquette requires groups that are impeding play (groups with a pace of play that allows a clear hole ahead) to signal players through and allow them to reach a safe distance before continuing play. Players searching for a lost ball shall invite players through and then wait until they are out of range before resuming play. A maximum of five (5)minutes is allowed for searching. (13) If a Golf Course employee reaches a tee, green or sand trap before any of the golfers have begun play, then the employee should be allowed to complete the task on that tee, green or sand trap. (14) The Golf Course is for golfing only, except Monday morning before 9:30 am and between dusk and dawn, when walkers and bicycles are permitted on the cart paths only. When Monday is a TEPOA recognized holiday, normal Golf Course hours prevail and walking on the course is not permitted. (15) Proper attire must be worn at all times. Shirts must be worn at all times on Golf Course property. (16) Groups coming off of the front nine will alternate with groups starting on #10 tee. Starting on #10 tee is not allowed between the hours of 11:00 am and 3:00 pm on Monday, Wednesday, Friday and Sunday during the months of January, February and March, unless specifically permitted by the Pro Shop staff. (17) Pets are prohibited on the Golf Course except for assistance animals. (18) No noxious, offensive, illegal or violent activity is permitted on the Golf Course or in the Pro Shop. (19) Smoking is not permitted in any building. Please use appropriate receptacles for disposal of cigarettes and other waste. (20) Lightning is prevalent during the monsoon season. USE OF THE COURSE IS AT YOUR OWN RISK, PARTICULARLY DURING INCLEMENT WEATHER. Should the warning horn be sounded, golfers must clear the course immediately.
3 (21) Penalties for violation of these rules may result in temporary suspension of playing privileges, depending upon the severity of the rules infraction. (22) Player Assistants and Starters are volunteers. They are Member/Owners and Residents of Tucson Estates, who are dedicated to keeping our Golf Course in good shape for you to enjoy. Please treat them with the courtesy and respect they are due. GOLFERS ARE ENCOURAGED TO PLAY READY GOLF 4. RULES FOR OPERATION OF GOLF CARTS WITH HANDICAP FLAGS (1) Obtain a Handicap Flag Application from the Golf Course Pro Shop or Association office, complete it and return it to the TEPOA office for processing. This application will require either a certification by your physician of your need for using the Golf Course off the cart paths, or you will need to provide documentation of your qualification for an Automobile Handicap Parking Permit. You will then be eligible to purchase a Handicap Flag that must be displayed on your golf cart. (2) 90 Degree Rule: The 90 degree rule must be followed on the fairways at all times. Drive carts on cart paths and enter the fairway only at a point directly opposite your ball. On holes #2, #3, and #6 where there are cart paths on both sides of the fairway, you may enter the fairway to hit your ball and proceed to the nearest cart path. The person who has a registered and displayed handicap flag must be present in the golf cart. (3) 90 Rule Defined: There is nothing in the U.S.G.A. Rules of Golf defining the 90 rule. It is defined and implemented by each individual Golf Course. The 90 rule means you turn from the cart path at a 90 angle to go to your ball. You then return to the cart path at the same angle you used going to your ball. Exceptions: If it is less damaging to the course you may continue on to the cart path, rough or desert on the opposite side of the fairway. It is a matter of common sense used by the golfer and Player Assistant as to which approach is less damaging to the course. (4) Greens: All motorized golf carts operated by golfers with a handicap flag displayed, must always be kept twenty (20) feet or more away from any green, except on those holes where the cart path is closer to the green. (5) Tees: Carts must remain on the cart paths adjacent to all tees. Do not park on edges of tees. Keep all wheels of the golf cart on the cart path. No motorized golf carts are allowed adjacent to #18 men s tee box. (6) 90 Rule: During the period of May 1st through September 30th golf carts will be allowed on the fairways without a handicap flag, subject to existing course rules, for all golfers. (7) Use of a golf cart by others: The Member/Owner of the handicap flag may have a designated driver. However, the designated driver must follow the standard cart path rules for the driver's golf play. Only the person who has a legally authorized handicapped certification is allowed to receive the privileges of the Handicap Flag. (8) Special Notice: Player Assistants, when acting in the capacity as an on-duty Player Assistant, are permitted to disregard the 90 rule when necessary in the performance of their duties. 5. GOLF COURSE PLAYER ASSISTANT PROGRAM
4 (1) The primary purpose of the Golf Course Player Assistant program is to enhance the golfers enjoyment of the golfing facilities at Tucson Estates, and to encourage all golfers to adhere to the Association s written rules and practices while on the Golf Course. A secondary purpose is to bring to golfers attention the Rules of Golf as they apply to Tucson Estates Golf Course and to the etiquette of golf as stated by the United States Golf Association. To that end, the use of "Golf Course Violation" tickets is hereby modified, with the understanding that tickets will be issued only in those instances where a golfer conducts himself or herself in such a manner as to violate Section 8.5 of the Conditions, Covenants and Restrictions of Tucson Estates Property Owners Association, Inc. which states: "8.5. No noxious, offensive, illegal or violent activity shall be carried on upon any Lot or Common Area nor shall anything be done thereon which may be or may become an annoyance, nuisance or danger to the community or its Residents. Residents violating this provision may be subject to suspension or revocation of all their Common Area rights at the Board's discretion." (2) When a Golf Course Player Assistant observes a violation of the current Golf Course Rules, he/she will verbally notify the golfer(s) of the violation. Such notification will be delivered in a courteous and professional manner. The date and time of the notification and the name of the golfer so notified, shall be entered into the "Player Assistant's Logbook", which shall be maintained at the Golf Course club house office. Under no circumstance, shall a golfer's name be entered into the logbook without having first advised the golfer that he/she was noted to be in violation of a Golf Course rule. (3) Inasmuch as the Player Assistant program is under the supervision of the General Manager, periodically, the General Manager shall review the Player Assistant's Logbook to determine the severity and frequency of rule violations by the golfers. Should the General Manager determine that a golfer is violating the Rules of the Golf Course with such frequency that corrective action might be necessary. The General Manager will bring that matter to the attention of the President of the Board of Directors. If the President concurs, he/she will direct the General Manager to contact the errant golfer and issue a verbal warning that any further violations within a four (4) month period will result in a Call to Hearing. The General Manager will prepare a memorandum for the record indicating the date and time he/she met and cautioned the errant golfer. The Hearing Panel shall take such corrective action as is deemed appropriate, including suspension of use of the Golf Course. The golfer has the right to appeal the Hearing Panel decision in accordance with the appeal process contained in the Bylaws. 6. BILBY ORDER GOLF TOURNAMENTS Judge Bilby ruled August 27, 1993 and October 29, 1993 that the Tucson Estates Golf Club shall be open to any member of the T.E. Homeowner Association and any resident of Tucson Estates II (Foothills) and any resident of Western Way RV Park except for certain times as listed in Section 9, TEPOA Golf Course hours. (1) Special ID cards are available for TE II (Foothills) residents and any Western Way RV Park residents to show proof of residency. (2) Any organization or club may request in writing at least sixty (60) days in advance to request exclusive use of the Golf Course for a specific event between April 15 and September 30. The Board will decide whether to permit the event if it will not close the course for the entire day.
5 (3) Exceptions: a. Upon recommendation of the Golf Course Committee and approval by the Board of Directors, The Canadian Cheese Scramble will be allowed in January each year. b. Upon recommendation of the Golf Course Committee and approval by the Board of Directors, the Alternate Shot Tournament will be allowed in March each year. 7. RULES FOR USE OF THE PRACTICE RANGE (1) The Practice Range will only be open when the Pro Shop is open. (2) Register at the Pro Shop with your TEPOA ID card. (3) Exchange your TEPOA ID card for a key that will be used to open the practice range gate. (4) You may only take those individual clubs desired to be used for practice. (5) No bags, balls or other containers are allowed to be brought in. (6) Only one person may enter through the gate per key. Guests and/or observers are not allowed on the range. People inside the gate will not be allowed to open the gate for any other person to enter. (7) Varying sizes of practice ball buckets will be sold at the Pro Shop for use at the Practice Range. Size and price will be posted. Golf Course volunteers, including those who donate their time in support of the Golf Course needs such as picking up driving range balls, washing driving range balls, fixing tee and green divots, filling ball and club washers, crushing and bagging cans and other related Golf Course support activities, continue to receive free use of the Practice Range. (8) You must follow any directions given by the volunteer stationed at the range. (9) When finished on the range, the key must be returned to the Pro Shop where it will be exchanged for your the TEPOA ID card. (10) The practice range is open to residents of Western Way, Foothills (TE2) and Guests of Tucson Estates. Tucson Estates Guests under 18 years of age must be accompanied by a current Member/Owner, eligible Resident or eligible Renter.
