1 Jason Healey Director of Cyber Statecraft Initiative Atlantic Council Jason Healey is the Director of the Cyber Statecraft Initiative at the Atlantic Council, a national security think tank. In this capacity, Jason researches international competition, cooperation, and conflict in cyberspace. He is also a board member of the Cyber Conflict Studies Association and director for cyber conflict education at Delta Risk a boutique cyber defense firm specializing in national cyber policy, training, and exercises and has worked cyber security policy and strategy, intelligence and operations from Wall Street to the White House. He has been published widely including by the Atlantic Council, Center for a New American Security, Aspen Strategy Group and National Research Council as well as journals from Georgetown, Brown and Ohio State Universities. Jason has previously been vice president for Goldman Sachs in Hong Kong, where he built their Asia-wide crisis management and incident response capabilities and managed business continuity. Prior to that, as Director for Cyber Infrastructure Protection at the White House, he helped advise the President and coordinated US efforts to secure US cyberspace and critical infrastructure. Jason started his career in the US Air Force with intelligence and information warfare tours at Headquarters Air Force at the Pentagon and standing up the Joint Task Force Computer Network Defense. He was vice chairman of the Financial Services Information Sharing and Analysis Center from 2002 to 2003.

2 Dr. James N. Miller Under Secretary of Defense for Policy Dr. James N. Miller was confirmed by the U.S. Senate as the Under Secretary of Defense for Policy on May 25, He serves as the Under Secretary of Defense for Policy and provides advice and assistance to the Secretary of Defense and Deputy Secretary of Defense on all matters concerning the formulation of national security and defense policy and the integration and oversight of DoD policy and plans to achieve national security objectives. Prior to his confirmation, Dr. Miller served as Principal Deputy Under Secretary of Defense for Policy. Previous positions include serving as Senior Vice President and Director of Studies at the Center for a New American Security ( ), Senior Vice President ( ) and Vice President ( ) at Hicks and Associates, Inc.; Deputy Assistant Secretary of Defense for Requirements, Plans, and Counterproliferation Policy ( ); assistant professor at Duke University ( ); and senior professional staff member for the House Armed Services Committee ( ). A member of the International Institute for Strategic Studies, Dr. Miller has served as an advisor to the Combating WMD Panel of DoD s Threat Reduction Advisory Committee and the Defense Science Board, as senior associate at the Center for Strategic and International Studies, and as senior associate member at St. Antony s College, Oxford. In 2000 he received the Department of Defense Medal for Outstanding Public Service. Dr. Miller received a B.A. degree with honors in economics from Stanford University, and Master s and Ph.D. degrees in public policy from the John F. Kennedy School of Government at Harvard University.

3 Jose Rodriguez Novitas Group Jose Rodriguez, former director of the National Clandestine Service at the CIA, has joined strategy and professional services firm Novitas Group LLC as managing director for global strategic affairs. The company said Rodriguez, who also served as deputy director for operations, brings the company s capabilities to government, business partners and organizations worldwide. Rodriguez served in the CIA for 31 years and led counterterrorism efforts for two years, served as a deputy director for counter narcotics and serving in seven overseas assignments before retiring in He is the author of Hard Measures: How Aggressive CIA Actions After 9/11 Saved American Lives published last year and a New York Times bestseller. Rodriguez is also a recipient of the Distinguished Service Award and three Director of Central Intelligence Awards.

4 Dr. Mark Mateski Vice President WATERMARK Risk Management International, LLC Dr. Mark Mateski is Watermark's Vice President, Red Teaming and Strategic Analysis. Mark's primary responsibility is directing and staffing Watermark s innovative red teaming, alternative analysis, and strategy analysis services, to include project design, project management, and training. Mark is one of the U.S. s foremost experts in red teaming and alternative analysis and has applied his techniques to a wide range of threat, vulnerability, and risk studies for both government and commercial clients. For over 15 years, he has pioneered the application of practical, structured techniques to the art of red teaming and is widely recognized as a thought leader in the red teaming community. He also has nearly 20 years of experience in security analysis, systems engineering, war gaming, and training. Dr. Mateski founded the premier red teaming website Red Team Journal in He holds degrees in Political Science, National Security Studies, and Systems Engineering.

5 Noah Shactman Brookings Institute Noah Shachtman is a nonresident fellow with the Center for 21st Century Security and Intelligence in the Foreign Policy program at Brookings. He is executive editor of news for Foreign Policy magazine, where he directs coverage of breaking events in international security, intelligence, and global affairs. Previously, Shachtman was a contributing editor at Wired magazine, where he co-founded and edited its national security blog, Danger Room. He has reported from Afghanistan, Israel, Iraq, Qatar, Kuwait, the Pentagon, Los Alamos, and from military bases around the country. He has written about technology and national security for The New York Times Magazine, Slate, Foreign Policy, and The Bulletin of the Atomic Scientists, among others. Shachtman has spoken before audiences at West Point, the Army Command and General Staff College, the O'Reilly Emerging Technology Conference, the Air Force Cyber Symposium, the U.S. Strategic Command Cyber Symposium, and the National Defense University. The offices of the Undersecretary of Defense for Intelligence, the Undersecretary of Defense for Policy, and the Director of National Intelligence have all asked him to contribute to discussions on cyber security, information operations, and emerging threats. The Associated Press, CNN, Fox News, MSNBC, PBS, and NPR have looked to him to provide insight on military developments.

6 Dawn C. Meyerriecks CIA Deputy Directory for Science and Technology Ms. Dawn C. Meyerriecks currently serves as the Assistant Director of National Intelligence for Acquisition, Technology & Facilities. In this role, she explores and delivers complex technologies underpinning national missions. Prior to this assignment, she provided senior leadership business and technology consulting direction to government and commercial clients. In addition to consulting, she served on a number of government and commercial advisory boards, to include the STRATCOM C2 Advisory Group, the Defense Science Board, the NCTC Advisory Board, the National Academy of Sciences, the Unisys Federal Advisory Board, and the SunFed Advisory Board. From , Ms. Meyerriecks served as the Senior Vice President for Product Technology at AOL. While at AOL, she was responsible for full lifecycle development and integration of all consumer-facing AOL products and services, including the relaunch of aol.com, AOL Instant Messenger, and the open client platform. Prior to AOL, Ms. Meyerriecks worked for nearly ten years at the Defense Information Systems Agency (DISA), where she was the Chief Technology Officer and Technical Director for the Joint Interoperability and Engineering Organization (JIEO). Her last assignment was to charter and lead a new Global Information Grid (GIG) Enterprise Services organization. Ms. Meyerriecks worked at the Jet Propulsion Laboratory (JPL) as a senior engineer and product manager before her tenure at DISA. In addition to being named the Government Computer News Department of Defense Person of the Year for 2004, Ms. Meyerriecks has been honored with numerous other awards, including InfoWorld 2002 CTO of the year; Federal Computer Week 2000 Top 100; InfoWorld 2001 CTO of the year for the government sector; the Presidential Distinguished Service Award, November 2001; the Senior Executive Service Exceptional Achievement Awards in 1998, 1999, 2000; and the National Performance Review in August In November 2001, she was featured in Fortune magazine as one of the top 100 intellectual leaders in the world. Ms. Meyerriecks earned a Bachelor of Science Degree in Electrical Engineering with a double major in Business from Carnegie Mellon University and a Master of Science in Computer Science from Loyola Marymount University.

Tom has published over four books on the topic of information security including Cyber Adversary Characterization -Auditing the Hacker Mind and a contributor to the popular Stealing the Network Series. Tom is a frequent speaker at conferences including a past speaker at Blackhat. Tom often lends his time to guest lecturing at Universities, involvement in community research initiatives, and is often called to provide his expert opinion to mass media organizations, including BBC News, CNN, Reuters News, Wired and Business Week.

11 From 1994 to 2001, Mr. Marshall served with distinction as the Associate General Counsel for Information Systems Security/Information Assurance, Office of the General Counsel, National Security Agency. Mr. Marshall was the legal architect for the Joint Chiefs of Staff directed exercise Eligible Receiver 97 that spotlighted many of the cyber-vulnerabilities of our nation s critical infrastructures and helped bring focus on this issue at the national leadership level.

12 Jeffrey Moss Chief Security Officer ICANN Mr. Moss was appointed in April 2011 as the Chief Security Officer for the Internet Corporation for Assigned Names and Numbers. Moss is the founder and creator of both the Black Hat Briefings and DEF CON, two of the most influential information security conferences, attracting over twelve thousand people a year from around the world to learn about the latest in security technology from the researchers who create it. Prior to creating Black Hat Briefings, Jeff was a director at Secure Computing Corporation where he helped establish their Professional Services Department in the United States, Asia, and Australia. His primary work was security assessments of large multi-national corporations. Jeff has also worked for Ernst & Young, LLP in their Information System Security division. Jeff is currently a member of the U.S. Department of Homeland Security Advisory Council (HSAC), providing advice and recommendations to the Secretary of the Department of Homeland Security on matters related to homeland security. Jeff is a life member of the Council on Foreign Relations, which is an independent, nonpartisan membership organization, think tank, and publisher. In 2013 Jeff was appointed as a Nonresident Senior Fellow at the Atlantic Council, associated with the Cyber Statecraft Initiative, within the Brent Scowcroft Center on International Security. Jeff was awarded the ICSA President's Award for Public Service in 2011.

Morrison Senior Vice President Information Technology State Street Corporation Mark Morrison is senior vice president and chief information security officer of State Street providing strategic direction and leadership for the global corporate information security program. He is responsible for the development, implementation, and execution of a comprehensive information security plan across the technology and business units to ensure the cyber protection of State Street information assets. Mr. Morrison has over thirty years of experience in information systems and network security engineering, policy, risk management, and computer network defense. Prior to joining State Street in June 2013, Mr. Morrison s previous positions include the Deputy Chief Information Security Officer for the U.S. Department of Defense; the U.S. Intelligence Community Chief Information Security Officer; and the Chief Information Security Officer at the U.S. Defense Intelligence Agency.
