Program Status Upper & Middle Chattahoochee Watersheds FY2009 Cobb, Coweta, DeKalb, Douglas, Forsyth, Fulton, & Gwinnett Counties Georgia Coastal Project FY2010 Bryan, Camden, Charlton, Chatham, Effingham, Glynn, Liberty, Long, & McIntosh Counties Newton County, GA FY2010 Discovery Projects FY2010 Middle Chattahoochee - Lake Harding, Upper Ocmulgee, Middle Savannah, & Upper Savannah Watersheds Middle Chattahoochee Lake Harding & Upper Ocmulgee Risk MAP Projects FY2011
GA FLOOD M.A.P. COMMUNITY RESILIENCY PROGRAM
Community Resiliency Program Objectives Develop flood risk products and flood hazard maps that are based on the best available data from the community and latest technologies Strengthen Federal, State, Local, & Regional Partnerships Provide data that will enhance Local Hazard Mitigation Plans Help communities make informed decisions about development, ordinances, and flood mitigation projects Increase flood risk awareness Identify other programs or processes that can be leveraged to assist communities with mitigation planning & taking action Create safer communities by reducing loss of life & property Enable individuals to recover more rapidly from floods & other disasters Lessen the financial impact on the Treasury, States, Tribes & communities 6
Partnerships Risk MAP Program FEMA Region IV Georgia Flood M.A.P. Program Georgia DNR Risk Analysis Hazard Mitigation Assistance Floodplain Management & Insurance Floodplain Management Georgia Emergency Management Agency Local Governments 7
8 Mitigation Happens at Local Level GA Flood M.A.P. Products in Local Plans and Programs Emergency Management Emergency Operations Plan, Evacuation Plans, Public Safety Education Planning/Development GIS and Mapping Floodplain Management Public Works/Finance Local Officials Comprehensive Plans, Growth Management, Subdivision Regulations, Building Code, Zoning Online Map Layers, Local Vulnerability Analysis Ordinance Enforcement, Flood Insurance Outreach to Citizens and Businesses, CRS Stormwater Management, Capital Improvements Plan Economic Development Plan, Sustainability Plans, Policies
Resilience Meetings How do we deliver a flood risk and resource management strategy that will make a difference in human behavior? Given accurate & understandable information about flood risk, people will choose to do the right thing. True or False? 9
Resilience to Action Key Take Aways 1. Increase the Value of Risk Maps via Ownership 2. Data to Convey What Is Their Flood Risk 3. Define Actions to Drive Sustainability 10
A Key Challenge: Overcome Denial The risk stops at a line on a flood map. If my home does flood, it s no big deal, the government will absolve my loss. I m already covered -- my homeowners policy covers flood. 11
Risk Communications Plan Why are we communicating? Who is our audience? What does our audiences want to know? What do we want to get across? How will we communicate? How will we listen? How will we respond? 12
FOCUS PROVIDED INFORMATION ON ACTIONS The Most Effective Thing to Say to Motivate People to Prepare is: o o WHAT THEY SHOULD DO TO PREPARE And where to find more about HOW to do it 13
EXPLAIN CONSEQUENCE REDUCTION Tell Them How the Actions Being Recommended Reduce Losses: o People are more likely to take actions if information explains how those actions can cut their losses if something happens 14
POSITION AWARENESS FOR PEOPLE TO SEE Get Public Preparedness & Mitigation Out of the Closet and in the Streets: o o People are more likely to take actions they see others doing Monkey see, monkey do will occur 15
TARGET TALKING Encourage People to Talk about Preparing & Mitigating with Others: People are more likely to do something if they think doing it is their own idea: Comes from talking about it with others BREAKOUT SESSION Use innovative ways to get people talking about preparedness actions with others 16
Next Steps -Talking &Taking Actions Flooding is a predictable risk; a manageable risk. RISK MAPS are moving from portraying flood hazard rate zones to Communication Assessing, and then Mitigating those identified RISK! 17
IMPLEMENTING RESILIENCY FOR THE UCRB PROJECT
Fiscal Year 2009 Project Population 4 million Upper Chattahoochee River Basin Project (UCRB) Historic flooding event September 2009 Watershed-Based, Full Risk MAP Implementation Updated H&H model for 107 miles of Chattahoochee River Extensive survey Calibrate models using HWM results from recent flooding events Forsyth, Gwinnett, DeKalb, Cobb, Fulton, Douglas, & Coweta Counties New/Updated Detailed studies for high priority subbasins Incorporated local leverage studies Utilized high-accuracy elevation data Countywide and Physical Map Revisions (PMR) 19
Why Develop Risk MAP Products for UCRB Project initiation soon after major flooding disaster Misunderstanding of flood risk throughout project area Mixed messages & inaccurate reporting from media Highly accurate, quality H&H models & LiDAR Most populated area in the State Sophisticated communities that could utilize & apply the data 20
Flood Risk Datasets Required Datasets Standard Deliverables Enhanced Deliverables Changes Since Last FIRM (CSLF) Horizontal Changes in Flood Hazard Areas Affected structures and/or population Depth & Probability Grids 10%, 4%, 2%, 1%, 0.2% annual chance flood frequencies Percent Annual Chance Grid Percent Chance over 30 yrs Water surface elevation grids (multifrequency) 20% Annual Chance Flood Frequency Unrevised flooding sources Freeboard (as needed) Water Surface Elevation Change Grid (1%) Velocity Grids Hazus Loss Estimates Level 1 Analysis Average Annualized Loss Estimates (2010) Level 2 Analysis Unrevised flooding sources Areas of Mitigation Interest (AoMI) Levees, dams, other flood control strucutres Stream flow contrictions Past Claims Hotspots Key Emergency Rtes overtopped At Risk Critical Facilities Areas of significant erosion Significant Landuse Changes Ranking infrastructure, critical facilities, homes, or parcels based on frequency and/or depth of flooding Identification of mitigation strategies & potential actions Identification of properties at risk to dam inundation Ranking repetitive loss properties based on frequency of flooding Identification of technical & funding resources
