2 Request for Proposals The International Organization for Migration (hereinafter IOM) intends to hire a qualified Service Provider to undertake activities to be carried out within its labour mobility and human development projects. IOM now invites potential Service Providers to provide Technical and Financial Proposals for the following Services: To redevelop and revamp an information platform initially established to promote access to information about services made available to migrants in Egypt; To ensure that the revamped website reflects an interactive functioning directory of services in Egypt for migrants to refer to, and where they can interact and exchange information, and provide their respective inputs on available services, as well as on conditions and assistance available in their origin communities. The revamped website should also be used as an information sharing device for migrants to assist each other s with regards to decisions about migration, including posting questions and answers and sharing comments on their respective experiences; To adapt the website into a mobile application for smart phones allowing direct interaction amongst beneficiaries. Users will be able to download, register, and interact with each other via this native mobile app; To provide a ToT (Training of trainers) to IOM staff on the use of the revamped website and mobile application. The Service Provider will be selected based on considerations outlined in this Request for Proposals (RFP). The RFP includes the following documents: Section I. Instructions to Applicants Section II. Terms of Reference (ToRs) The proposals must be delivered in a sealed envelope to the reception of IOM s office at 47C Abu el Feda Street, Zamalek (addressed to Mr. Remon Riad) or ed to iomegbids@iom.int no later than 5.00 pm on Sunday the 6 th of March No late proposal shall be accepted. IOM shall notify the successful bidder in writing within ten (10) working days of the bids unfolding. 2

3 Proposals submitted after the above deadline will not be considered. IOM reserves the right to reject the whole or part of any or all bids. Service Providers that do not receive notification before the 6 th of March 2016 can consider their bids unsuccessful. 5 Section I - Instructions to Applicants 1. Introduction 1.1 Only eligible Service Providers, organisations registered and licensed to work in Egypt, with consolidated and proofed experience in their field of work, may submit a Technical Proposal and Financial Proposal. The proposal shall be the basis for contract negotiations and ultimately for a signed contract with the successful Service Provider. 1.2 Service Providers shall not be hired for any assignment that would be in conflict with their prior or current obligations to other procuring entities, or that may place them in a position of not being able to carry out the assignment in the best interest of the IOM. 1.3 IOM is not bound to accept any proposal and reserves the right to annul the selection process at any time prior to contract award, without thereby incurring any liability to the Service Providers. 2. Corrupt, Fraudulent, and Coercive Practices 2.1 IOM Policy requires that all IOM Staff, bidders, manufacturers, suppliers or distributors, observe the highest standard of ethics during the procurement and execution of all contracts. IOM shall reject any proposal put forward by bidders, or where applicable, terminate their contract, if it is determined that they have engaged in corrupt, fraudulent, collusive or coercive practices. 3. Clarifications and Amendments to RFP Documents 3.1 At any time before the submission of the proposals, IOM may amend the RFP. Any amendment made will be made available in writing to all bidders Service Providers may request for clarification(s) on any part of the RFP. The request must be sent in writing or by standard electronic means and submitted to IOM at the address indicated in page # Preparation of the Proposal 4.1 A Service Provider Proposal shall have two (2) components: a) The Technical Proposal, and b) The Financial Proposal. 4.2 The Proposal, and all related correspondence exchanged by the Service Providers and IOM, shall be in English. All reports prepared by the contracted Service Provider shall be in English. 4.3 In the Financial Proposal and all reports, Service Provider shall express the price of their services in EGP. 4.4 Terms of payment, and payment method should be specified clearly. 5

Technical Proposal 5.1 The Technical Proposal shall provide the following information using the Service Provider s preferred proposal template, not exceeding three pages (excluding work samples): a) A brief description of the Service Provider s profile and past performance/experience of the same type of the requested service; b) Proposed designs for the updated website and app as outlined in the ToRs, including: a. outlines for the website and new app b. a description of the new functionalities to be incorporated; c) Chronological plan for the activities to be carried out; d) Organizational chart of the staff dedicated to the project activities (including CVs); e) Reference letters from other beneficiaries and work samples (included as attachments); f) Service Provider valid registration documents. 6. Financial Proposal 6.1 The Financial Proposal shall follow the Service Provider s preferred budget template, with as much detail as possible, including unit costs; 6.2 The Financial Proposal shall include all costs associated with the assignment, including (i) remuneration for staff (ii) operational cost, as transportation and equipment, and (iii) all applicable taxes (especially the sales tax). Activities and items in the Technical Proposal but not priced shall be assumed to be included in the prices of other activities or items; 6.3 Terms of payment and payment method shall be clearly identified in the proposal and further discussed during the negotiations, as stated in section The Financial Proposal should not exceed 30,000 USD. 7. Evaluation 7.1 IOM shall evaluate the Proposals on the basis of their responsiveness to the ToRs and compliance to the RFP requirements, as well as the following: (i) Experience and past performance of the Service Provider relevant to the assignment; (ii) Adequacy and relevance of the proposed website and app designs; (iii) The Financial Proposal; (iv) Proposed terms of payment; (v) Delivery schedule as indicated in the below table; (vi) Compliance with the submission deadline; (vii) The Proposal contains all information specified in articles 4, 5 and 6. If any of the requested information is missing or is incorrect, the application may be rejected on that sole basis and the application will not be evaluated further. 6

7 7.2 The Proposals that pass the first administrative check will be evaluated on the relevance, creativity, and feasibility of the designs proposed. 8. Negotiations 8.1 Contract negotiation is expected to take place no more than one week after notification of the successful bidder at 47C Abu el Feda Street, Zamalek, Cairo. 8.2 Negotiation will include discussion and finalization of: a) the ToRs and Scope of Services; b) the methodology and work program proposed by the Service Provider; c) the services and support to be provided by IOM; d) the Financial Proposal submitted by the Service Provider; e) payment terms; f) delivery terms; and g) the contract. All agreements coming out of the negotiations will be incorporated into the contract. 9. Award of Contract 9.1 Following negotiations, the contract will be awarded to the selected Service Provider. 10. Confidentiality 10.1 Information relating to the evaluation of proposals and recommendations concerning awards shall not be disclosed to the Service Provider who submitted Proposals or to other persons not officially concerned with the process IOM shall not disclose any information in the application to any third party. IOM will however archive all applications for auditing purposes. 7

8 Section II Terms of Reference 1. Background Information Egypt is a country of origin, transit and destination for migrants who face many difficulties, such as lack of rights to work, which in turn leads to an over reliance on the informal sector and increased risk of exploitation. Access to public health services is limited or impossible depending on nationality, similarly for education for all ages. Tensions between host citizens and migrants can be difficult with migrants experiencing hostility and discrimination, particularly in the face of increasing economic instability. Detention is very common. Migrant communities in Cairo have three broad categories, which frequently overlap. Firstly, those seeking UNHCR protection as Persons of Concern (PoC); Secondly Migrants who move to Egypt for economic opportunities, looking for work; and thirdly those who come to Egypt for health services where country of origin health services are insufficient or too expensive. Additionally, and within the context of the Arab Spring and the ensuing instability that has arisen as a result of political developments in the region, events in Libya and Syria saw an exodus of Libyans and Syrians into Egypt and, within months, Egypt has witnessed thousands of Libyan and Syrian nationals settling in. To that end, IOM established an information platform, Bosla with the aim to provide migrants in Egypt with information on services available in Egypt, as well as on conditions and assistance available in their origin communities. The website also serves as an organization directory and online referral guide for organizations providing services for migrants in Egypt, where organizations are able to create their own profiles and update information about their respective services and activities. IOM is seeking to collaborate with a service provider who can provide a full and comprehensive update of Bosla to serve as a functioning directory of services in Egypt for migrants to refer to, to interact and exchange information, and to provide their respective inputs on available services. The revamped website should also be used as an information sharing device for migrants to assist each other s with regards to decisions about migration. The service provider is also expected to develop a mobile application for smart phones, as well as to provide a ToT to IOM relevant staff on the use of the revamped website and mobile application. 2. Beneficiaries The immediate beneficiaries of the project are migrants residing in Egypt: Stranded migrants who need crisis assistance; Stranded migrants who wish to return to country of origin; Working migrants with poor financial literacy skills; All migrants who lack understanding of available services or who experience barriers to services (such as health, legal or judiciary); 8

9 Migrant communities who lack understanding of the resources they have existing within their community; Communities with individuals at risk of trafficking; Migrants who intend to continue perilous journeys to other countries and lack legal understanding of their immigration status. 3. Overall timeframe and duration The implementation of the aforementioned activities is to be carried out over the duration of two months. 4. Objectives The objective of this call for proposals is to hire a Service Provider that will provide the following services: To provide a comprehensive proposal for redesigning the Bosla, to make it more dynamic and engaging for target populations while structuring it in such a way that it can me expanded at a later date to cover other countries in the region, such as Tunisia, Algeria, and Morocco; To incorporate new and innovative interactive functionalities to the website to allow individuals and organisations from the target communities to engage directly in providing information to and networking with other members of their communities. Specifically, these should include: o A directory of services in Egypt for migrants to refer to, and where they can interact and exchange information, and provide their respective inputs on available services and the quality thereof, as well as on conditions and assistance available in their origin communities; o An information sharing mechanisms for migrants to assist each other with regards to decisions about migration, including posting questions and answers and sharing comments on their respective experiences; o Secure platforms for moderated bilateral and group interaction as well as posting of information to the wider audience including a user registration function for such participation. To adapt the updated website into a mobile application compatible with ios, windows, and Android for smart phones allowing direct interaction amongst beneficiaries. Users will be able to download, register, and interact with each other via this native mobile app; To provide a ToT (Training of trainers) to IOM staff on the use of the revamped website and mobile application. 9

Experience / Past performance: 6.1 The Service Provider selected to work on the abovementioned tasks should have extensive experience in website design and development, and mobile application development. 6.2 In addition, the Service Provider s team should possess the following competencies: a) ability to work under pressure and meet deadlines; and b) ability to work independently with minimum supervision. 10
