2 The SEPA context SEPA Key figures The Single European Payments Area (SEPA) encompasses more than 4500 banks, in 32 countries, 490 million citizens, representing more than 95% of Euro payments in Europe 2008: introduction of SCT 2009: introduction of SDD 2013: expected end-date for SCT migration 2014: expected end-date for SDD migration A unified environment for payments Aimed at creating an integrated EU payments market, the SEPA project has led to the introduction of two new payment instruments: The SEPA Credit Transfer (SCT), introduced in 2008, provides a pan-european transfer infrastructure and reduces costs associated with cross-border transactions The SEPA Direct Debit (SDD), launched in 2009, provides a pan-european collection infrastructure that supports cross-border direct debits for both consumers and business collections. Those new instruments imply new business rules and file formats in corporate-to-bank communications. Whereas the SCT implies few changes for companies, the SDD introduces new responsibilities for creditors, such as managing the mandate s lifecycle, creating a unique mandate reference, enriching debit instructions with mandate related data, notifying customers, or ensuring the security of customer sensitive data. Self-regulatory efforts have so far proven insufficient to drive forward concerted migration to SEPA on both the supply and demand sides. In order to ensure that SEPA benefits are achieved rapidly and that the duplicate costs of running both legacy and SEPA products in parallel can be eliminated, the European Commission will set binding end-dates expected to be early 2013 for SCT and early 2014 for SDD - making the migration to these instruments mandatory. Ready for e-sepa Complementing SEPA core s, e-sepa is the future of SEPA in the fields of e-payment and online retailing with the use of advanced information and communication technology. For example, the e-mandate will allow debtors and creditors to issue, sign, amend and cancel a mandate through electronic means. The creditor will be able to ask the debtor s bank to authenticate the client s bank account and to confirm that the payment can be initiated, completely electronically. Meanwhile, EBA CLEARING has launched MyBank initiative, a pan-european e-authorisation, compliant with legal and regulatory requirements, to support the new e-sepa Direct Debit and Credit Transfer schemes. 4 SEPA mandate management Existing mandate migration is based on a central mandate database into which your existing mandate data can be easily imported and migrated to SEPA mandates, following domestic migration rules. It manages BBAN to BIC and IBAN conversion and creates the unique mandate reference (UMR) based on your customized settings. This migration process will be fully automated and based on your existing customer data. Your current information system does not need to be adapted to store this new SEPA mandaterelated data. 5 Ready for e-sepa The e-sepa feature enhances the role played by banks in the e-authorization process. It introduces two new entities: the Routing Service on the seller bank s side and the Validation Service on the debtor bank s side. The Routing Service enables the merchant to redirect his client to his bank when he is about to pay. Then the authentication of the client, the authorization of the transaction or the signature of the mandate are handled by the debtor bank s Validation Service. is e-sepa ready, enabling sellers to be interfaced to their bank s Routing Service.
