FTA is responsible ca. 20% of Finnish infrastructure investments. Of this volume FTA s CM Departure responds 80%

6 MICROBE POPULATION IN RING RAIL LINE AIRPORT TUNNEL A microbe population was found during tunneling under the eastern runway at Helsinki-Vantaa Airport in summer 2010 The population consists of normal soil bacteria whose growth has been stimulated by glycol and other substances that have seeped into the ground from the runway. Glycol is used for de-ice aircraft Work was suspended for 2 weeks from 30. September to 12. All decisions are made best for project Taking lean-principles to practice: Close collaboration in safety issues. Everyone works together with jointly agreed goals and common rules. Collaboration in work coordination, management of change and innovative problem solving create efficiency. 11 Liekki achievement 2, Working on operated track section Coordination between construction works and railway traffic has been excellent Construction works influence on railway traffic punctuality in Lielahti-Kokemäki railway section in : Freight traffic precision 99,5 % Passenger traffic precision 99,0 %

12 Liekki achievement 3: Schedule Traditional Alliance project Schedule Railway planning Construction planning Construction Commissioning Alliance model enables more efficient lead times by overlapping project phases (goal is to complete three years in advance compared to traditional models) In particular, managing administrative procedures and doing actual construction works simultaneously has been efficient

13 Liekki achievement 4: Compensation model works Open book principles are adopted and taken to practice -> builds trust Openness in costs and cost management have been successful despite many separate cost controlling systems. Compensation model has worked as planned: as an incentive and a controlling element of the project Cost monitoring is systematic and auditing is done routinely and reliably TOC has not been modified -> risk assessment and pricing have been successful Budget estimate was cut down from 106 M to 103M while project completion (time and cost) about 30% Project has succeeded well due to innovative solutions and key result areas. NOP s estimated reward has increased +8 % from original estimate /lielahtikokemaki 13

17 Major Projects under present Government starts State financing for transport investments ~ 400 M annually Criteria for investments: low emissions traffic safety key connections for businesses Investments mainly funded by budget funding (one PPP project [road]) Three of Major projects concern Railways Besides them there is rebuild of Helsinki Railway Yard and several Wood Loading operating points Liikennevirasto M 740 M 390 M

18 City Rail Loop (Pisara-rata) Rail link under the city Centre for commuter Trains Improves capacity of Helsinki Central Station Improves punctuality both long distance and commuter Trains Project participants Finnish Transport Agency City of Helsinki, City Planning Department Construction could begin in 2015 final decisions still missing Construction would take about 5 years Estimated costs 740 M

19 Luumäki Imatra Double Track Rail Connection between Finland and Russia Single Railway Cross-Border at the Moment in Vainikkala => New Cross-Border in Imatra Improves especially capacity for Freight Traffic => maximum axle load of 25 t Passenger Trains km/h Luumäki -Imatra section, 290 M : double-track partial replacement of the necessary base of the structure, improve the stability of operating point changes, removal of level crossings and extensive noise protection structures Imatra - Imatrankoski section 50 M Imatra triangular track The electrification of railway line The necessary measures to track confirmation and track any scene extensions Track of the arrangements in the border area: the required instrumentation by railway, scale, hot-box detectors.

20 Ylivieska Iisalmi - Kontiomäki electrification Railway -section Ylivieska - Iisalmi - Kontiomäki (263 km) is a single-track. Iisalmi- Kontiomäki section is electrified. Of track are transported mainly in mining, but also the chemical industry and forestry products and raw wood. Track usage has increased significantly in recent years because of the mine transport. It has also projected to grow strongly. The worst problems are in section Iisalmi - Ylivieska Estimated Total costs 90 M The cost estimate consists of the following components: Electrification of Iisalmi - Ylivieska 40 M Geometrychanges by Bridges and rebuild of Bridges 10 M Iisalmi triangular track 5 M Construction of operating points 20 M Safety equipment 15 M

22 Expects for FTA s Project Managers Analyze each procurement! Every investment are different. Challenge producers! Use bonuses - not only sanctions! Think if the lowest price really always is the best way to procure! Concentrate for better Risk Management and Cost Management how Risks could be shared? Why only routine performance? Target should be top performance by every participant! Less waste understand how owners actions bring more value for customs (end users) Continuous improvement proposals, ideas, learning from mistakes All actions based on Openness Traffic and work Safety
