1 Developing Tomorrow s Workforce Today Information and Communications Conseil des technologies de l information Technology Council et des communications 21 ICT LABOUR MARKET TRENDS REPORT - Q2 ICT LABOUR FORCE GROWTH CONTINUES POST RECESSION As indicated by labour force survey data, employment in Information and Communication Technology (ICT) occupations continues on a path of growth as Canada slowly emerges from recession. The Information and Communication Technology Council s 21 Quarterly Report provides a snapshot of the second Quarter (Q2) of the 21 ICT labour force in comparison to the first quarter (Q1) of 21. Unless noted otherwise, the source of data for this report is the ICTC Labour Force Survey (Custom Tables, 21) which tracks 21 occupations that include managers, engineers, analysts, programmers, technicians and others, which includes occupations such as technical writers and graphic designers and illustrators. The interesting trends that emerged from this unique national study are highlighted in this report. Three Key ICT Labour Market Trends in the second quarter of ICT employment continues to grow. There was an 18,71 or 2.7% increase in those employed in IT and an 8,955 or 1.3% increase in the overall IT Labour Force. The total number of people employed at the end of Q2 was 678, Men and women are making different decisions in the labour force. In the second quarter of 21 there was an increase of males (+19,364; +3.8%) and a decrease in females (-1,49; -5.6%). 3. Western Canada shows greater fluctuations in its labour force than the rest of Canada. The British Columbia labour force shows an increase of 14.6% while the Prairies experienced a decrease of 15.2% in their labour force. British Columbia and the Prairies Experience Labour Force Fluctuations, but in Opposite Directions Figure 1 indicates that the ICT labour force in British Columbia increased by 14.6% over the period. The opposite change occurred in the Prairies where they experienced a decrease of 15.2% in their ICT labour force. Ontario, Québec and the Atlantic region remained fairly stable over the period. The change in numbers is detailed in Figure 2. Figure 1. 2 Finance and Insurance Experience Highest Rate of Employment Growth, Manufacturing the Lowest There was a quarter over quarter increase in employment for the four industry sectors identified in Figure 3. Five industry sectors showed a decrease since Q1. The greatest increase occurred in the Finance and Insurance sector ( +3,5; +7.6%), while the Manufacturing sector saw a decrease ( -6,7; -9.8%). There was an increase in the labour force for Transportation (NAICS 49) (+1,974), although it is interesting to note that Transportation (NAICS 48) had a decrease (-1,566). Transportation (NAICS 49) includes sub-industries such as Postal Service, Couriers and Messengers, and Warehousing and Storage. Transportation (NAICS 48) includes sub-industries such as Air Transportation, Truck Transportation, and Support Activities for Transportation. Administrative and Support, Waste Management and Remediation Services demonstrated growth (+1,816) and Wholesale Trade had the largest decease in Q2 (-2,254). Changing Demographics of ICT Workers Understanding the profile of the ICT labour market is critically important to industry, education and government if they are to successfully guide their organizations, initiatives and policies today and in the future. Adapting to change and taking advantage of opportunities that change creates is challenging. Our current economic realities and our aging population require us to know the human resources landscape so that we can proactively plan and act today to ensure we are attracting, retaining and developing the people we will need tomorrow.

3 a) More youth enter the labour force. Figure 5 highlights that the greatest increase in the labour force happened in the year cohort (+3,691; +9.3%) while there was a reduction in people from the 55+ cohort (-3,44; -4.3%). Figure 5. For universities in Canada, total enrolment for the grouping of Mathematics, Computer and Information Sciences programs peaked in 21/22 1. In 21/22 women represented 28.6% of the total enrolment for these programs, similar to the 27/28 academic year when they represented 27.1% of enrolment. University Enrolments in Mathematics, Computer and Information Sciences for Canada b) More men and less women employed 35, 21/22 27/28 32,853 In the second quarter of 21 there was an increase of males in the labour force (+19,364; +3.8%); females on the other hand exited the labour force (-1,49; -5.6%). c) More full time and less part-time jobs Enrolments 3, 25, 2, 15, 1, 13,182 8,799 23,643 There were 22,2 or 3.6% more people in full-time jobs in Q2 and there were less people in part-time jobs (-4,129 or -8.). d) Masters / Doctorates lead the numbers 5, Females Sex Males Figure 6 indicates that the greatest change to the education profile was an increase in the number of Master / Doctorate graduates entering the labour force (+7,557; +7.7%). Also increasing in numbers were entrants with Secondary Education or lower, Community college, CEGEP, etc. and to a lesser extent Trades certificate or diploma qualifications. The University certificate below Bachelor and Bachelor groups both declined in numbers from Q1 to Q2. Figure 6. Education (21 Q1 to 21 Q2) 1, 8, 7,557 With the escalating buzz and demand in IT jobs, students in the timeframe were increasingly attracted to the industry and saw Mathematics, Computer and Information Sciences programs as the most direct route to excellent paying jobs and exciting IT careers. Figure 8 illustrates the number of graduates from mathematics, computer and information sciences programs which peaked in Unfortunately, the tipping point for the industry came in 2-1 with the dot-com bust and we saw graduation numbers begin their descent four years later. It also appears that once enrolled, students likely remained in the program until they graduated, hence the lag before the drop in the number of graduates. Employees with between 13 and 24 months of tenure demonstrated the largest growth (+14.1%), followed by those with months (+13.1%) and one to 12 months (+9.7%) over the period. For example, when comparing Figure 1 and Figure 11, we see that there was a one percent decrease in s (26% to 25%), (12% to ) and s (12% to ) while there was a one percent increase for Programmer and Operator (25% to 26%); as a proportion of the market the other occupation groups remained unchanged.
