1 REQUEST FOR PROPOSALS FROM FILM PRODUCER/DIRECTOR The International Union Against Tuberculosis and Lung Disease (The Union) is an international scientific organisation headquartered in Paris, France since It has regional and country offices in Africa, Asia Pacific, Europe, Latin America, North America and South-East Asia regions. For more information about The Union visit The Union provides technical assistance, education and research for promoting lung health in low and middle-income countries. Established in 1920 as a federation of national lung associations, The Union is a non-profit scientific organisation comprising more than a 100 member countries, a Secretariat based in Paris and regional offices in India, China, Mexico, Uganda, Myanmar and Egypt. Current activities focus on tuberculosis (TB) and multidrug-resistant tuberculosis (MDR-TB), HIV, child lung health, asthma, tobacco prevention and health policy. The Union South-East Asia (USEA) is the regional office of the International Union Against Tuberculosis and Lung Disease (The Union) for South East Asia and Western Pacific regions. The Union South East Asia strives to promote lung health in low- and middle-income countries, through a range of services that include management training, information dissemination, logistics support, resource mobilisation, technical assistance, partnership building and supporting procurement and logistics for improved public health services in the region. The Challenge TB project REQUEST FOR PROPOSALS FROM FILM PRODUCER/DIRECTOR Challenge TB is the flagship global mechanism for implementing USAID s TB strategy as well as contributing to TB/HIV activities under the US President s Emergency Plan for AIDS Relief (PEPFAR). The project is implemented by an international coalition, led by KNCV Tuberculosis Foundation as the prime partner. The coalition consists of eight organisations: American Thoracic Society (ATS); FHI360 (Family Health International); The International Union Against Tuberculosis and Lung Disease (The Union); Japan Anti-Tuberculosis Association (JATA); KNCV Tuberculosis Foundation; Management Sciences for Health (MSH), the World Health Organization (WHO), PATH (Program for Appropriate Technology in Health) and Interactive Research and Development (IRD). The Union is the lead partner for Challenge TB activities in India. Challenge TB runs from 30 September 2014 until 29 September 2019 and is aligned with the WHO post-2015 Global TB Strategy and the new United States Government TB Strategy to enhance focus on improving patient-centred quality TB services, building local capacity and the utilisation of innovations and new technologies to move forward in the global fight against TB. More information can be found on TB situation in India: India continues to be the highest tuberculosis (TB) burden country in the world with an estimated incidence of 2.1 million TB cases annually in 2013 (WHO Global TB Report 2014). TB prevalence and mortality during the same year stood at 2.6 million and 278,000 respectively. There were an estimated 67,000 multidrug-resistant (MDR) TB patients amongst the 1.41 million notified cases. The 1.41 million TB cases India notified in 2013 included 1.24 million new and 170,000 retreatment cases. Paediatric cases accounted for 5% of all cases (64,726) notified. Only 63% of registered TB patients know their HIV status, and among them, 5% are HIV positive. More than 240,000 cases were tested for MDR-TB in 2013, of which 35,000 were diagnosed as MDR/rifampicin-resistant TB and ~20,000 were initiated on treatment. The treatment success rate was 88% for new cases (2012) and 74% for retreatment (2012) and 50% for MDR/RR patients (2011), respectively. There is an estimated 700,000 cases missed annually in India, which either go undiagnosed or are diagnosed but not notified to the programme. With 36 States (including seven Union

2 Territories) and 670 districts there is significant geographical variation in the TB burden, which is driven by socio-economic-cultural factors; risk factors such as HIV, diabetes, smoking etc. and accessibility to health services. Lack of data at the national, state and district level regarding prevalence limits the assessment of TB burden. However, available evidence suggests that TB burden and transmission remain highest in the urban areas, especially slums, which have the largest and densest concentrations of vulnerable populations. This is important considering that 46% of the country s population will be urban by the year Rates of TB notification are higher in men, which may partly reflect epidemiological differences in exposure, risk of infection, and progression from infection to disease. However, some studies indicate that women may have higher rates of progression from infection to disease and higher case fatality in their early reproductive ages. Social taboos that affect access of women to health services lead to absence in detection of TB or detection at late stages of the disease. Social stigma continues to be a barrier to access for both men and women, more so for the latter. Only about 50% of TB patients are diagnosed in the public sector and the remaining in the largely unregulated private sector. Private healthcare providers are often the first point of contact for slum dwellers, which gives rise to challenges including high out-of-pocket expenditures, inappropriate use of diagnostic procedures, ineffective treatment regimens and inadequate linkages to public sector services. Challenge TB Project in India Challenge TB will contribute to TB control efforts in India through Call to Action for a TB- Free India. The strategy is to bring together stakeholders who can change the approach to TB in India and facilitate partnerships and plans for action. This will be done by 1. Approaching and forming initial commitment 2. A summit, bringing everybody together in one place for a high profile meeting 3. Public commitments and plans that will then be supported into action. The Goal of the Call is two-fold: To mobilise a wide range of stakeholders to demand and sustain high-level domestic commitment to end TB in India; and To tap the energy and influence of key stakeholders to drive political, administrative, and technical solutions to specific barriers affecting TB control in India. The launch of the Call to action for a TB Free India was done by Shri JP Nadda, Honorable Union Health Minister of India, on 23 April 2015, at a high level media event in New Delhi. The event was held in collaboration with Central TB Division (CTD), Ministry of Health and Family Welfare. 1. PURPOSE OF THE RFP The India office of USEA wishes to identify a Film Producer/Director to produce three short films on cured TB patients highlighting their fight against TB. The films must also show the influence of other factors like socio-economic impact, stigma, education, family support, work place support/discrimination that were vital in completing their treatment. The work will begin from 15 August 2016 until 30 September SCOPE OF WORK For the duration of the contract, the selected Individual will deliver on the following tasks. Please note that these are an illustrative list of requirements and the final activities and deliverables may change at the time of contracting, based on face-to-face meetings with the project team and officials of the Central TB Division (if required). All deliverables shall be considered final only after approval from USEA office and USAID. USEA invites sealed technical and financial bids from experienced Film Producers/Directors to shoot and produce three cured TB patient films. 1. Work with Challenge TB to identify cured patient stories

3 2. Develop three short films (four-five minutes in length), scripts, treatment notes and storyboards for the same 3. Shoot patient films 4. Post-production and editing 5. Submit final videos in HD quality ( in film/ beta/ reverse tele-cine formats) DELIVERABLES Payment will be made to the Individual as per the following schedule based on timely delivery and USEA India office s acceptance of the deliverables. TERM AND CONDITIONS The Submission of Proposal The prospective agencies shall submit the proposal in two parts, viz, Technical and financials. The "Technical" and "Financial" proposals must be submitted in two separate envelopes (with respective names Technical Proposal and Financial Proposal following the formats/schedules given in the information for agencies. The "Technical proposal" should include the description of the firm/organisation, the firm s general experience in the field of assignment, the qualification and competency of the personnel proposed for the assignment and few samples of similar assignments completed in the past. The Technical Proposal should not contain any cost information whatsoever.

4 The Financial Proposal should contain the detailed price offer for the services. The proposal should include a CA certificate of the total turnover for the last three financial years, or submit copies of audited accounts and income tax returns for last three years, along with copies of service tax registration certificate and income tax registration certificate/ copy of PAN card. AFFILIATION WITH TOBACCO INDUSTRY The bidding organisations should confirm that s/he has no affiliation with the tobacco industry and/or its agents/associates and currently does not accept and shall not accept financial or other support from any tobacco product manufacturer or the parent, subsidiary or affiliate of a tobacco product manufacturer until at least six months after the end of the Agreement period. Failure to comply may constitute grounds for termination of the Agreement. EVALUATION A two-stage procedure will be adopted in evaluating the proposals: i) a technical evaluation, which will be carried out prior to opening any financial proposal; ii) a financial evaluation. Technical Proposal The evaluation committee appointed by The Union will carry out its evaluation applying the evaluation criteria on the technical proposals, meeting the qualification criteria mentioned. Financial Proposal The evaluation committee will determine if the financial proposals are complete and without computational errors. Proposals will finally be ranked according to their combined technical and financial evaluation using a weight of 70% for technical proposal and 30% for financial proposal. The Producer / Director securing the highest combined evaluation will be invited for negotiations. Negotiations During negotiations the Individual must be prepared to furnish the detailed cost breakdown and other clarifications to the financial proposal submitted by it, as may be required to adjudge the reasonableness of the price proposed. If the negotiation with this Individual is successful, the award will be made to them. If negotiations fail, and if it is concluded that a contract with reasonable terms cannot be concluded with this person, the Producer / Director with second preference will be invited for negotiations. This process will be repeated till an agreed contract is concluded. Please note that The Union is not bound to select any of the firms submitting proposals. You are requested to hold your technical and financial proposal valid for 90 days from the deadline for submission of proposal without change in the personnel proposed for the assignment and your proposed price. Please note that the cost of preparing a proposal and of negotiating a contract, including visits to The Union s office, if any, is not reimbursable as a direct cost of the assignment. Please note that the fee which you receive from the contract will be subject to normal taxation liability in India.
