2 The Östersundom urban development project is a joint effort between the three municipalities of Helsinki, Vantaa and Sipoo covering a 50-square-kilometre area along the coastal line. The area is situated 15 kilometres north-east from the centre of Helsinki and is currently covered mainly by forests and agricultural areas. The aim is to build a new affiliate city with 70,000 inhabitants and 30,000 jobs attracting cleantech enterprises. Extra potential and challenge for the project is the Natura conservation area covering 350 hectares of the planning area. In terms of logistics the area is optimally located between the Vuosaari Harbour and Helsinki-Van- Vantaa taa international airport via Ring Road III. The E18 growth corridor runs through the project area Sipoo Östersundom connecting the Nordic capitals Oslo and Stockholm via Helsinki to St. Petersburg and Moscow. The area will be connected to the Helsinki metro system with four new stations. 3 Östersundom Smart&clean vision In order to succeed in the ambitious goals of the Östersundom urban development project, a shared vision was built in a joint process together with municipal, state, academic and private organizations. In the process representatives of the various organizations built bridges between opposing views to create a shared Smart&Clean vision. By the joint process Helsinki aims for smooth and viable zoning and implementation based on early-stage dialogue between the markets and the public administration. Östersundom Smart&Clean vision outlines the urban development and implementation through circular economy and smart administration as horizontal themes. Smart administration enables businesses to develop innovative investments in order to create competitive edges for international cleantech markets. Smart and clean solutions are co-created with the public and the private sector as well as academic institutions and residents in the areas of renewable energy, waste-free processes, water supply, mobility, construction and stress-free living. Based on the right selection of key development themes we are creating a regional brand for Östersundom as a carbon-binding beyond zero district contributing to the overall goal of Helsinki to become a carbon-neutral city. Progressive energy storage technology will be piloted and developed. Everything recycles. No waste, all sidestreams from construction, living and business activity are fully exploited. However, Östersundom is expected to make a major contribution to achieving the goal of the Finnish government programme to make Finland a pioneer in the bio and circular economies. This goal supports well the objective of the Climate Leadership Council, of which the Finnish Innovation Fund Sitra and various Finnish cleantech companies are members: to make the Helsinki metropolitan area a leading cleantech metropolis. Roadmapping the future with spearhead projects The spearhead projects are essential efforts in making the Smart&clean vision happen. Twelve spearhead projects were identified in the vison process. The spearhead projects are targeted to tackle the challenges set forth in the horizontal and technological development themes. The spearhead projects involve a developer and a group of stakeholders who will jointly find the financing, develop and specify the project for implementation. The common goal is to come up with scalable solutions. Östersundom s bioeconomy node is the first spearhead project being developed jointly by Siemens, Helen, Ramboll, Inspira, Devecon, Gasum, Proboreal, Sitra and the City Executive Office of Helsinki. The challence is to enable green growth and add value from the sidestreams and wastes by industrial symbioses. The team co-creates a circular economy industrial park that generates electricity, heat and bioproducts such as food and biofuels from the resulting side streams. The project is partly financed by the Innovation fund of Helsinki.
