5 - 5 - Vote of Thanks Action by Members were informed that Ms Esther LEUNG, the former Deputy Secretary for Financial Services and the Treasury, had been transferred out from the Financial Services and the Treasury Bureau. The Chairman expressed a sincere vote of thanks to Ms Leung for her contribution to the work of the Hospital Authority (HA) Board in the past years. Congratulatory Notes 2. The Chairman congratulated Dr LO Wai-kwok for being re-elected, representing the Engineering Functional Constituency, in the 2016 Legislative Council Election. Declaration of Interest 3. The Chairman invited Members to declare conflict of interest, if any, arising from the agenda items of, or discussion at, the meeting. There was no declaration from Members. The Chairman welcomed the three sit-in colleagues, who were attachees from the Nursing and Allied Health disciplines under the Corporate Development Programme of the HA Head Office (HO). Confirmation of Minutes 5. The draft minutes of the last Administrative and Operational Meeting (AOM) held on 25 August 2016 were confirmed without amendment. Matters Arising 6. There was no outstanding item arising from the minutes of the last meeting. (Mr Andrew FUNG joined the meeting at this juncture.)

6 - 6 - Progress Update and 2015/16 Audited Accounts for Electronic Health Record Programme Undertaken by Information Technology and Health Informatics Division of the Hospital Authority (Restricted AOM Paper No.1216) Action by (This subject was discussed and the detailed deliberations were separately recorded) (Ms CHIANG Lai-yuen joined the meeting at this juncture.) Proposed Amendments to the Terms and Conditions of Home Loan Interest Subsidy Scheme (Restricted AOM Paper No.1217) 7. Mr David MAK presented, and Members endorsed, the proposed amendment to the Terms and Conditions of the Home Loan Interest Subsidy Scheme (HLISS T&C) for including the two newly launched subsidized housing projects viz. the Subsidised Sale Flat Scheme (SSF Scheme) and the Subsidized Sale Flats Project (SSFP) under the Clause of Double Benefits Rule so that eligible HA employees could apply for HLISS to finance SSF Scheme and SSFP flats. The revised HLISS T&C as annexed to the paper would be promulgated through Human Resources Circular. Annual Report on Hospital Authority Mandatory Provident Fund Scheme (Confidential AOM Paper No.1218) (Note: Ms Winnie HUNG was the Senior Investment Consultant of Willis Towers Watson, which was appointed by HA to monitor the performance of the two HAMPFS service providers.) (This subject was discussed and the detailed deliberations were separately recorded) Report on the Work of Corporate Communication Committee (Restricted AOM Paper No.1219) 8. Members noted the presentation by Mr Frankie YIP on the work of the Corporate Communication Committee which was first established in Key items discussed by the Committee included the overall communication strategies of HA, the related risk and mitigation strategies, annual corporate communication plans of the respective clusters, as well as the organisation and manpower structure in communication teams. Progress Reports of Committees of the Hospital Authority Board (Restricted AOM Paper No. 1220) 9. The meeting received the progress reports from the Main

7 - 7 - Tender Board, Executive Committee, and Executive Committee /Audit and Risk Committee joint meeting which conducted their respective meetings in August and September Action by Any Other Business Senior Executives Appointment 10. Members noted the following appointment of senior executives: (a) (b) (c) Mr Andrew WONG Chun-main ( 黃俊文先生 ), currently Senior Manager (Capital Projects) of Strategy & Planning Division, as Chief Project Manager with effect from 8 September 2016; Mr Hans LI ( 李行思先生 ), currently Cluster General Manager [CGM (Administrative Services) of Hong Kong East Cluster (HKEC), as Chief Manager (Business Support Services) of Cluster Services Division (CSD) with effect from 3 October 2016; and Mr Lawrence POON Yan-wing ( 潘恩榮先生 ), currently CGM (Nursing) of HKEC, as Chief Manager (Nursing) of CSD with effect from 1 March Date of Next Meeting 11.
