Position Identification: A) Title: Facilities Maintenance Supervisor B) Bargaining Unit: First Level Managers C) Customary Work Hours: 8:00 a.m. until 5:00 p.m. D) Customary Work Days: Monday through Friday E) Reports To: Parks, Recreation and Facilities Manager F) Directs the Work of: Building Maintenance Worker I/II, Custodian I/II G) Educational and/or Experience Requirements: Any relevant combination of education and experience that would demonstrate the knowledge and skills outlined below is qualifying. A typical way to obtain the required knowledge and skills is: Education: Completion of high school or equivalent supplemented by specialized training in facilities maintenance and repair. Experience: Five (5) years of recent, full time journey level experience in the repair and maintenance of facilities plus supervisory experience in facilities maintenance. H) Licenses and/or Certificates Required: At time of hire must possess a valid California C driver s license. One (1) or more of the following issued by the Contractors State License Board is desired: Class B- General Building, ASB- Asbestos Certification or Class C- Specialty Contractor in the areas of HVAC, plumbing and/or electrical. II. III. FLSA Status: Non-Exempt Position Summary: Under the general direction of the Parks, Recreation and Facilities Manager, independently plans, organizes, and directs technical and general facilities maintenance, renovation and custodial services including the coordination of building maintenance activities with other departments, divisions and outside
2 Page 2 of 6 contractors. The Facilities Maintenance Supervisor is a working supervisor classification at the First Level Management level. Incumbents in this class have the ability to supervise subordinate personnel, manage projects and workload, and the responsibility to make recommendations regarding changes in policies and procedures. IV. Essential Functions: Incumbents will be assigned to varying work schedules, weekend work and be called back to work as needed by the City. 1. Recommend and assist in the implementation of goals and objectives; establish schedules and methods for facilities maintenance and upkeep; implement policies and procedures. 2. Respond to emergency situations and alarm calls as necessary. 3. Train staff in work and safety procedures and in the operation and use of equipment and supplies. 4. Plan, prioritize, assign, supervise and review the work of staff involved in the performance of facilities maintenance and custodial duties. 5. Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities. 6. Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for staff, supplies, and materials; monitor and control expenditures. 7. Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies. 8. Participate in the development, negotiation and administration of contracts, ensuring consistency with City standards and specifications, including the development of specifications and bid documents, the development and monitoring of contracts, and researching and resolving contractor issues. 9. Coordinate with contractors in providing contract building and facility maintenance services. 10. Monitor and control supplies and equipment; order supplies and tools as necessary; prepare documents for equipment procurement. 11. Implement a preventative maintenance program; create preventative maintenance work orders. 12. Review and maintain records or work performed; generate and review reports. 13. Assist in researching and resolving issues with internal and external customers and contractors.

Foster employee empowerment in the delivery of services. 17. Encourage employees to develop entrepreneurial and innovative ideas. 18. Motivate employees to perform to the best of their abilities, evaluate employee job performance and initiate recognition and disciplinary procedures where appropriate. 19. Foster team environment relationships within the Community Services Department and with other city employees in the course of daily activities. 20. Responsible for carrying out the mission of the City and the department and the adherence to the City s and department s organizational values. 21. Commit to staff development and cooperative management practices. 22. Perform the most complex building and facilities maintenance and custodial duties and provide technical assistance to crews. 23. Perform other duties and assume other responsibilities as apparent or as delegated. V. Job Related and Essential Qualifications: Note: The required level and scope of the following knowledge and skills relate to the level of the position as defined in the class characteristics. A. Knowledge of: Principles and practices of facility maintenance and upkeep. Principles and practices of supervision, training, and performance evaluations. Equipment, tools, and materials used in facility maintenance and upkeep. Team based management and coaching principles. Automated systems used for the scheduling of maintenance activities and projects. Principles and practices of budget monitoring, contract development, negotiation and administration. Principles and practices of project and safety management. Pertinent local, State and Federal laws, ordinances and rules.

Recognizing the need for and recommending effective methods for the maintenance and upkeep of City facilities. Coordinating multiple projects and meeting deadlines. Making independent decisions and judgments in delegated areas. Responding quickly and effectively in difficult situations. Establishing and maintaining respectful, effective and cooperative working relationships with those contacted in the course of work. Using a personal computer and job-related software applications. C. Ability to: Organize, implement and direct facilities maintenance and custodial activities. Prepare reports and correspondence. Establish and maintain cooperative working relationships with those contacted in the course of work. Assist in the development and monitoring of assigned program budgets. Accurately develop project budgets and timelines. Effectively monitor and inspect the work of outside contractors and resolve contractor performance issues. Effectively coordinate and oversee facilities maintenance and renovation projects. Get work accomplished through others. Maintain discipline and enforce rules and regulations. Effectively work with employee problems and concerns. Communicate clearly and concisely, both orally and in writing. Identify with management and City goals and objectives and understand city priorities and needs. Demonstrate continuing effectiveness in maintaining the knowledge and skills requirements of this position.

Promote a customer service focus in forging cooperative public relations. Foster a positive work culture. VI. Physical Demands/Qualifications: 1. Requires the ability to sit for potentially long periods of time throughout the workday. 2. Requires the ability to bend, stoop, twist, walk, lift moderately heavy objects and work in awkward positions for extended periods of time. 3. Manual dexterity and vision sufficient to operate hand tools and computer systems for potentially long periods of time without experiencing abnormal hand, wrist or eye strain. 4. Performing physical labor including lifting of objects above 50 lbs. with assistance. 5. Hearing sufficient to understand conversations, both in person and on the telephone. 5. Ability to work out-of-doors in all weather conditions. Communicate information clearly and effectively on a number of different levels, both verbal and written. 2. Operate under tight deadlines. 3. Maintain confidentiality regarding employee/employer relations and disciplinary matters.

Working conditions in the office are clean, well lit and free from extremes of temperature and humidity. 2. Working conditions in the field are subject to variations in temperature and may include wind, rain and other elements. IX.
