2 KEYSTONE INTERNATIONAL LIVESTOCK EXPOSITION GENERAL RULES AND REGULATIONS 1. All rules and regulations governing the exhibitors of beef cattle,goats, horses, sheep, and swine at the EXPOSITION are contained in this premium list. Each exhibitor should familiarize himself with all rules, both General and Special. SPECIAL RULES 2. Special rules or conditions are published in each section of each department. If there is a conflict between the special rule of any department and the general rules and regulations, the special rules will govern. VIOLATION OF RULES 3. An exhibitor who violates any of the following rules will forfeit all privileges and premiums and be subject to such other penalty as the Executive Committee may order. INTERPRETATION 4. The management reserves to its officers and Executive Committee the final and absolute right to interpret these rules, regulations and classifications, and to arbitrarily settle and determine all matters, questions or differences in regard thereto, or otherwise arising out of, or connected with, or incident to, the EXPOSITION. AMENDING RULES 5. The management reserves the right to amend or add to these rules as the Executive Committee in its judgment may determine. APPLICATION FOR ENTRY 6. All applications for entry must be made on entry forms provided by the EXPOSI- TION (additional entry forms may be requested or photo copied). Entry form shall be completed in detail according to the instructions as printed on front side. A separate entry form must be used for each owner and each specie. Exhibits may also be entered through the online registration program, or download an entry form from www. keystoneinternational.state.pa.us In all cases, the right is reserved to reject entirely or accept conditionally any entry or application. LIVESTOCK ENTRIES CLOSE AUGUST Entries must be post marked or computer time stamped (online registration) on or before August 31, 2015 (postage meter date not accepted). Beef entries will be accepted post August 31 at an additional late fee(s). HORSE ENTRIES CLOSE SEPTEMBER Entries must be post marked or computer time stamped (online registration) on or before September 11, 2015 (postage meter date not accepted). Horse entries will be accepted post September 11 at an additional late fee(s). Open light horse entries close three classes before the running of the class. Model Horse Show entry deadline is September 11. Draft Horse Pull entry deadline is September 18. ENTRIES LIMITED 9. Management reserves the right to refuse entries received after all allotted pens and stalls have been filled. 10. MEMBERSHIP The owners of all cattle, goat, sheep, and swine exhibited in the Keystone International Livestock Exposition are invited to join the Pennsylvania Livestock Association () by submitting the required membership fee and application blank found on page 170. Membership fees may also be included in the KILE

PREMIUMS 14. All premiums are subject to change by show management dependent upon funding support. ARRIVALS 15. Animals must be in barns as follows: Horse - Open Light Horse Show - Barns Open 12 Noon September 25. Model Horse, by 9:30 a.m., Saturday, September 26. All Draft Horses, by 7:00 a.m., Thursday, October 1. Draft Haflinger & Hitch Ponies by 1:00 p.m., Thursday, October 1. Pleasure Haflinger by 7:00 a.m., Sunday, October 4. Cattle 12:00 noon, Wednesday, September 30. Open show Chianina, MaineTainer, Maine-Anjou, Limousin, and All Other Breeds division only. - Open show Angus, Hereford, Simmental, and SimAngus/SimSolutions by 8:00 a.m. Thursday, October 1. Barns will be open for Goats at 8:00 a.m., Friday, September 25, Sheep at Noon, Monday, September 28, Cattle at 6:00 p.m., Monday, September 28 and Swine at 12:00 Noon, Wednesday, September 30. Horses - Refer to arrival and departure schedule on page 23. Earlier arrivals may be permitted in the barns only upon advance approval of show management. Animals may not be unloaded between 11:00 p.m. and 6:00 a.m. Gates will be locked. TRAILERS 17. Trailers will be permitted to park on-site as space permits. Off-site parking is encouraged. See the map on page 177 for parking directions. RELEASE TIMES 18. Horse - All horses are released at the conclusion of their show. Open light horse show horses must vacate by 7:00 a.m. Monday, September 28. Haflingers must vacate by 8:00 a.m. Monday, October 5. All other draft horses must vacate by 7:00 a.m. Sunday, October 4. Cattle All breeds will be released at the conclusion of the Youth Supreme Champion Selection on Sunday, October 4. All Goats will be released at the conclusion of the Open Shows and must vacate by 8:00 a.m. Sunday September 27. All Sheep will be released from the barns at the end of the Junior Show, Sunday, October 4. Wool Exhibits are released at 1:00 p.m., Sunday, October 4. Swine will be released at the conclusion of the breed shows. Barrows shown in individual market classes will be shipped out on Sunday, October 4. ANY EXHIBITOR REMOVING ANY OF THEIR ANIMALS FROM THE BARNS BEFORE RELEASE TIME WILL FORFEIT ALL THEIR PREMIUM MONEY AND MAY BE SUBJECT TO REJECTION OF ALL ENTRIES THE FOLLOWING YEAR. FEED AND BEDDING 19. Show management will arrange to have a reputable dealer present in the Farm Show Complex to supply grain, hay, straw, and shavings at local prices. Corn cobs will not be provided. Straw and shavings are the only bedding materials permitted to be used by horse exhibitors. Straw, ground corn cobs, and shavings are the only bedding materials permitted to be used by sheep exhibitors. Straw and ground corn cobs are the ONLY bedding materials permitted to be used by swine exhibitors. All beef cattle will be bedded with shredded wood chips provided by the Exposition. This is the only bedding material permitted in the beef cattle area. Feed room will be cash, check or credit card. No tabs permitted. SUBSTITUTIONS 20. Substitutions within breed and within sex will be permitted and, if made, must be filed with the department superintendent no later than the time animals are checked in the EXPOSITION by the breed clerks, but substitutions of market animals between open and carcass classes will not be permitted. Substitutions must be by the same owner and the owner s name must be written exactly the same way. FIRMS AND CO PARTNERSHIPS 21. Firms and co partnerships entering animals for competition must be in existence at the time of making entry, and in all cases must be bona fide, and affidavits of the age of the firms may be required by the management

6 NUMBER TAGS 22. Each entry will be assigned a number in the official catalog of the Exposition, and exhibitors, on their arrival, will receive an application, tags with numbers to correspond with the catalog numbers, which must be displayed by the attendant when the animal is in the judging ring and in stalls occupied by the exhibit. REGISTRATION CERTIFICATE 23. Exhibitors must have original registration certificates available at all times during the EXPOSITION. No copies, photostats, or electronic registrations will be accepted unless certified and dated by respective breed association. ANIMALS FOR JUDGING CONTEST 24. If requested, an exhibitor must allow their animal(s) to be used in the Intercollegiate and Junior Livestock Judging Contest and the Tony Dobrosky Memorial Keystone Stockmen s Contest. BREED SPECIALS 25. Special premiums and awards as offered by breed associations will be paid directly to the exhibitor by the association s secretary unless otherwise stated. Eligibility of special awards will be governed by the breed association rules. UNETHICAL FITTING 26. Any animal showing evidence of unethical fitting practices such as tampering with the natural fleshing and muscle development will be barred from the show and no premiums awarded. PROTESTS 27. All protests must be in writing and accompanied by a deposit of $50.00, which will be forfeited if protest is not sustained. Such protest must state plainly the cause of the complaint, or appeal, and must be delivered to the Exposition Manager within six hours after the occasion of such protest, or if age is brought into question, on the day prior to the one on which the animals are to be judged. Protests will be considered by the Executive Committee as speedily as possible and their decision in the matter shall be final. SIGNS 28. The displaying of farm signs, banners, etc., over exhibits is encouraged. Nothing must obstruct across the barn vision, interfere in any way with other exhibitors or with the conduct of the show. Neither shall they create a safety hazard to animals or spectators. No equipment of decorative material may be nailed, tacked, screwed, or bolted to any part of the Farm Show Complex or any of the fixtures therein. All posters, flyers, etc., must be hung using blue painter s tape only. Signs must be removed at the end of the show. Exhibitors will be charged for damages to Farm Show property. APPEARANCE OF EXHIBITS 29. Herdsmen are requested to cooperate with the management to present attractive and appealing barn exhibits by: (1) keeping their stall area neat and clean; (2) keeping the spectator walkways clear of all straw, feed, etc.; (3) refraining from cooking in the barns; (4) keeping radios, etc., at low volume; (5) maintaining courteous behavior at all times. This cooperation will leave spectators with a very favorable reaction and encourage more visitors to the barn areas. ADVERTISING 30. Soliciting for subscriptions to newspapers or other periodicals or sales of any kind will not be permitted, except from booth space purchased, if authorized by the management. Any person violating the rule will be promptly ejected from the building and grounds. DOGS 31. No dogs except service dogs, leashed or unleashed, are permitted in the Farm Show Complex during the Keystone International Livestock Exposition. SMOKING AND DRINKING 32. Smoking in the Pennsylvania Farm Show Complex & Expo Center is not permitted. Underage drinking and public drunkenness will NOT be tolerated
