(I) School Information 1. Brief History This school was founded by the Church of Christ in China Hong Kong Council at Kwai Chung in 1969 to meet the need of the community for quality secondary education. With her close tie to Chuen Yuen Church, Chuen Yuen First Primary School, Chuen Yuen Second Primary School and Chuen Yuen Third Primary School, this new school was named Chuen Yuen College. In 1969, there were altogether 4 classes in Form one and Form two. The school had her first Form five graduates in In September 1973, it started its matriculation classes, with both Arts and Science streams. The school developed to its full capacity as a 24-classes grammar school. Later, floating classes were introduced in 1976 in response to the request of Education Department. During the period from 1978 to 1985, the school also offered special education to some classes. Mr. Cheung Wan Cha, the founding principal of the school, retired in August of Ms. Yau Oi Nam, Cheung s successor, migrated to Canada in Mrs. Lee Shek Yuk Yu then became the third principal and she left the school in Mr. Wong Wai Yiu joined service in 2001 and he is the fourth principal of the school. 2. In teaching and learning, we emphasized on Metacognition as a pedagogical strategy in classrooms. Questioning skills were stressed. Under the refined policy on medium of instruction, we emphasized the use of English across curriculum. Teacher training and reading platform were provided to strengthen the learning of subject matter through English. Homework policy and quality assessment was also stressed. To nurture positive values and attitudes towards life among students, a revised curriculum in moral & civic education in both junior and senior forms were implemented. The Chuen Yuen Award Scheme and Healthy school programmes were carried out throughout the year to arouse students concern and participation. (V) Report on School Programme Plan (Page 7 to 13) 6

Major Concern I:Quality Learning CCC Chuen Yuen College School Programme Plan Final Evaluation Report ( ) Objectives Work Plan Success Criteria Achievement / Reflection / Follow up A1 To consolidate the application of Metacognition teaching strategies and methods Conduct classroom observation the application of Metacognition Strategies and methods Conduct School-based Teaching effectiveness questionnaire to promote teachers reflection on their teaching skills and strategies. 10% or above rise in teacher s achieving Good grade or above in each of the Metacognition questioning strategies (QPNP, Probes, Prompt & Clues, Think Aloud, Error Analysis) as compared to previous year. All teachers at least conduct the questionnaire once a year. Achievement Teachers participation rate in Peer Classroom Observation: 100% 1 time 19.1% 2 times 46% 3 times 23.8% 4 times 6.3% 5 times 3.2% 6 times 0% 7 times 1.6% Data collected from Peer Classroom Observation on the application of metacognition strategies. Number of teachers rating good at QPNP 51/78 (65%). Number of teachers rating good at Probes, Prompt & Clues 52/79 (66%) Number of teachers rating good at Think Aloud 48/69 (70%) Number of teachers rating good at Error Analysis 28/44 (64%) Target met in QPNP and Error Analysis whereas the application of Probes, Prompt & Clues and Think Aloud maintained the similar results with over 60% of the teachers were rated good. As reflected from the teaching effectiveness questionnaires, there was a slight improvement in conducting enquiry strategy in classroom teaching and teachers in senior forms applied this strategy more frequently. Reflection As reflect in stakeholders survey and teaching effectiveness questionnaires, - there was a demand in applying enquiry learning particularly in junior forms. - there was also a need to engage students more in the learning process. - more professional development needed to assist teachers to adopt teaching strategies according to their teaching objectives and students abilities. Follow up KLA conducted pre/post lesson sharing meetings to facilitate professional development to enhance the quality of learning and teaching was recommended. The focus on promoting high-order thinking skill would be stressed in all forms to stretch students potential A2 To create an environment for Self-regulated learning Conduct workshop to develop 80% or above teachers teachers teaching reading strategies would gain the / skills. knowledge of evaluating students reading abilities and reading sub-skills. Achievement Target met Satisfaction Rate: 80% Very Satisfaction Rate: 6.67% Teachers benefitted from knowing more about the effectiveness of employing language approach in teaching. 7

Objectives Work Plan Success Criteria Achievement / Reflection / Follow up Introduce a new cross-curricular reading plan in the Morning Reading Scheme (S1 S2). 90% or above S1-S2 students complete the Morning Reading Scheme. 75% or above S1-S2 students show the increase in result from the comparison between the pre & post-assessment test (S1-S2). Achievement Target met More than 95% S1 & S2 students completed the scheme. Only 70% S1 & S2 students showed improvement in the reading skills. The increase in the English book loan (from 4681 to 7234) reflected the broadening of scopes and varieties in students reading. Reflection The dissatisfactory result in the post-assessment test reflected students needed more teachers guidance in the reading process. The lack of strategies to promote reading interest might explain the decrease in S2 reading interest. The lack of strategic planning to foster departments support also minimized the effectiveness of the scheme The inadequate copies of book available to meet students reading ability were also a big problem. Follow up Library would purchase adequate copies of books that matched students reading ability. Library would coordinate and conduct more reading sharing activities/competitions to nurture school reading culture. Library would coordinate with the English Department to cultivate students reading skills through the practice in ERS cards. Library would coordinate with other subject departments to nurture school reading culture. Implement the Reading Pal Scheme (S1-S4) 75% or above S1-S2 students show improvement in their reading aloud and listening skills. 75% or above S3-S4 participating students agree they have improvement in reading strategies, reading aloud skills, leadership and communication skills. Achievement Targets achieved. For tutees, over 75% of them agreed that they had learnt how to read aloud from the scheme. There were also 75% of them who found themselves improved in reading comprehension and reading skills and had greater confidence in learning English. For tutors, the rating was even higher. Nearly 80% of tutors found themselves improved in spoken English, confidence to communicate in English and leadership skills Reflection The scheme was better received by tutors than tutees. They found they needed to improve their leadership/communication skills and the greatest difficulty faced was that the tutees were too shy. Follow up Those tutors from S3-S4 would be invited to be tutors next year to pair with the new tutors for sustainability and better coaching. The scheme would be put as a remedial measure for those S1 students weak at speaking skills. 8

Objectives Work Plan Success Criteria Achievement / Reflection / Follow up Societies & clubs (Social Science Society, Science Society, Maths Club, Computer Club, Sports Club) related to non-language subjects (Maths, Geog, Hist, IS, PE, Computer Literacy) organize English medium extended learning activities at least once a year for S1-S2. 90% or above S1-S2 students participate at least in two of the activities. Achievement Participation Rate Participation Rate Computer Week 58% Maths Week 57% Social Science Week Science Week 5% >History 90% Sport Week 51% >Geography 91% In general S1 English-extended learning activities were well received Reflection Teachers-in-charge reflected they had difficulties in finding the suitable time to cater S2 students who preferred only activities at lunch time but most of them could spare less than 30 minutes at lunch time. Interesting knowledge-based activities were not commonly found. Follow up Learning activities focused on fostering students language exposure should be stuck to. Close collaboration between the English Society and other societies should be made. Implement Homework Scheme (S1-S6) Students (S1-S6) are required to do Lesson Preparations [Junior forms: Quiz/Writing Summary; Senior forms: Mid-mapping/prepare questions] 90% or above students submit homework on time. 90% or above students complete the task assigned. Achievement Target met The number of students attending the homework class showed 19% decrease as compared to the first term. 153 students were awarded certificate for submitting homework punctually in the whole year. Reflection A tight monitoring in the running of the homework session was necessary to ensure the collection of homework to be completed within the allocated time zone. Follow up The scheme would be continued as a routine programme of work in charge by the Academic Committee. Achievement Target met S1-S5 attained 90.28% completion rate Students habit of doing lesson preparation was gradually achieved. Teachers all agreed the policy not only facilitate the smooth running of the teaching process but also motivated students to participate more in the learning process. Reflection The low initiative of some students in completing the tasks weakened the learning effectiveness. Follow up It would be continued to be the school policy adopted by all subject departments. 9

Objectives Work Plan Success Criteria Achievement / Reflection / Follow up A3 To improve students academic performance Conduct teachers training on Language Across Curriculum / adopting PTH as medium of instruction in Chinese Language. 80% or above participating teachers agree their knowledge and pedagogic strategies to teach in the medium of English/PTH have been enhanced. Achievement 14/10: Workshop on using English as the medium in Class : Satisfactory rate: 76.92% Very Satisfactory rate: 12.82% 14/10: Understanding the English Language system for effective content teaching: Satisfactory rate 66.7% Very satisfactory rate: 5.63% 9/12: Workshop on the functional use of classroom English for non-language subjects: Satisfactory rate: 71.93% Very Satisfactory rate: 7.02% Teachers awareness and concerns of focusing vocabulary building and language writing tasks to foster students academic performance was raised through the 3 workshops. The PTH workshop for Chinese teachers was not held as the teachers-in-charge could not make other substitution when EDB turned down the application. Reflection Subject-based groupings headed by English teachers in the discussion session of the workshop might facilitate more professional development. A more tailor-made questionnaire should be devised to allow more accurate reflection on the skills learnt by the teachers Follow up Workshops on more specific tasks on language training would be continued. Implement cross-curricular planning between English and content subjects. S1-S2 LAC curriculum mapped out. Completed as schedule Map out the language knowledge & skills required in S1-S2 curriculum in different content subjects. At least 1 set of teaching materials developed by English & S1-S2 content subject teachers respectively. Achievement 2 Sets of worksheets were produced with the collaboration of the English Department and the IS Department (S1) and History Department (S2). Teachers all agreed students learnt to write more accurately. Reflection Workload of teachers was heavy. Follow up More teaching and learning materials would be developed with the collaboration of English Department with Science, History, Geography and Maths Department. Teacher assistant would be employed to alleviate teachers workload. 10

Objectives Work Plan Success Criteria Achievement / Reflection / Follow up Provide qualitative feedback (clear advice for improvement / reinforcement) in marking homework. Over 30% teachers are rated good in marking homework. Achievement Target met Teachers had better understanding of improving students performance by giving concrete comments. Reflection There was great diversity among subject departments on the extent of qualitative marking due to different subjects nature. There was a demand as reflected in the teaching effectiveness questionnaire that students need more instructions to improve the learning strategy or skills. Follow up Subject panels held discussions or sharing to foster concrete and positive feedback in marking assignments to help students evaluate their learning. Achievement Smooth implementation in matter related to school major concerns. The practice of questioning strategies was a common routine in the teaching process. The students pre-lesson preparation policy also resulted in better engagement of students in classroom learning tasks. Reflection a) There was a need to facilitate the planning and monitoring function of the departments on devising appropriate teaching strategies and learning activities to enhance quality learning. b) There was a need to provide systematic analysis of students assessment for departments to devise teaching strategies to address to students strengths and weaknesses. Follow up a) More efforts would be given to monitor departments to conduct pre/post lesson sharing meetings to develop teaching strategies and learning activities to promote enquiry learning. b) Concerns to coordinate the work on knowledge management to sustain a culture of school evaluation would be focused. 11
