1 HOUSE RULES Chapter 1 General Rules. Area of use 1. The house rules apply to all the residents of the dorms in the Aarhus University Park. This includes guests, visitors etc. Responsibility for guests etc. 2. The individual resident is responsible for his/her own guests, visitors etc. in accordance with the house rules. The jurisdiction of the Dorm Council 3. The Dorm Council can at any time, by request or by own volition, commence proceedings in a case concerning the violation of the house rules. Appropriate behavior by the residents of the Aarhus University dorms 4. Considering the goals of the Aarhus University dorms and common decency you are required to: a) Act with common consideration and civility towards each other and the staff. b) Refrain from engaging in noisy activity outside of the hours from 17:30 to 19:00. c) Refrain from engaging in noisy activity and the playing of music except for the aforementioned hours and Friday and Saturday evenings. d) As often as possible plan for parties in the kitchens, halls and rooms to take place during the weekend or evenings prior to a holiday. Such parties must always be preceded by proper notice in the form of a written note placed at the entry to other halls in the dorm building at least three days in advance. e) As often as possible arrange for larger parties to take place in the common house, the Efor, unless the entire dorm house participates in the party. f) Show special consideration for residents that are studying for an exam. Maintenance of buildings and furniture 5. In order to maintain a reasonable standard concerning the state of the dorm buildings, appliances and furniture while reducing costs you are required to: a) Use the furniture and appliances with common consideration and only use them as intended. b) Follow directions given by the manager. c) Report malfunctions and other damages as quickly as possible within the opening hours of the dorm office. d) Comply with current instructions and the directions of the manager in accordance with litra b), if you paint your room or make use of the common house, the Efor. Chapter 2 The recidents internal relationship in the dorm house. Kitchen duty 6. The resident must fully participate in the cleaning arrangements and proceedings of their current dorm house.

2 Kitchen funds 7. The residents are obligated to pay reasonable periodical tributes to the kitchen funds. The amount to be paid is determined by the dorm house residents. Term cleaning 8. All kitchens and hallways must be thoroughly cleaned at least once every six months, and the residents are obligated to participate in this cleaning at their current dorm house. Chapter 3 The residents relationship to the dorm office. The office s access to resident rooms 9. Only the manager, or someone authorized by the manager, has the right to access a resident s room if his job necessitates it. The manager is responsible for the authorized person s actions or failure to act as if these were performed by the manager himself. Access to a resident s room will only take place if the resident in question allows it or if proper notice has been given two days in advance, unless in case of an emergency. The resident s responsibility for compensation 10. Any resident is liable to pay compensation in accordance with the usual practices of Danish law and is likewise liable to pay compensation for damages whether or not the Aarhus University dorms have valid insurance covering the damages. Pets / household animals 11. You are not allowed to keep pets or household animals anywhere in the dorm without applying for, and receiving, the proper authorization from the Dorm Council. This does not apply to aquarium fish kept in fish tanks containing up to 200 liters of water. Also, a maximum of two birds may be kept in a birdcage without prior authorization. Payment of rent 12. All residents are obligated to pay rent one month in advance, counted from the first day of a new month. Residents are obligated to pay their rent through PBS, a payment service provided by the banks of Denmark (Pengeinstitutternes Betalingsservice). Proper payment of the rent is due on the 4th of each month unless the 4th day is a Sunday / bank holiday, in which case payment must be made the following day. The rent money is automatically transferred to the University Dorm on this day through PBS. The tenancy may be terminated if the resident is in arrears with the rent and a written warning has been issued to the resident. Being in arrears with the rent 12a. If the rent is paid later than the due date (see 12), an additional fee equivalent to the maximum fee determined by the Renter s Law 93 part 2 will be added. Failure to pay this fee is considered to be the same as not paying rent. Information regarding the current size of these fees can be acquired from the manager.

3 Chapter 4 The resident. Affiliation to the University and the duty to occupy 13. The dorm s instrument of foundation 2 the dorms must serve as accommodation for the students at Aarhus University as well as the instrument of foundation 8 regarding specific terms for staying at the dorms mean that residents at all times must be in possession of a proof of enrolment or some other form of valid affiliation to the University of Aarhus, and that they must be actively studying. A dorm room may only be occupied by the person to whom it was given. Residents are not allowed to have another permanent residence while staying at the Aarhus University dorms; the dorm room is required to be that person s primary residence. Vacating, the stay at the dorm and admission 14. Residents that do not fulfill the obligations mentioned in 13 may stay at the dorm for no more than three months. The Dorm Council may however in special cases grant two months of extension time following a written application for dispensation. Part 2. The maximum amount of time a resident may occupy a dorm room is eight years. This amount of time may be extended by the Dorm Council following a written application for dispensation. An extension may be given if the terms of 13 are met. Part 3. First time applicants to the Aarhus University dorms may be of no more than 32 years of age. Dispensation may be granted. Subletting 15. Residents are only allowed to sublet their dorm room following a written application to the Dorm Council, which must be provided at least one month prior to the sublease period. Rooms may not be sublet for more than 12 months. The person occupying the room during the sublease period must be able to fulfill the obligations stated in 13. A sublease period will only be approved if the resident is able to prove that his/her absence from the dorm is somehow related and relevant to the resident s studies, according to 13 part 2. This documentation must be provided to the Dorm Council. A sublease application form may be acquired at the dorm office. Illegal subletting 16. If it is determined that any sublease period violates the rules stated in 15, it may result in the termination of the tenancy. This means that neither the original nor the current resident will be allowed to remain in the dorm room, and also that these persons will not be eligible to apply for a room at the University Dorm in the future. Chapter 5 The dorm office and legal proceedings / considerations. Misuse of IT / telephony 17. Violation of the contract concerning the use of the internet / intranet may, in addition to the general possibilities for sanctions mentioned in 21, results in the disconnection of the internet / intranet and the telephone.

4 Violation of the house rules and the complaints procedure 18. Any resident or employee at the Aarhus University Dorm may lodge a complaint concerning violations of the house rules with the Dorm Council. Such a complaint must be in writing and contain a description of the events as well as the grounds for the complaint. Before a complaint concerning violations of the house rules may be lodged, the defendant must be notified that said complaint will be lodged. The complaint must be lodged with the Dorm Council no later than three days after the event complained about has taken place. Complaints not consistent with these rules may be dismissed, but the Dorm Council may also decide to deal with such a complaint under special circumstances. Examination of the case 19. The target of the complaint will be allowed to produce a written plea which must be submitted to the Dorm Council no later than seven days following the complaint reaching the defendant. The Dorm Council may decide that further written pleas must be produced to further illuminate the case. The Dorm Council may deem necessary that negotiations need to take place verbally. Witnesses may also be called upon to account for the events in question. Case closure 20. Once the Dorm Council deems that the case has been properly investigated, as described in 19, the Dorm Council will decide whether or not the complaint is justified. If the complaint is dismissed or found not to be justifiable, the involved parties will be notified in writing and both plaintiff and defendant will be notified of any sanctions. The general possibilities for sanctions 21. The Dorm Council has the right to execute the following sanctions: a) Inform the defendant that another justifiable complaint will result in a warning. b) Issue a warning, informing the defendant that another justifiable complaint will result in the termination of the tenancy. c) Termination of the tenancy. The Dorm Council may be more or less lenient considering the nature of the complaint, and only severe cases will result in the termination of the tenancy without prior warning. Coming to an agreement, re-consideration etc. 22. The Dorm Council s final decision may not be appealed, but the Dorm Council may at any time decide to open or re-open a case within the Executive Committee or the Dorm Management. The Dorm Council may under special circumstances re-open a case and change an earlier verdict.

5 Disqualification 23. General administrative law regarding special disqualification is used in these cases which means, among other things, that a member of the Dorm Council is considered disqualified if: a) The member of the Dorm Council has considerable personal interests in the case. b) The member of the Dorm Council is related to a party involved in the case, or if the member of the Dorm Council has an extremely friendly or hostile relationship with a party involved in the case. c) The member of the Dorm Council lives on the same floor as a party involved in the case. The Dorm Council decides in plenum all questions regarding disqualifications.
