5 Roll-out of Abu Dhabi's mandatory health insurance took only 3 years until full implementation Mandatory Health Insurance Law No. (23) was issued in 2005 by H.H. Khalifa Bin Zayed Al Nahyan, Ruler of Abu Dhabi.
