1 Note: Red lettering indicates NEW or VERY IMPORTANT information Notice for all 4-H Livestock Exhibitors Livestock consists of: Beef, Dairy, Goat (Meat & Dairy), Pigeons, Poultry, Rabbits, Sheep and Swine The following changes were made by the Will County 4-h Livestock Committee concerning the annual 4-H Auction and 4-H Fair. 1. Ownership and possession of all Livestock must be prior to May 1 st, 2011 with the exception of Dairy Cattle which must be prior to May 31 st, 2011 and Chicken Meat Pen of three-which must be prior to July 1 st, 2011 All 4-H ers may be subject to farm checks by the Livestock Committee. 2. Only livestock with an A rating is eligible to sell at the 4-H Auction. 3. All options (#1, #2, and #3) are solely BUYERS CHOICE-NOT THE 4-H MEMBER SELLING. Option #1: The buyer at the auction wants the animal delivered to the locker plant of their choice. Delivery will be arranged by the seller. Buyer is responsible for communicating the cut-up order to the locker, paying for the slaughter and processing charges and picking up the frozen meat. Option #2: The buyer at the auction wants to sell the animal back to the 4-Her at market price. The buyer will make out the check to the animal s owner for the difference between auction price and the market price, and the 4-H er takes the animal home as his/her own. The buyer never takes ownership of the animal. Option #3: The buyer at the auction wants to pay the full price, and gives the animal back to the 4-Her. The 4-Her receives a check for the full amount, and takes the animal home as his/her own H members may not sell more than 2 livestock market species on the 4-H Auction, unless the 4-Her has Grand Champion or Reserve Grand Champion in more than 2 species. 5. All Grand Champion & Reserve Grand Champion market livestock species must sell on the 4-H Auction. 6. Show rights may be requested by 4-H member on said Grand Champion or Reserve Grand Champion sold animals ONLY. The seller has 30 days from the 4-H Auction date (Auction Date of August 27, days later is September 26, 2011) to deliver sold animal to buyer s locker choice (with Auction monies being held by the U of I Extension Office until locker delivery is completed.) If no delivery is made within 30 days, the Auction proceeds will be returned to the buyer and the 4-H member will be banned from participating in the 4-H Auction permanently.

2 7. Minimum weights have been set for the following species to be eligible to be sold on the 4-H Auction: Beef=1,000 lbs Goats (meat & dairy) =50 lbs. Sheep=100 lbs. Swine=225 lbs. 8. Poultry Meat Pen of Three: Pen of three chickens Pen of three turkeys Pen of three ducks GRAND CHAMPION CHICKENS, TURKEYS, AND DUCKS, WILL THEN COMPETE FOR POULTRY MEAT PEN OF THREE GRAND CHAMPION OVERALL (4-H member may ONLY SELL ONE POULTRY MEAT PEN OF THREE.)

3 2011 Will County 4-H Show Guidelines The following are the requirements to be followed by all 4-H ers showing livestock at the 4-H Shows. Selling at the Will County 4-H Auction is a privilege given to 4-H ers for their hard work throughout the year with their livestock projects and their club! 1. A 4-H er, their parents and guardians must conduct themselves in an appropriate manner during all 4-H shows and 4-H related events during the Will County Fair and 4-H Fair. 2. All 4-H ers must dress appropriately for all 4-H shows, Auction and buyer photographs. No attire with the obscene gestures, inappropriate language or drug and alcohol reference will be allowed. 3. A 4-H er must be in good standing with their Club and attend meetings regularly. 4. All 4-H ers are strongly suggested to participate in the organized fund raising event determined by the Livestock Committee. 5. All 4-H ers must abide by Auction rules as listed in the Notice to All 4-H Livestock Exhibitor handout. 6. Any 4-Her with an excused absence (pre-approved by their barn superintendant) may allow another Will County 4-Her, in good standing, to show their animal in the said show. 7. Grievance Policy: A 4-Her lodging a protest must first deposit $ to be held by the Grievance Committee with the Superintendant of the Project Area which sum will be forfeited to the Will County 4-H Youth Foundation if the protest is not sustained. All protests must be written in the 4-H ers own writing, signed by the 4-Her as well as their parent or guardian and must be lodged within 2 hours of the conclusion of the show. The protest will be presented to a Grievance Committee consisting of 3 voting Livestock Committee members. The decision of the Grievance Committee is FINAL. If the protest is upheld, the money is returned to the 4-H er. Failure to follow these requirements will result in the inability to sell at the 4-H Auction. This is the SOLE DISCRETION of the 4-H Livestock Committee.

4 2011 WILL COUNTY 4-H SHOW RULES Beef, Sheep, Swine, Dairy, Goats (Dairy and Meat), Rabbits, Pigeons, and Poultry Projects Shown at the Will County Fair in Peotone August 24-28, All exhibits must be on the grounds or in the buildings by the appropriate annual deadlines established by the Will County Fair rules. 2. All exhibits must remain in place until 9:00 p.m. on the last day of the fair unless released by the General Superintendent of the fair. 3. All exhibits must be identified by breed identification requirements and registration papers made out in the name of the exhibitor. 4. All exhibitors of livestock are required to abide by the State of Illinois health requirements and have all health papers ready and in hands of their Department Superintendent by 12:00 noon on Wednesday of the fair. 5. All 4-H Members are expected to groom their own animals prior to and during the 4-H Show. The 4-H er must be an active participant in the grooming process. Fitting and showing animals are the responsibility of 4-H Members exhibiting the animals. Parents and others will be allowed to assist with the handling and movement of animals to and from designated areas. Professional groomers and trainers are not allowed to assist. 6. All PQA ethics requirements will be followed. The law requires that if you are going to sell swine in the auction you must supply a copy of the PQA ethics card to the Will County 4-H Auction Committee. 7. The latest starting and ownership dates for projects can be found in the issues of the county 4-H Newsletter. 4-H Livestock project members must register by January H Members are expected to house, maintain, and care for all animals registered in their name in the 4-H Program on their property or at locations within reasonable distance of their residence. Personal daily care of animals is expected and is the norm. 9. Junior and Senior 4-H Showmen will be selected on their overall performance at the show. They will show separate from the other exhibitors at the fair in their own class. Ages for Junior Showmen are 13 years and younger as of January 1, of the current 4-H year. Senior showmen are 14 years and older as of January 1, of the current 4-H year. No Showmen may repeat in the same category. A Master Showman Contest will be run with Senior 4-H Showmen winners eligible H Show will run separately from the Will County Fair Junior and/or Open Class Shows. 11. The 4-H live animal auction will be a 5:30 p.m. on Saturday of the fair. All 4-H exhibitors of market animals will be able to enter 1 animal per specie into this auction with a maximum of two species per member. Grand and Reserve Champions will be required to sell and will sell first in the auction. There will be a pre-auction meeting at a time to be announced during the fair. Auction registration, fees, and other requirements will be established by the Will County 4-H Livestock Committee. 12. There will be no entry fees to enter the 4-H Show. However, all entry, stall, and exhibitor fees must be paid to the Will County Fair Association for their classes. 13. Will County 4-H registration for Beef, Sheep, Swine, Dairy, Poultry, Pigeons, Rabbits, and Goats (Meat and Dairy) are due with General Entry forms for all projects by Friday, July 29, A separate Will County Fair Registration is also required for the large animal entries at Will County Fair. A Will County Fair Entry Form must be attained by the 4-Her, filled out and submitted to the Will County Fair by the Fair deadline. 14. Any 4-Her interested in competing in the Livestock Judging Contest on August 28, 2011 must indicate so on their 4-H Entry Form due by Friday, July 29, 2011.

5 15. Pen and stalls will be assigned according to the discretion of the livestock placement Superintendent of the Will County Fair. All exhibitors must designate the amount of pens or stalls needed when making their entries to the Will County Fair. 16. Exhibitors make entries with the distinct understanding that their stock must be brought to the show ring for judging and awards at the request of the Superintendent in charge. Livestock must be paraded at the request of the Superintendent. Failure to comply with this rule will result in forfeiture of awards and premiums. 17. All 4-Hers are GUESTS of the Will County Fair Association during the duration of the Fair and will adhere to all rules listed in the fair book as well as respect all Will County Fair Board Members, Superintendents, Volunteers, and Exhibitors. 4-Hers will NOT take any 4-H issues into the Will County Fair Office, if an issue arises it must be brought to the 4-H Superintendent s attention. 18. The following Ethics rule applies to all 4-H Members exhibiting animal projects: All 4-H animal exhibitors must sign an affidavit affirming that they personally cared for the animal, that they did not tamper with the animal, and that the animal does not contain any residues. 19. Classes for Beef, Sheep, Swine, Dairy, Goats (Meat and Dairy), Pigeons, Rabbits, and Poultry will be established by the Will County 4-H Livestock Committee and distributed to all Will County 4-H Livestock Members. 20. Exhibits will be judged against a set of standards for each project. Judges decisions are FINAL. Ribbons will be awarded according to the following levels of achievement: Blue Award - Project meets the standards, Red Award - Project needs improvement, White Award - Project needs much improvement. 21. Premiums will be figured and distributed at the close of the 4-H year (August 31). The amount of premiums paid is determined by rating, number of exhibits, and the money allocated by the Agriculture Premium Fund. There is no guarantee as to the amount of premium money paid per exhibit. Premiums will be paid based on the X Factor a blue ribbon is equal to 4 X, a red ribbon is equal to 2 X, and a white ribbon is equal to 1 X. 22. Only six (6) premiums will be awarded in each project area. For example a 4-H member may enter 8 projects in poultry, but would only receive premiums for six projects. The same would hold for horse, foods, sheep, rabbits, and all project areas. 23. If you need a reasonable accommodation to participate in the 4-H Fair, please contact the University of Illinois Extension Will Unit, 100 Manhattan Road, Joliet, IL 60433, 815/ , at least two weeks prior to the event. 24. Interpretation of the rules and regulations is the responsibility of University of Illinois Extension Staff and/or the appropriate 4-H Fair Committee. Exhibitors and those seeking privileges must agree to abide by these interpretations. 25. A member may participate in 4-H under a shared membership arrangement with another county or state, however, approval must be granted by both counties and/or states prior to enrollment. Members may not benefit economically from participating in multiple 4-H shows, 4-H premiums, or 4-H auctions. 26. Animal Science and Animal Care Displays, shown instead of an animal, are shown and judged on the Summer Show. 27. DISCLAIMER "The Department of Agriculture shall use its best efforts to secure sufficient appropriations to fund premiums. In any year for which the General Assembly of the State of Illinois fails to make an appropriation sufficient to pay such premiums, premium amounts may not be accurately reflected in this Premium Book." All youth are expected to follow the Youth Behavior Guidelines as outlined below.

9 POULTRY Superintendant: Courtney Selucky GENERAL RULES APPLYING TO ALL POULTRY 1. All birds over four months of age must be blood tested for pullorum typhoid prior to entering fairgrounds. Proof of testing is to be shown to Will County superintendent before cooping birds. 2. Exhibitors are limited to one entry per class number and one pair per class. 3. Exhibitors must feed and water their own birds daily NO EXCEPTIONS. 4. Young birds (cockrel or pullets) are hatched after Jan. 1, Old birds (cocks or hens) hatched on or before Jan. 1, Duck, goose, and turkey exhibitors must supply their own feeders and spill-proof waterers. 6. Superintendent will mark 4-H exhibits on Will County cage tags. 7. All birds must be in show coops by 9:00am on Wednesday, August All birds must remain inside poultry barn during duration of the fair from 9:00 a.m. Wednesday through Sunday at time of release. Only exceptions to this are the birds in the Livestock Auction or involved in the Chicken Bingo Fundraiser. 9. Will County Superintendent will receive birds to be cooped from 6 p.m. Tuesday until 12 Noon on Wednesday. Exhibitors must contact Will County superintendent prior to cooping birds. 10. Pen fees must be paid and exhibitor passes must be purchased from the Will County Fair office even if you are not showing in the Junior or Open Class at the fair. Junior and Open classes are separate from 4-H. Please pay all fees by the deadline set by the Will County Fair. 11. Cloverbuds can show a bird in the Pet Poultry Class sponsored by the Will County Fair. Contact Will County Fair office for more details. 4-H Meat Bird Class: One meat pen per 4-H member. A meat pen can consist of 3 chickens, 3 turkeys, or 3 ducks. Grand Champion and Reserve Grand Champion must sell in the 4-H auction. There will be a Grand Champion and Reserve Grand Champion for all three species with the three champions showing for Grand champion overall meat pen. Meat pen is exclusive to 4-H, but you must pay pen fee to Will County Fair.

12 PIGEON Superintendent: Laura Mills RULES 1. If you do not have band numbers DO NOT ENTER. 2. All 2011 birds must be seamless banded - others must be banded with a seamless band (split bands may be used). Only one band per bird. 3. All birds must be owned by the individual exhibiting. 4. All birds showing evidence of disease will be barred from show. 5. All rules regarding showing of pigeons must be obeyed and in case of differences, same will be interpreted by the Judge and Superintendent. 6. All exhibitors must purchase an Exhibitor's Ticket. 7. All birds must be in show coops in accordance with times found in the show rules as part of the Will County Fair. 8. All birds must be listed on entry blank: Class number, breed, color, sex (Old Cock, Old Hen, Young Cock, or Young Hen). 9. All exhibitors must show band number on coop card. Do not put band number on entry form. 10. No substitutions will be made upon entering birds, other than the following: All birds to be substituted must be the same sex and color as those entered on the entry blank. No others will be accepted. All old birds must be substituted for old birds and young birds for young birds. This applies to all entries - no exception will be made by the show Superintendent. 11. The judge's decision will be final. No protest will be entertained except where it is evident actual fraud has been committed. Exhibitors or their agents will not be allowed to converse with the Judge during judging. This rule will be strictly enforced. Exhibitors are not permitted to handle birds other than their own. 12. Exhibitors will be required to keep their exhibits at the Fair in accordance with times found in the show rules as part of the Will County Fair 13. Exhibitors are responsible for the feed and care of their birds for the duration of the fair. 14. Positively no birds will be released until after 9:00 p.m. on last day of fair. 15. Exhibitor is limited to one entry per class number.

Health papers with proper identification and scrapie tag will be checked, by Peotone Animal Hospital personnel, prior to the start of the show. 4. Each 4-H er is limited to only one entry per class. 5. Each 4-H er exhibiting will be responsible for pen clean up and tear down following the show. 6. Goats selling on the 4-H Auction (Saturday) will not be allowed to return to the Fairgrounds (Livestock Committee Ruling). The 4-H member will display photo plaque and ribbon at the Auction H member will be responsible to deliver sold animal to buyer s designated location in a reasonable time following the 4-H Auction. 8. 20 RABBITS BREEDING/MARKET CLASSES Superintendent: Alesha Bened ict OBJECTIVES To own and work with live animals, especially when other animals may not be practical. To get marketing experience. To provide nutritious and palatable meat for the family table. 1. All rabbits must be owned by the member. 2. An exhibitor must own and care for at least one buck and two does. 3. All rabbits must be checked in prior to show time and must stay on the grounds until released by the Superintendent. 4. No health certificates are needed by superintendent(s) will check the health of animal(s). 5. All exhibitors must register in presence of superintendent(s). All exhibitors must be present for judging. 6. All rabbits must have legible ear tattoo. Tattooing can be fresh, but must be done before you arrive. 7. All rabbits must be owned by member by May 1 of current year. 8. Each exhibitor may exhibit a maximum of two rabbit per class. 9. Meat pen and single fryers must weigh at least 3 pounds each and no more than 5 pounds and be under 10 weeks of age. Single fryers may NOT come out of the meat pen trio. Meat pen and single fryers are to be produced from the 4-H ers breeding stock. 10. You may only auction either a meat pen or a single fryer, but not both, regardless of placement. 11. Exhibitors must furnish their own well-ventilated pens with floors (NO cardboard boxes allowed.) 12. Bucks and does should be in separate pens. 13. The break between juniors, 6-8, and seniors is the age of the animal. Less than six months old and younger is a junior. Six months to eight months is a 6-8, and older is a senior. Four class rabbits do not have a 6-8 month class. Anything under 6 months is a junior. Anything older than 6 months is a senior. All rabbits must follow ARBA standards for their weight limits for their age category. 14. Premiums will be figured and distributed at the close of the 4-H year (August 31). The amount of premiums paid is determined by rating, number of exhibits, and the money allocated by the Agriculture Premium Fund. There is no guarantee as to the amount of premium money paid per exhibit. Premiums will be paid based on the X Factor a blue ribbon is equal to 4 X, a red ribbon is equal to 2 X, and a white ribbon is equal to 1 X. 15. Only six (6) premiums will be awarded in each project area. For example a 4-H member may enter 8 projects in poultry, but would only receive premiums for six projects. The same would hold for horse, foods, sheep, rabbits, and all project areas. 16. 21 17. Interpretation of the rules and regulations is the responsibility of University of Illinois Extension Staff and/or the appropriate 4-H Fair Superintendent. A member may participate in 4-H under a shared membership arrangement with another county or state, however, approval must be granted by both counties and/or states prior to enrollment.
